Electricity: The Road Toward Restructuring

The Public Utility Holding Company Act of 1935 (PUHCA) and the Federal Power Act (FPA) were enacted to eliminate unfair practices and other abuses by electricity and gas holding companies by requiring federal control and regulation of interstate public utility holding companies. Comprehensive energy legislation has passed the House and Senate. The House passed H.R. 6 on April 11, 2003. On July 31, 2003, the Senate suspended debate on S. 14, inserted the text of H.R. 4 (107th Congress) as a substitute, and passed H.R. 6. A conference agreement was reached November 17, 2003, and passed by the House the next day. H.R. 6 includes an electricity title that would, in part, repeal PUHCA, would prospectively repeal the mandatory purchase requirement under PURPA, and would create an electric reliability organization. On June 15, 2004, H.R. 4503, a comprehensive energy policy bill, passed the House.

Nucleation of GaN/AlN quantum dots

We study the nucleation of GaN islands grown by plasma-assisted molecular-beam epitaxy on AlN in a Stranski-Krastanov mode. In particular, we assess the variation of their height and density as a function of GaN coverage. We show that the GaN growth passes four stages: initially, the growth is layer-by-layer; subsequently, bidimensional precursor islands form, which transform into genuine three-dimensional islands. During the latter stage, the height and the density of the islands increase with GaN coverage until the density saturates. During further GaN growth, the density remains constant and a bimodal height distribution appears. The variation of island height and density as a function of substrate temperature is discussed in the framework of an equilibrium model for Stranski-Krastanov growth [R. E. Rudd et al., Phys. Rev. Lett. 90, 146101 (2003)].

Interview with John J. Clemens. The interview includes Clemens' personal experiences about childhood and early adulthood in Houston, Texas, World War II-era service in the U.S. Navy, serving aboard USS Wren in the Pacific Theater, and piloting a ship into Tokyo Bay immediately following the Japanese surrender. Clemens speaks about convoy missions across the Atlantic Ocean, the January 4, 1944 sinking of the USS Turner while moored in New York Harbor and the court of inquiry regarding the sinking, actions in the Aleutian Islands, Attu, Okinawa, and Philippine campaigns and anti-kamikaze warfare while aboard the USS Wren, and the effects that Allied bombing had on Tokyo.

Measurement of the Auger Recombination Rate in p-type 0.54-eV GaInAsSb by Time-Resolved Photoluminescence

Auger recombination in p-type GaSb, InAs and their alloys is enhanced due to the proximity of the bandgap energy and the energy separation to the spin split-off valence band. This can affect the device performance even at moderate doping concentration. They report electron lifetime measurements in a p-type 0.54-eV GaInAsSb alloy, commonly used in a variety of infrared devices. They have studied a series of double-capped heterostructures with varied thicknesses and doping levels, grown by organometallic vapor phase epitaxy on GaSb substrates. The Auger coefficient value of 2.3 x 10{sup -28} cm{sup 6}/s is determined by analyzing the photoluminescence decay constants with a systematic separation of different recombination mechanisms.

The Senate Energy and Natural Resources Committee began markup of a comprehensive energy bill on April 7, 2003, agreeing by week’s end to provisions regarding hydrogen, hydroelectric relicensing, nuclear and renewable energy. On April 11, 2003, Chairman Domenici pulled a controversial section on climate change from the bill and indicated it would be addressed later.

A Hidden Twelve-Dimensional SuperPoincare Symmetry In Eleven Dimensions

First, we review a result in our previous paper, of how a ten-dimensional superparticle, taken off-shell, has a hidden eleven-dimensional superPoincare symmetry. Then, we show that the physical sector is defined by three first-class constraints which preserve the full eleven-dimensional symmetry. Applying the same concepts to the eleven dimensional superparticle, taken off-shell, we discover a hidden twelve dimensional superPoincare symmetry that governs the theory.

Defense Cleanup and Environmental Programs: Authorization and Appropriations for FY2003

The Department of Defense (DOD) administers five environmental programs in response to various requirements under federal environmental laws. These programs include environmental cleanup, environmental compliance, pollution prevention, environmental technology, and conservation. Additionally, the Department of Energy (DOE) is responsible for managing defense nuclear waste and cleaning up contaminated nuclear weapons sites. The Administration requested a total of $11.17 billion for these programs in FY2003, about $390 million more than the FY2002 funding level of $10.78 billion. Some of the ongoing issues associated with these programs are the adequacy, cost, and pace of cleanup, whether DOD and DOE adequately comply with environmental laws and regulations, and the extent to which environmental requirements encroach upon military readiness.

Phase motion of the scalar {pi}{pi} amplitudes in D{sup +}, D{sub s}{sup +} {yields} {pi}{sup -} {pi}{sup +}{pi}{sup +} decays

We make a direct and model-independent measurement of the low {pi}{sup +} {pi}{sup -} mass phase motion in the D{sup +} {yields} {pi}{sup -} {pi}{sup +}{pi}{sup +} decay. Our preliminary results show a strong phase variation, compatible with the isoscalar {sigma}(500) meson. This result confirms our previous result [1] where we found evidence for the existence of this scalar particle using full Dalitz-plot analysis. We apply the Amplitude Difference (AD) method [2] to the same Fermilab E791 data sample used in the preceding analysis. We also give an example of how we extract the phase motion of the scalar amplitude, looking at the f{sub 0}(980) in D{sub s}{sup +} {yields} {pi}{sup -} {pi}{sup +}{pi}{sup +} decay.

Comparison of up-scaling methods in poroelasticity and its generalizations

Four methods of up-scaling coupled equations at the microscale to equations valid at the mesoscale and/or macroscale for fluid-saturated and partially saturated porous media will be discussed, compared, and contrasted. The four methods are: (1) effective medium theory, (2) mixture theory, (3) two-scale and multiscale homogenization, and (4) volume averaging. All these methods have advantages for some applications and disadvantages for others. For example, effective medium theory, mixture theory, and homogenization methods can all give formulas for coefficients in the up-scaled equations, whereas volume averaging methods give the form of the up-scaled equations but generally must be supplemented with physical arguments and/or data in order to determine the coefficients. Homogenization theory requires a great deal of mathematical insight from the user in order to choose appropriate scalings for use in the resulting power-law expansions, while volume averaging requires more physical insight to motivate the steps needed to find coefficients. Homogenization often is performed on periodic models, while volume averaging does not require any assumption of periodicity and can therefore be related very directly to laboratory and/or field measurements. Validity of the homogenization process is often limited to specific ranges of frequency - in order to justify the scaling hypotheses that …

Stability of High-Level Waste Forms

The objective of the proposed effort is to use a new approach to develop solution models of complex waste glass systems and spent fuel that are predictive with regard to composition, phase separation, and volatility. The effort will also yield thermodynamic values for waste components that are fundamentally required for corrosion models used to predict the leaching/corrosion behavior for waste glass and spent fuel material. This basic information and understanding of chemical behavior can subsequently be used directly in computational models of leaching and transport in geologic media, in designing and engineering waste forms and barrier systems, and in prediction of chemical interactions.

The objective of this project is to: (1) Develop a database of additional and better maturity indicators for paleo-heat flow calibration; (2) Develop maturation models capable of predicting the chemical composition of hydrocarbons produced by a specific kerogen as a function of maturity, heating rate, etc.; assemble a compositional kinetic database of representative kerogens; (3) Develop a 4 phase equation of state-flash model that can define the physical properties (viscosity, density, etc.) of the products of kerogen maturation, and phase transitions that occur along secondary migration pathways; (4) Build a conventional basin model and incorporate new maturity indicators and data bases in a user-friendly way; (5) Develop an algorithm which combines the volume change and viscosities of the compositional maturation model to predict the chemistry of the hydrocarbons that will be expelled from the kerogen to the secondary migration pathways; (6) Develop an algorithm that predicts the flow of hydrocarbons along secondary migration pathways, accounts for mixing of miscible hydrocarbon components along the pathway, and calculates the phase fractionation that will occur as the hydrocarbons move upward down the geothermal and fluid pressure gradients in the basin; and (7) Integrate the above components into a functional model implemented on a …
