Child Care: Recent State Policy Changes Affecting the Availability of Assistance for Low-Income Families

A letter report issued by the General Accounting Office with an abstract that begins "With the Temporary Assistance for Needy Families (TANF) program taking effect in 1997, child care assistance became a significant strategy for helping welfare recipients move into the workforce and for helping other low-income families stay off welfare. Since 1997, states have used federal funds from the Child Care and Development Fund (CCDF) and TANF along with state funds to expand child care assistance programs. However, given the current budget problems in most states and the competing demands for TANF and state funds, it is possible that states have changed their child care policies and the availability of child care assistance to low-income families."

Application of Reservoir Characterization and Advanced Technology to Improve Recovery and Economics in a Lower Quality Shallow Shelf San Andres Reservoir. Annual Report: August 3, 2000--August 2, 2001

The OXY-operated Class 2 Project at West Welch is designed to demonstrate how the use of advanced technology can improve the economics of miscible CO{sub 2} injection projects in lower quality Shallow Shelf Carbonate reservoirs. The research and design phase (Budget Period 1) primarily involved advanced reservoir characterization. The current demonstration phase (Budget Period 2) is the implementation of the reservoir management plan for an optimum miscible CO{sub 2} flood design based on the reservoir characterization. Although Budget Period 1 for the Project officially ended 12/31/96, reservoir characterization and simulation work continued during the Budget Period 2. During the seventh annual reporting period (8/3/00-8/2/01) covered by this report, work continued on interpretation of the interwell seismic data to create porosity and permeability profiles which were distributed into the reservoir geostatistically. The initial interwell seismic CO{sub 2} monitor survey was conducted and the acquired data processed and interpretation started. Only limited well work and facility construction were conducted in the project area. The CO{sub 2} injection initiated in October 1997 was continued, although the operator had to modify the operating plan in response to low injection rates, well performance and changes in CO{sub 2} supply. Quantum dynamics via Planck-scale-stepped action-carrying 'Graph Paths'

A divergence-free, parameter-free, path-based discrete-time quantum dynamics is designed to not only enlarge the achievements of general relativity and the standard particle model, by approximations at spacetime scales far above Planck scale while far below Hubble scale, but to allow tackling of hitherto inaccessible questions. ''Path space'' is larger than and precursor to Hilbert-space basis. The wave-function-propagating paths are action-carrying structured graphs-cubic and quartic structured vertices connected by structured ''fermionic'' or ''bosonic'' ''particle'' and ''nonparticle'' arcs. A Planck-scale path step determines the gravitational constant while controlling all graph structure. The basis of the theory's (zero-rest-mass) elementary-particle Hilbert space (which includes neither gravitons nor scalar bosons) resides in particle arcs. Nonparticle arcs within a path are responsible for energy and rest mass.

NON-DESTRUCTIVE IN SITU SOIL CARBON ANALYSIS: PRINCIPLE AND RESULTS.

Global warming is promoted by anthropogenic CO{sub 2} emissions into the atmosphere, while at the same time it is partially mitigated by carbon sequestration by terrestrial ecosystems. However, improvement in the understanding and monitoring of below ground carbon processes is essential for evaluating strategies for carbon sequestration including quantification of carbon stores for credits. A system for non-destructive in situ carbon monitoring in soil, based on inelastic neutron scattering (INS), is described. The system can be operated in stationary or scanning mode and measures soil to depth of approximately 30 cm. There is a good agreement between results obtained from INS and standard chemical analysis of soil cores collected from the same study site.

RF impedance measurements on the DARHT-II accelerator intercell assembly

We report upon recent experimental measurements made of RF properties of the intercell assembly of the second axis accelerator[1] of Dual Axis Radiographic Hydrodynamic Test (DARHT) facility at LANL. The intercells provide both pumping and diagnostic access to the main DARHT-II beamline. Their design includes a pumping plenum separated from the main beam pipe by return current rods together with RF shielding provided by a copper-coated stainless steel mesh. Measurements using the twin lead technique (see Ref. [2]) at low frequencies (f < 200 MHz) suggest a constant value for the ratio h of the radial and azimuthal magnetic field components to which the transverse impedance is linearly related. We find that these results compare favorably to predictions from a simple analytic, lumped circuit model which includes the effects of the mesh and return current rods. We also present RF loop-to-loop frequency scans above beam pipe cutoff ({approx}600 MHz) showing the existence of many RF modes with relatively high Q's.

Planned Disposition of Material in the Savannah River Site High Level Waste System

Since the early 1950's Savannah River Site (SRS) has received over 100 million gallons of waste into the F and H Tank Farms, commonly known as the High Level Waste System (HLW) system. This waste was neutralized, insoluble sludge settled, and supernate was evaporated to form saltcake such that as of January 2003 only 37 million gallons of waste is stored in F and H tank farm. This waste contains approximately 417 million curies of radioactivity and includes approximately 3 million gallons of sludge and 34 million gallons of salt waste. Additionally, 5 million curies have already been dispositioned by the Defense Waste Processing Facility (DWPF) into glass canisters. The Accelerated Clean-up Plan (ACP)1 will result in the acceleration of risk reduction by emptying HLW tanks sooner, shipping HLW glass canisters and Transuranic Waste (TRU) to their geologic repositories sooner and decommissioning the F Canyon facilities and other excess facilities sooner. This document discusses the planned disposition of the material currently stored in the HLW System.

A letter report issued by the General Accounting Office with an abstract that begins "On November 21, 2002, the North Atlantic Treaty Organization (NATO) invited seven countries to join the alliance. To facilitate congressional consideration of NATO enlargement, the U.S. Senate mandated in 1998 that GAO review and assess the reports the Senate directed the President to provide on countries invited to join NATO. The President submitted the required reports to Congress on March 25, 2003. To fulfill its mandate, GAO determined if (1) the reports met the Senate's requirements and the information was accurate and current, (2) the methodology for assessing the likely impact on NATO's military effectiveness was reasonable, and (3) the methodology for analyzing the ability of the invited countries to fulfill the full range of financial burdens of NATO membership was reasonable."

smesh User's Guide

''smesh'' is a general purpose, interactive, 2D unstructured mesh generator based on Overture. It supports three kinds of mesh generation techniques: structured patches with transfinite interpolation (TFI); unstructured triangles based on an advancing front technique; and a Cartesian cutcell/triangle hybrid method. Meshes are generated in a generalized ''multi-block'' manner where each ''block'', or region, can be one of the three mesh types. Geometry definitions can be created interactively by placing points and interpolating curves. Spacing information is provided by both the curve discretization (which can be stretched) and a user specified preferred grid spacing for a region. A mesh optimization procedure is available for the non-TFI regions for mesh quality improvement. Each mesh region is given an unique identifier and an optional string name. Meshes are exported to a modified ''ingrid'' format including mesh region identifiers and names. Facilities for command scripting and batch running are available.

Research Report on Feasibility Study of Building a QT Gui Testing Tool, AX Program Code Group Computer Science R&D Project

The main goal of this project was to determine if a tool could be built to test Qt. In determining the feasibility of building a tool the following requirements needed to be researched: (1) Determine if the underlying Qt signal/slot architecture could be leveraged. (2) Research how much impact implementing such a tool would have on existing code, i.e. how much extra code would need to be inserted to use the tool. (3) Determine with the above information if a tool could be built. With the above steps completed, the information needed to make a decision on building a tool could be made. Armed with this information I felt I could make a more educated decision on the possibility of building a tool. This project was divided into two main steps. The first step was to understand the underlying Qt source code much better. The second step was to build a small prototype that I could use to test ideas. The first step was actually much shorter than I had originally anticipated. Understanding the underlying architecture of Qt only took about two weeks. Oral History Interview with George Foy, May 5, 2003

The National Museum of the Pacific War presents an oral interview with George T. Foy. Foy joined the Navy in January 1943. He trained at Great lakes for basic and took an electrician's course there, too before being assigned to the amphibious corps in Solomons, Maryland. He joined an USS LST-282 at Pittsburgh, Pennsylvania. In January, 1944, USS LST-282 steamed to Plymouth, England. Foy was aboard the 282 when it went to Normandy on 6 June 1944. It delivered amphibious vehicles and medical supplies during the landing operation and also served as a floating hospital. Foy got separated from his ship, but was able to return to it later on in England. In Southern France in August, USS LST-282 was hit by a German bomb and Foy abandoned ship and made it to shore. He returned to the US and was assigned to an auxiliary repair ship that went to the Pacific right as the war ended. He was discharged in March 1946.

Association between severity of prescribed burns and subsequent activity of conifer-infesting beetles in stands of longleaf pine

A randomized complete block experiment was performed to measure the effect of prescribed, dormant-season burns of three different levels of severity (measured as fuel consumption and soil surface heating) on subsequent insect infestation and mortality of mature longleaf pine (Pinus palustris Mill.). Multiple-funnel traps baited with a low release rate of turpentine and ethanol were used to monitor activity of certain coniferophagous beetles. Non-aggressive species, including the root beetles Hylastes salebrosus Eichhoff and H. tenuis Eichhoff, the ambrosia beetle Xyleborus pubescens Zimmermann, the reproduction weevil Pachylobius picivorus (Germar), and buprestid borers, were attracted to burned plots in numbers that correlated positively with burn severity. Beetle attraction to burned sites was greatest in the first weeks post-burn and disappeared by the second year. Two potential tree-killing bark beetles, Dendroctonus terebrans (Olivier) and Ips grandicollis (Eichhoff), were trapped in significant numbers but exhibited no attraction to burned plots. Tree mortality correlated significantly with the severity of the burns and amounted to 5% of stems in the hottest burn treatment after 3 years. The majority of the mortality was observed in the second and third years post-burn. Attacks of Ips and Dendroctonus bark beetles were apparent on nearly all dead or dying trees, …

On the Properties of Materials for Designing Filters at Optical Frequencies

Frequency Selective Surfaces/Volumes (FSS/Vs), periodic structures with frequency selective properties, have widely been used for millimeter and microwave applications. Some applications include filters (band pass, band stop), reflectors, radoms etc. FSS/Vs typically consist of a single or multiple material layers. Multiple layers (with each layer having a different frequency selectivity) are used for broadband applications. In recent years there has been an interest in using these structures at optical wavelengths. One of the applications is in thermophotovoltaic filters used to convert thermal energy into electricity. The filter is designed to transmit those wavelengths that can be efficiently converted into electricity, and to reflect other spectra, which leads to energy conservation and an increase in overall system efficiency. These filters can be used in space missions to help decrease energy consumption and reduce spacecraft mass, cost, and fuel loading. Numerical simulations of such filters are very limited in the literature. Existing modeling approaches are based on the assumption of purely metallic (perfectly conducting) structures on substrates. however, in practice, metals have finite conductivity that can lead to power absorption in the metal.
