A letter report issued by the General Accounting Office with an abstract that begins "Sealed radioactive sources, radioactive material encapsulated in stainless steel or other metal, are used worldwide in medicine, industry, and research. These sealed sources could be a threat to national security because terrorists could use them to make "dirty bombs." GAO was asked to determine (1) the number of sealed sources in the United States, (2) the number of sealed sources lost, stolen, or abandoned, (3) the effectiveness of federal and state controls over sealed sources, and (4) the Nuclear Regulatory Commission (NRC) and state efforts since September 11, 2001, to strengthen security of sealed sources."

The Trade Act of 2002 required GAO to determine whether OR&R has improved the timeliness of its prospective rulings. In addition, GAO determined what actions OR&R took to improve the timeliness of rulings and whether OR&R resolved challenges it faced with the reliability of automated rulings data."

The Overall project demonstrated that toxic metals (cesium Cs and strontium Sr) in aqueous and organic wastes can be isolated from the environment through reaction with kaolinite based sorbent substrates in high temperature reactor environments. In addition, a state-of-the art laser diagnostic tool to measure droplet characteristic in practical 'dirty' laboratory environments was developed, and was featured on the cover of a recent edition of the scientific journal ''applied Spectroscopy''. Furthermore, great strides have been made in developing a theoretical model that has the potential to allow prediction of the position and life history of every particle of waste in a high temperature, turbulent flow field, a very challenging problem involving as it does, the fundamentals of two phase turbulence and of particle drag physics.

This report presents the technical information developed since the interim record of decision (IROD) was issued in September 2000 (U.S. Department of Energy [DOE] 2000). The information was incorporated into the evaluation that was performed in selecting the preferred alternative for the Chemical Plant groundwater operable unit (GWOU) of the Weldon Spring site. The contaminants of concern (COCs) in groundwater and springs are trichloroethylene (TCE), nitrate, uranium, and nitroaromatic compounds. The preferred alternative of monitored natural attenuation (MNA) coupled with institutional controls (ICs) and contingency activities is described in the ''Proposed Plan (PP) for Final Remedial Action for the Groundwater Operable Unit at the Chemical Plant Area of the Weldon Spring Site, Weldon Spring, Missouri'' (DOE 2003b).

This Proposed Plan (PP) presents the preferred alternative for addressing contaminated groundwater and springs at the Chemical Plant area of the Weldon Spring site, in Weldon Spring, Missouri. The site is located about 30 mi west of St. Louis, in St. Charles County (Figure 1). This proposed action constitutes the final remedial action for the Weldon Spring site. The residual contamination in groundwater and springs at the Chemical Plant area is the only remaining contamination that needs to be addressed for the site. All other contamination has been addressed by previous remedial actions. After this remedial action is implemented, long-term surveillance and maintenance activities will maintain the effectiveness of all remedial actions conducted at the Weldon Spring site, including this final remedial action for groundwater and springs that is being proposed in this plan. DOE complies with the requirements of the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) in conducting remedial activities at the site. National Environmental Policy Act (NEPA) values have been incorporated into the CERCLA process; that is, the analysis conducted and presented in the remedial investigation/feasibility study (RI/FS) reports included an evaluation of environmental impacts that is comparable to that performed under NEPA. The interview includes Chennault's personal experiences about the Southwest Pacific Theater during World War II, childhood in Mississippi, moving to Texas in 1939, joining the 112th Cavalry, training, combat, and the Battle of Driniumor River. Chennault also talks about the mobilization of the Texas National Guard, Louisiana Maneuvers as part of the 3rd Army, rotation to the states, his assignment to a pack mule outfit, his discharge from the Army, and the daily routine of life in the horse cavalry. The interview includes an appendix with photographs.

A letter report issued by the General Accounting Office with an abstract that begins "In the event of a large-scale infectious disease outbreak, as could be seen with a bioterrorist attack, hospitals and their emergency departments would be on the front line. Federal, state, and local officials are concerned, however, that hospitals may not have the capacity to accept and treat a sudden, large increase in the number of patients, as might be seen in a bioterrorist attack. In the Public Health Improvement Act that was passed in 2000, Congress directed GAO to examine preparedness for a bioterrorist attack. In this report GAO provides information on the extent of bioterrorism preparedness among hospitals in urban areas in the United States. To conduct this work, GAO surveyed over 2,000 urban hospitals and about 73 percent provided responses addressing emergency preparedness. The survey collected information on hospital preparedness for bioterrorism, such as data on planning activities, staff training, and capacity for response."

Interview with Ed Carseth, a pilot during World War II. He discusses an early interest in aviation and earned his pilot's license through the Civilian Pilot Training program. He spent a year as an instructor before joining the Air Transport Command. Through 1944 he delivered aircraft to Australia before being assigned to Myitkyina, Burma. He speaks of living conditions at Myitkyina. He flew materials over the Himalaya Mountains (the Hump) from Burma to Kunming, China. Carseth relates anectdotes about General Claire Chennault, Lord Louis Mountbatten, and a squadron mate who kept a baboon.

As many states have restructured their electric power industry, they have established a ''systems benefit charge'' to help fund those activities that will no longer be funded by utilities in the new structure. Examples include weatherization of low-income housing, efficiency programs, and renewable energy development. Varying amounts have been collected and allocated depending on state needs and abilities. One question that arises is what are the potential results of funding the different types of programs. What is the potential for energy efficiency or for renewable power, and what would be accomplished given the amount of funding that the system benefit charge may provide? The purpose of this project is to provide an initial estimate of the potential for energy efficiency and renewable energy in North Carolina. This potential could be funded by a public benefits fund resulting from a green power program being considered in the state. It concentrates on electric energy savings and production. Savings in buildings can include improvements to space conditioning as well as improvements to lighting or other appliances.
