Electricity: The Road Toward Restructuring
The Public Utility Holding Company Act of 1935 (PUHCA) and the Federal Power Act (FPA) were enacted to eliminate unfair practices and other abuses by electricity and gas holding companies by requiring federal control and regulation of interstate public utility holding companies. Comprehensive energy legislation has passed the House and Senate. The House passed H.R. 6 on April 11, 2003. On July 31, 2003, the Senate suspended debate on S. 14, inserted the text of H.R. 4 (107th Congress) as a substitute, and passed H.R. 6. A conference agreement was reached November 17, 2003, and passed by the House the next day. H.R. 6 includes an electricity title that would, in part, repeal PUHCA, would prospectively repeal the mandatory purchase requirement under PURPA, and would create an electric reliability organization. On June 15, 2004, H.R. 4503, a comprehensive energy policy bill, passed the House.

Event-by-event hexb pt hexb fluctuations in Au-Au collisions atsqrt(sNN) = 130 GeV
We present the first large-acceptance measurement of event-wise <p{sub t}> fluctuations in Au-Au collisions at {radical}s{sub NN} = 130 GeV. Significant nonstatistical fluctuations are observed. The measured fractional r.m.s. width excess of the event-wise <p{sub t}> distribution for the 15% most-central events for charged hadrons within |{eta}| < 1 and 0.15 {le} p{sub t} {le} 2 GeV/c is 13.7 {+-} 0.1(stat) {+-}1.3(syst)% relative to a statistical reference. The variation of charge-independent fluctuation excess with centrality is non-monotonic but smooth. Charge-dependent nonstatistical fluctuations are also observed.

Application of a Device for Uniform Web Drying and Preheating Using Microwave Energy
The project summarized in this report dealt with an evaluation of new microwave applicator ideas for paper preheating and drying. The technical basis for success in this project is the fact that Industrial Microwave Systems has recently identified certain previously unrecognized wave guide ''design variables'' and hardware implementation concepts that can be employed to greatly improve the uniformity of microwave energy distribution for continuous flow processes. Two applicator concepts were ultimately evaluated, a Cross-Machine Direction (CD) oriented applicator and a Machine Direction (MD) oriented applicator. The economic basis for success is the result of several factors. Since 1985, the capital expenditure required for an industrial microwave applicator system has decreased by a factor of four. The maintenance costs have decreased by a factor of 10 and the life expectancy of the magnetron has increased by more than a factor of four to in excess of 8,000 hours (nearly one year at 24 hours/day operation).

Automobile and Light Truck Fuel Economy: The CAFE Standards
One of the least controversial provisions of the Energy Policy and Conservation Act of 1975 (P.L. 94-163) established corporate average fuel economy (CAFE) standards for new passenger cars. This report presents a brief background and analysis regarding the price of crude oil that brought into sharp focus the fuel inefficiency of U.S. automobiles. The report also discusses the previous issues and the most recent developments regarding CAFE.

Waste Tank Heel Chemical Cleaning Summary
At the Savannah River Site in Aiken, South Carolina, there are approximately 40 million gallons of legacy High Level Waste stored in large capacity sub-surface tanks. Twelve of these tanks are single-containment, non-conforming tanks with leaks. These tanks were built in the 1950s. Some of these tanks contain sludge heels and are being considered for near-term removal efforts and vitrification. Currently, only mechanical methods (i.e., pumps) are used to remove the sludge waste with varying degrees of success. To provide for additional levels of removal, chemically-aided techniques are being considered. The objective of the was to collect and evaluate information available on chemical-based methods for removing residual solids from the Site's waste tanks. As part of this study, the team was requested to develop recommendations for chemical treatments to remove residual heels (primarily sludge). Ideally, one agent alone would be efficient at dissolving all residual tank heels and yet satisfy all safety and process concerns. No such chemical cleaning agent was found. The cleaning agents identified from the literature, included oxalic acid, a mixture of oxalic acid and citric acid, a combination of oxalic acid with hydrogen peroxide, nitric acid, formic acid, and organics. A Crystal Level Model for Phase Transformation Allowing for Large Volume Changes
We present a model for materials undergoing diffusionless structural changes including martensitic phase transformation and twinning, with the phase transformations involving large volume changes. Within a given material element, structural changes induce mass fraction rates between the constituents in the material. Deformation results from both these structural changes and elasto-viscoplastic deformation of the constituents themselves.

Determination of Trace Radionuclides in SRS Depleted Uranium
Prior to final dispositioning of Savannah River Site (SRS) residual depleted uranium (DU) following reactor irradiation the amount of contamination from other radionuclides must be determined. The Nonproliferation Technology Section (NTS) was requested by the SRS Nuclear Materials Management Division (NMMD) to analyze a number of samples in the SRTC/NTS clean labs. The requested analytes were Am-241, Np-237, Ra-226, Cs-137, I-129, Tc-99, Sr-90 and the plutonium isotopes from 238 through 242. The NTS routinely analyzes all types of samples for trace plutonium by mass spectrometry. The other analytes are routinely analyzed only in environmental samples. This report documents the analytical data and the analysis methods developed and used for these analyses. All requested analytes were determined to be less than one tenth of the waste acceptance criteria in all samples analyzed.

Authorization and Appropriations for FY2004: Defense
Appropriations are one part of a complex federal budget process that includes budget resolutions appropriations bills, recessions, and budget reconciliation bills. The process begins with the President's budget request and it bounded by the rules of the House and Senate, the Congressional Budget and Impoundment Control Act of 1974, the Budget Enforcement Act of 1990, and current program authorizations. This report is a guide to one of the 13 regular appropriations bills that Congress passes each year. It is designed to supplement the information provided by the House and Senate Appropriations Subcommittees on Energy and Water. TAO users manual.
The Toolkit for Advanced Optimization (TAO) focuses on the design and implementation of component-based optimization software for the solution of large-scale optimization applications on high-performance architectures. Their approach is motivated by the scattered support for parallel computations and lack of reuse of linear algebra software in currently available optimization software. The TAO design allows the reuse of toolkits that provide lower-level support (parallel sparse matrix data structures, preconditioners, solvers), and thus they are able to build on top of these toolkits instead of having to redevelop code. The advantages in terms of efficiency and development time are significant. The TAO design philosophy uses object-oriented techniques of data and state encapsulation, abstract classes, and limited inheritance to create a flexible optimization toolkit. This chapter provides a short introduction to the design philosophy by describing the objectives in TAO and the importance of this design. Since a major concern in the TAO project is the performance and scalability of optimization algorithms on large problems, they also present some performance results.

Metaevaluation of National Weatherization Assistance Program Based on State Studies, 1993-2002
The National Weatherization Assistance Program, sponsored by the U.S. Department of Energy (DOE) and implemented by state and local agencies throughout the United States, weatherizes homes for low-income residents in order to increase their energy efficiency and lower utility bills. Research staff members at Oak Ridge National Laboratory (ORNL) have performed two previous metaevaluations of this program (Berry, 1997; Schweitzer and Berry, 1999). Both of these earlier metaevaluations involved synthesizing the results from individual studies of state weatherization efforts completed during a several year period. This report is the third in a series of metaevaluations of state-level studies. It is built on the foundation developed by the previous two metaevaluations. The purpose of this report, like that of the two earlier ORNL metaevaluations, is to provide a current estimate of the average national energy savings per home weatherized for the Weatherization Assistance Program based on the relevant state-level studies. All three of the metaevaluations, including this one, were designed to be updates to the findings of a national evaluation of the Weatherization Assistance Program, which examined a representative national sample of several thousand structures weatherized in 1989 (Brown, Berry, Balzer, and Faby 1993).
