Aviation Assistance: Information on Payments Made Under the Disaster Relief and Insurance Reimbursement Programs

Correspondence issued by the General Accounting Office with an abstract that begins "As a result of the September 11, 2001, terrorist attacks on the United States, the airline industry incurred significant losses resulting from the temporary shutdown of the nation's airspace and passengers' apprehensions about flying following the attacks. The Air Transportation Safety and System Stabilization Act (the Act) provided, among other things, $5 billion in emergency assistance to compensate air carriers for their direct and incremental losses stemming from the attacks. The Act also authorized the Department of Transportation (DOT) to reimburse air carriers for increases in their insurance premiums. On September 28, 2001, we completed the first phase of the work Congress requested, concluding that there was a reasonable basis to assume that the airlines' financial losses related to September 11 would exceed the $5 billion made available in the Act. Since then and pursuant to the second part of the request, we monitored DOT's progress in administering the disaster relief and insurance reimbursement programs and provided periodic status updates to Congress."

Modeling of Syngas Reactions and Hydrogen Generation Over Sulfides

The objective of the research is to analyze pathways of reactions of hydrogen with oxides of carbon over sulfides, and to predict which characteristics of the sulfide catalyst (nature of metal, defect structure) give rise to the lowest barriers toward oxygenated hydrocarbon product. Reversal of these pathways entails the generation of hydrogen, which is also proposed for study. In this second year of study, high-level density functional theory was used to model the edge defect of MoS{sub 2} both with and without H atoms and H{sub 2} molecules absorbed on those edges. The structures and stabilities of the pure MoS{sub 2} edges were finalized and published. Several MoS{sub 2} cluster models were examined to provide insight into the behavior of the more complex edges. With that knowledge, the adsorption locations, energies, and vibrational frequencies of H adsorption were determined.

This procedure provides operating instructions for the RH-TRU 72-B Road Cask, Waste Shipping Package. In this document, ''Packaging'' refers to the assembly of components necessary to ensure compliance with the packaging requirements (not loaded with a payload). ''Package'' refers to a Type B packaging that, with its radioactive contents, is designed to retain the integrity of its containment and shielding when subject to the normal conditions of transport and hypothetical accident test conditions set forth in 10 CFR Part 71. Loading of the RH 72-B cask can be done two ways, on the RH cask trailer in the vertical position or by removing the cask from the trailer and loading it in a facility designed for remote-handling (RH). Before loading the 72-B cask, loading procedures and changes to the loading procedures for the 72-B cask must be sent to CBFO at sitedocuments@wipp.ws for approval.

Waste Isolation Pilot Plant Site Environmental Report Calendar Year 2002

The United States (U.S.) Department of Energy (DOE) Carlsbad Field Office (CBFO) and Washington TRU Solutions LLC (WTS) are dedicated to maintaining high quality management of Waste Isolation Pilot Plant (WIPP) environmental resources. DOE Order 5400.1, General Environmental Protection Program, and DOE Order 231.1, Environment, Safety, and Health Reporting, require that the environment at and near DOE facilities be monitored to ensure the safety and health of the public and the environment. This Waste Isolation Pilot Plant 2002 Site Environmental Report summarizes environmental data from calendar year 2002 that characterize environmental management performance and demonstrate compliance with federal and state regulations. This report was prepared in accordance with DOE Order 5400.1, DOE Order 231.1, and Guidance for the Preparation of DOE Annual Site Environmental Reports (ASERs) for Calendar Year 2002 (DOE Memorandum EH-41: Natoli:6-1336, April 4, 2003). These Orders and the guidance document require that DOE facilities submit an annual site environmental report to DOE Headquarters, Office of the Assistant Secretary for Environment, Safety, and Health; and the New Mexico Environment Department (NMED).

Heavy flavor lifetimes and lifetime differences

The authors give an overview of heavy flavour lifetime measurements, focusing on recent results from the Tevatron and the B factories. In the first part of this article we summarize the status and latest measurements of B-hadron lifetimes and lifetime ratios, including some recent result from the Tevatron and the B factories, and compare those results with the predictions from Heavy Quark Expansion (HQE). Future prospects for lifetime measurements at the B factories and the Tevatron are discussed. In the second part, we review the status and prospects of measuring the difference between the lifetimes of the two CP eigenstates in the B{sub s}{sup 0}-{bar B}{sub s}{sup 0} system.

PWR AXIAL BURNUP PROFILE ANALYSIS

The purpose of this activity is to develop a representative ''limiting'' axial burnup profile for pressurized water reactors (PWRs), which would encompass the isotopic axial variations caused by different assembly irradiation histories, and produce conservative isotopics with respect to criticality. The effect that the low burnup regions near the ends of spent fuel have on system reactivity is termed the ''end-effect''. This calculation will quantify the end-effects associated with Pressurized Water Reactor (PWR) fuel assemblies emplaced in a hypothetical 21 PWR waste package. The scope of this calculation covers an initial enrichment range of 3.0 through 5.0 wt% U-235 and a burnup range of 10 through 50 GWd/MTU. This activity supports the validation of the process for ensuring conservative generation of spent fuel isotopics with respect to criticality safety applications, and the use of burnup credit for commercial spent nuclear fuel. The intended use of these results will be in the development of PWR waste package loading curves, and applications involving burnup credit. Limitations of this evaluation are that the limiting profiles are only confirmed for use with the B&W 15 x 15 fuel assembly design. Testimony issued by the General Accounting Office with an abstract that begins "Since 1996, federal land management agencies have collected over $900 million in recreation fees from the public under an experimental initiative called the Recreational Fee Demonstration Program. The Forest Service's part was about $160 million. The authority to collect these fees expires at the end of fiscal year 2004. Central to the debate about whether to reauthorize the program is how effectively the land management agencies are using the hundreds of millions of dollars that the recreation fees have provided them. In April 2003, GAO reported on Forest Service management of the fee demonstration program. (See Recreation Fees: Information on Forest Service Management of Revenue from the Fee Demonstration Program, GAO-03-470 (Washington D.C.: Apr. 25, 2003)).
