A briefing report issued by the General Accounting Office with an abstract that begins "Concerned with the time, money, and resources that the federal government expends servicing its vehicle and engine fleet, the Senate Committee on Environment and Public Works asked GAO to compile information on the government's use of engine lubricating oil. GAO was asked to determine: (1) how much engine lubricating oil the federal government bought in fiscal years 1999, 2000, and 2001; (2) what costs are incurred for the disposal and recycling of engine lubricating oil; (3) what costs are incurred for changing motor oil in military and civilian fleets; (4) what logistical implications exist for the transport of engine lubricating oil during recent military operations; and (5) what options exist for reducing purchase, maintenance, and disposal costs for engine lubricating oil. To conduct its study, GAO focused on three agencies that account for 79 percent of all non-tactical vehicles owned or leased by the U.S. government: the U.S. Postal Service (USPS), the Department of Defense (DOD), and the General Services Administration (GSA). It compiled information only on engine lubricating oil used in ground vehicles and equipment and not in aircraft and ships."

Indian Issues: Spokane Tribe's Additional Compensation Claim for the Grand Coulee Dam

A statement of record issued by the General Accounting Office with an abstract that begins "The Grand Coulee Dam was constructed on the Columbia River in northeastern Washington State from 1933 to 1942. The reservoir behind the dam covers land on the Colville Reservation along the Columbia River and land on the adjacent Spokane Reservation along both the Columbia and Spokane rivers. Under a 1940 act, the federal government paid $63,000 and $4,700 to the Colville and Spokane tribes, respectively, for the land used for the dam and reservoir. Subsequently, the Colville tribes pursued additional claims for their lost fisheries and for "water power values" and in 1994 were awarded a lump sum payment of $53 million and, beginning in 1996, annual payments that have ranged between $14 million to $21 million. The Spokane tribe is currently pursuing similar claims. S. 1438, introduced in July 2003, is a proposed legislative settlement for the Spokane tribe's claims. While settlement proposals introduced in the 106th and 107th Congresses directed the settlement costs to be split between Bonneville and the Treasury, S. 1438 provides that the settlement be paid entirely from the Treasury. Appointment and Qualifications of U.S. Marshals

Correspondence issued by the General Accounting Office with an abstract that begins "The U.S. Marshal Service was created by the first Congress in the Judiciary Act of 1789. U.S. Marshals were placed in each federal judicial district and were given broad authority to support the federal courts and to carry out all lawful orders issued by judges, Congress, and the President. Early duties of U.S. Marshals included taking the census, distributing presidential proclamations, protecting the borders, and making arrests. Beginning in the late nineteenth century, some responsibilities of U.S. Marshals were transferred to newly created federal agencies, including the U.S. Census Bureau, Immigration and Naturalization Service, and Federal Bureau of Investigation. Today, the primary responsibilities of U.S. Marshals include protecting federal judges and witnesses, transporting federal prisoners, apprehending federal fugitives, and managing assets seized from criminal enterprises. A letter report issued by the General Accounting Office with an abstract that begins "The Comptroller General convened a forum in September 2002 to identify useful practices and lessons learned from major private and public sector mergers, acquisitions, and organizational transformations. This was done to help federal agencies implement successful transformations of their cultures, as well as the new Department of Homeland Security merge its various originating components into a unified department. There was general agreement on a number of key practices found at the center of successful mergers, acquisitions, and transformations. In this report, we identify the specific implementation steps for the key practices raised at the forum with illustrative private and public sector examples. To identify these implementation steps and examples, we relied primarily on interviews with selected forum participants and other experts about their experiences implementing mergers, acquisitions, and transformations and also conducted a literature review."

Satellite systems collect information on the capabilities and intentions of potential adversaries. They enable military forces to be warned of a missile attack and to communicate and navigate while avoiding hostile action. And they provide information that allows forces to precisely attack targets in ways that minimize collateral damage and loss of life. DOD's satellites also enable global communications, television broadcasts, weather forecasting; navigation of ships, planes, trucks, and cars; and synchronization of computers, communications, and electric power grids. Congress requested that we review reports we issued on satellite and other space-related programs over the past two decades and identify common problems affecting these programs."

In this report, GAO assesses the effectiveness of the (1) procedures that the Army National Guard and the Air National Guard have established and implemented to deal with service members who stop attending required training; (2) procedures that the National Guard uses for federally recognizing state promotions of senior National Guard officers; (3) process that the National Guard uses for disciplining senior officers (colonels and generals) who are guilty of misconduct; and (4) federal protections for National Guard members or civilian federal employees who report allegations of waste, fraud, abuse, or mismanagement (whistleblowers) and the extent to which disciplinary action is taken against those in the National Guard who retaliate against whistleblowers."

The F/A-22 is designed to be superior to the F-15 by being capable of flying at higher speeds for longer distances, less detectable, and able to provide the pilot with substantially improved awareness of the surrounding situation. The National Defense Authorization Act for Fiscal Year 1998 requires us to annually assess the F/A-22 development program and determine whether the program is meeting key performance, schedule, and cost goals. We have issued six of these annual reports to Congress. We have also reported on F/A-22 production program costs over the last 3 years. Most recently, we reported on F/A-22 production and development in February and March 2003 respectively. This testimony summarizes our work on the F/A-22 program, covering performance, cost, and scheduling issues."

Over the past several years, FSS and FTS purchases have significantly increased, with IT products and services being the primary source of this growth. In April 2002, we identified overlap in FSS' and FTS' IT procurement programs. A management consultant similarly found overlaps in FTS' and FSS' IT sales and marketing functions and contract offerings. To enhance FSS and FTS operational efficiency and effectiveness--in both its IT and non-IT business lines--GSA has undertaken a performance improvement initiative. This testimony focuses on GSA's actions to implement its initiative. It also discusses the importance of enhancing GSA's ability to help agencies strategically purchase products and services."

Project Final Report Regional Forest-ABL Coupling: Influence on CO2 and Climate

Ecosystem CO{sub 2} exchange and atmospheric boundary layer (ABL) mixing are correlated diurnally and seasonally. Tracer transport models predict that these covariance signals produce a meridional gradient of annual mean CO{sub 2} concentration in the marine boundary layer that is half as strong as the signal produced by fossil fuel emissions. This rectifier effect has been predicted by many inversion models. However, observations to constrain the strength of the rectifier effect in nature are lacking. The fundamental objective of this project was to measure the strength of these covariance signals between ecosystem CO{sub 2} flux and ABL dynamics by employing ABL profiling systems at eddy flux tower sites. We found that (1) the observed diurnal and seasonal covariance between ecosystem CO{sub 2} fluxes and ABL turbulent mixing are strong; (2) the inversion model underestimates the diurnal and seasonal covariance; (3) the rectifier effect in the model appears to be too weak. However, these results are subject to significant uncertainties associated with the use of a point measurement to represent an area, fair weather bias among the data and instruments, and nonlinear transport processes between continental and marine boundary layers.
