Analytical and Experimental Investigation of Mixing in Large Passive Containment Volumes

This final report details results from the past three years of the three-year UC Berkeley NEER investigation of mixing phenomena in large-scale passive reactor containments. We have completed all of our three-year deliverables specified in our proposal, as summarized for each deliverable in the body of this report, except for the experiments of steam condensation in the presence of noncondensable gas. We have particularly exiting results from the experiments studying the mixing in large insulated containment with a vertical cooling plate. These experiments now have shown why augmentation has been observed in wall-condensation experiments due to the momentum of the steam break-flow entering large volumes. More importantly, we also have shown that the forced-jet augmentation can be predicted using relatively simple correlations, and that it is independent of the break diameter and depends only on the break flow orientation, location, and momentum. This suggests that we will now be able to take credit for this augmentation in reactor safety analysis, improving safety margins for containment structures. We have finished the version 1 of 1-D Lagrangian flow and heat transfer code BMIX++. Annual Technical Progress Report

This report describes the results generated during phase 1 of this project. During this phase, the main tools that are used to compute the thermal neutron scattering kernels for graphite, beryllium, beryllium oxide, zirconium hydride, light water, polyethylene were implemented and tested. This includes a modified NJOY/LEAPR code system, the GASKET code, and the ab initio condensed matter codes VASP and PHONON. Thermal neutron scattering kernels were generated for graphite, beryllium, beryllium oxide. In the case of graphite, new phonon spectra were examined. The first is a spectrum based on experiments performed at Oak Ridge National Laboratory in the early seventies, and the second is generated using the ab initio methods. In the case of beryllium, and beryllium oxide, a synthetic approach for generating the phonon spectra was implemented. In addition, significant progress was made on an experiment to benchmark the graphite scattering kernels was made. The simulations of this experiment show that differences on the order of a few percent, in Pu-239 detector responses, can be expected due to the use of different scattering kernels. Anomalous momentum dependence of the quasiparticle scattering ratein overdoped Bi2Sr2CaCu2O8

The question of the anisotropy of the electron scattering in high temperature superconductors is investigated using high resolution angle-resolved photoemission data from Pb-doped Bi2Sr2CaCu2O8(Bi2212) with suppressed superstructure. The scattering rate of low energy electrons along two bilayer split pieces of the Fermi surface is measured (via the quasiparticle peak width), and no increase of scattering towards the antinode (Pi,0) region is observed, contradicting the expectation from Q=(Pi, Pi) scattering. The results put a limit on the effects of Q=(Pi, Pi) scattering on the electronic structure of this overdoped superconductor with still very high Tc.

BP Solar first started investigative work on CdTe photovoltaics in 1986. The module product name chosen for the CdTe devices is Apollo. The deposition method chosen was electrochemical deposition due to its simplicity and good control of stoichiometric composition. The window layer used is CdS, produced from a chemical-bath deposition. Initial work focused on increasing photovoltaic cell size from a few mm2 to 900 cm2. At BP Solar's Fairfield plant, work is focused on increasing semiconductor deposition to 1 m2. The primary objective of this subcontract is to establish the conditions required for the efficient plating of CdS/CdTe on large-area, transparent conducting tin-oxide-coated glass superstrate. The initial phase concentrates on superstrate sizes up to 0.55 m2. Later phases will include work on 0.94 m2 superstrates. The tasks in this subcontract have been split into four main categories: (1) CdS and CdTe film studies; (2) Enhanced laser processing; (3) Outdoor testing program for the Apollo module; and (4) Production waste abatement and closed loop study.

An Approach to Wireless Communications at Sandia National Laboratories

Wireless communication plays an increasing role in military, industrial, public safety, and academic computer networks. Although in general, radio transmitters are not currently permitted in secured areas at Sandia, wireless communications would open new opportunities, allowing mobile and pervasive user access. Without wireless communications, we must live in a ''non-mainstream'' world of fixed, wired networks, where it becomes ever more difficult to attract and retain the best professionals. This report provides a review of the current state of wireless communications, which direction wireless technology is heading, and where wireless technology could be employed at Sandia. A list of recommendations on harnessing the power of wireless communications is provided to aid in building a state-of-the-art communication environment for the 21st century at Sandia.

A letter report issued by the General Accounting Office with an abstract that begins "At the direction of the House Committee on National Security, the Army began developing the Army Workload and Performance System (AWPS) in 1996. This automated system was intended to address a number of specific weaknesses highlighted in several GAO and Army studies since 1994 regarding the Army's inability to support its civilian personnel requirements by using an analytically based workload forecasting system. Army's May 2002 report on AWPS does not provide Congress with adequate information to assess the Army's progress in implementing the system. Specifically, the 2002 plan does not include (1) a detailed summary of all costs that the Army has incurred, or the expenditures that it anticipates in the future, to develop and implement the system; (2) a list of the milestones that the Army has, or has not, achieved in the previous year and a list of milestones that are projected for the future; and (3) an evaluation of how well the system has performed to date in fulfilling its primary function--that is, of matching manpower needs with depot workloads. On October 26-27, 2002, the Tenth APEC Leaders’ Meeting (summit) was hosted by Mexico in Las Cabos, Mexico. The official theme for APEC 2002 is to expand the benefits of cooperation for economic growth and development and enable the APEC vision to be implemented. For the United States, APEC raises fundamental questions that are of special interest to Congress. One is whether consensus can be achieved on the APEC vision of free trade and investment in the Asia Pacific or whether future trade liberalization will be confined primarily to bilateral free-trade agreements or multilateral trade negotiations under the World Trade Organization.

ASPECTS OF COULOMB DISSOCIATION AND INTERFERENCE IN PERIPHERAL NUCLEUS - NUCLEUS COLLISIONS.

Coherent vector meson production in peripheral nucleus-nucleus collisions is discussed. These interactions may occur for impact parameters much larger than the sum of the nuclear radii. Since the vector meson production is always localized to one of the nuclei, the system acts as a two-source interferometer in the transverse plane. By tagging the outgoing nuclei for Coulomb dissociation it is possible to obtain a measure of the impact parameter and thus the source separation in the interferometer. This is of particular interest since the life-time of the vector mesons are generally much shorter than the impact parameters of the collisions.
