National Ignition Facility Configuration Management Plan

This Configuration Management Plan (CMP) describes the technical and administrative management process for controlling the National Ignition Facility (NIF) Project configuration. The complexity of the NIF Project (i.e., participation by multiple national laboratories and subcontractors involved in the development, fabrication, installation, and testing of NIF hardware and software, as well as construction and testing of Project facilities) requires implementation of the comprehensive configuration management program defined in this plan. A logical schematic illustrating how the plan functions is provided in Figure 1. A summary of the process is provided in Section 4.0, Configuration Change Control. Detailed procedures that make up the overall process are referenced. This CMP is consistent with guidance for managing a project's configuration provided in Department of Energy (DOE) Order 430.1, Guide PMG 10, ''Project Execution and Engineering Management Planning''. The Use of Electromyogram (EMG) Telemetry to Assess Swimming Activity and Energy Use of Adult Spring Chinook Salmon Migrating through the Tailraces, Fishways, and Forebays of Bonneville Dam, 2000 and 2001

In 2000, PNNL conducted a two-year study for the U.S. Army Corps of Engineers to investigate energy use and swimming performance of adult spring chinook salmon (Oncorhynchus tshawystcha) migrating upstream through a large hydropower dam on the Columbia River. The investigation involved one year of laboratory study and one year of field study at Bonneville Dam. The objectives of the laboratory study were to 1) measure active rates of oxygen consumption of adult spring chinook salmon at three water temperatures over a range of swimming speeds; 2) estimate the upper critical swimming speed (Ucrit) of adult spring chinook salmon; and 3) monitor electromyograms (EMGs) of red and white muscle in the salmon over a range of swimming speeds. Laboratory results showed rate of oxygen consumption and red and white muscle activity in adult spring chinook salmon were strongly correlated with swimming speed over a range of fish sizes and at three different temperatures. In the field studies at Bonneville Dam, EMG radiotelemetry was used to examine the amount of energy spring chinook salmon expend while migrating upstream past the dam?s tailraces, fishways, and forebays. ESC FY2002 Annual Report: Synchrotron-Radiation-Based Photoelectron Spectroscopy at the Advanced Light Source

Despite recent intensive experimental effort, the electronic structure of Pu, particularly {delta}-Pu, remains ill defined. An evaluation of our previous synchrotron-radiation-based investigation of {alpha}-Pu and {delta}-Pu has lead to a new paradigm for the interpretation of photoemission spectra of U, Np, {alpha}-Pu, {delta}-Pu and Am. This approach is founded upon a model in which spin and spin-orbit splittings are included in the picture of the 5f states and upon the observation of chiral/spin-dependent effects in non-magnetic systems. By extending a quantitative model developed for the interpretation of core level spectroscopy in magnetic systems, it is possible to predict the contributions of the individual component states within the 5-f manifold. This has lead to a remarkable agreement between the results of the model and the previously collected spectra of U, Np, Pu and Am, particularly {delta}-Pu, and to a prediction of what we might expect to see in future spin-resolving experiments.

Statistical Analyses of AY-101 Ultrasonic Measurements of Wall Thickness

Tank AY-101 wall thicknesses have been measured using ultrasonic (UT) images. Interest is in using the available data to estimate a worst-case minimum wall thickness for regions of the tank that remain unexamined with the UT approach. Each UT image can provide the wall thickness at a very large number of pixels, but only the minimum value for each image is used in this work. Since the data arise in this manner, one of several candidate statistical extreme value distributions should successfully fit these reported minimum values. Given a set of multiple UT images and the resulting minimum measured wall thicknesses, extreme value distributions are fit to the data with subsequent extrapolations made to estimate the minimum measured wall thickness expected for the entire tank. Such a minimum estimate incorporates both the variability in wall thicknesses and the uncertainty associated with the measurement method. Uncertainties of the estimated parameters are also derived and used in propagation of variance methods to obtain confidence bounds on the estimated minimum measured wall thickness as well.

Image-Based Vehicle Identification Technology for Homeland Security Applications

The threat of terrorist attacks against US civilian populations is a very real, near-term problem that must be addressed, especially in response to possible use of Weapons of Mass Destruction. Several programs are now being funded by the US Government to put into place means by which the effects of a terrorist attack could be averted or limited through the use of sensors and monitoring technology. Specialized systems that detect certain threat materials, while effective within certain performance limits, cannot generally be used efficiently to track a mobile threat such as a vehicle over a large urban area. The key elements of an effective system are an image feature-based vehicle identification technique and a networked sensor system. We have briefly examined current uses of image and feature recognition techniques to the urban tracking problem and set forth the outlines of a proposal for application of LLNL technologies to this critical problem. The primary contributions of the proposed work lie in filling important needs not addressed by the current program: (1) The ability to create vehicle ''fingerprints,'' or feature information from images to allow automatic identification of vehicles. PNNL developed a material balance assessment methodology based on conservation of mass for detecting leaks and mis-routings in pipeline transfer of double-shell tank waste at Hanford. The main factors causing uncertainty in these transfers are variable property and tank conditions of density, existence of crust, and surface disturbance due to mixer pump operation during the waste transfer. The methodology was applied to three waste transfers from Tanks AN-105 and AZ-102.

High-Performance Laser Peening for Effective Mitigation of Stress Corrosion Cracking

Stress corrosion cracking (SCC) in the Yucca Mountain waste package closure welds is believed to be the greatest threat to long-term containment. Use of stress mitigation to eliminate tensile stresses resulting from welding can prevent SCC. A laser technology with sufficient average power to achieve high throughput has been developed and commercially deployed with high peak power and sufficiently high average power to be an effective laser peening system. An appropriately applied version of this process could be applied to eliminate SCC in the waste package closure welds.

Hydroacoustic Evaluation of Fish-Passage Efficiency at Bonneville Dam in 2001

The Portland District of the U.S. Army Corps of Engineers requested that scientists with the Pacific Northwest National Laboratory (PNNL) and the U.S. Army Engineer Research and Development Center (ERDC) conduct the hydroacoustic fish-passage studies described in this report. The ERDC also contracted with MEVATEC Corporation and Dyntel to provide staff ranging from scientists to technicians for the study. This study supports the Portland-District goal of maximizing fish passage efficiency (FPE) and obtaining 95% survival for juvenile salmon passing the Bonneville Project. This report presents results of two hydroacoustic studies of juvenile salmonids. One was a Project-wide study of fish-passage efficiency, and the other was more narrowly focused upon the approach, vertical distribution, and fish-guidance efficiency (FGE) of fish at Unit 15, where the Portland District extensively modified the gatewell and vertical barrier screen to improve gatewell flow and FGE. The goal of the larger of the two studies was to provide project-wide estimates of FPE, spill efficiency, and spill effectiveness for run-of-river fish passing the Bonneville Project during the 2001 out-migration. This type of study also provides estimates of the horizontal, vertical, and diel distributions of fish passage and FGE by turbine unit. These data will provide a baseline …

Construction of an Improved Bayesian Clutter Suppression Model for Gas Detection

This technical report describes a nonlinear Bayesian Regression model that can be used to estimate effuent concentrations from IR hyperspectral data. As the title implies, the model is constructed to account for background clutter more effectively than current estimators. Although the main objective is to account for background clutter, which is the dominant source of variability in IR data, the model could easily be extended to allow for uncertainties in the atmosphere. The term, "clutter," refers to the variations that occur in the image spectra because emissivity and background temperature change from pixel to pixel. The Bayesian regression model utilizes a more complete description of background clutter to obtain better estimates. The description is in terms of a "prior distribution" on background radiance.

Laser Peening of Alloy 22 Welds

Stress corrosion cracking (SCC) of near-surface Alloy 22 metal can be propagated by yield-point levels (45 ksi) of residual weld tensile stresses. This is a serious concern for welds in the Alloy 22 canister employed in the Yucca Mountain Project (YMP) Waste Package, particularly in closure welds that cannot be stress relieved by conventional heat treating. This work shows that compressive shock waves, driven into a weldment by laser peening, replaces its detrimental tensile stresses of 30-80 ksi with compressive stresses of 2-25 ksi or better that retard SCC. This benefit occurs in the top 1.5 mm (or more) of the material without appreciable heating. It was also found that quenching after solution annealing and shot peening during production of Alloy 22 plate imparts compressive stresses of 35-105 ksi near the surface, a very large buffer against SCC. This means that if seam-welded hollow canisters likewise gain compressive stresses upon post-weld annealing and quenching, and if closure welds are laser peened, all surfaces of the canister would be under compression, thereby precluding SCC of the Alloy 22 canister. Final Report on Materials Characterization for the Wetted Cathodes for Low-Temperature Aluminum Smelting Program

This report is a summary of materials characterization results on twenty cathode samples that were used in a novel aluminum reduction cell at the Northwest Aluminum Technologies laboratory. Most of these cathodes were based on the TiB2 composition and showed very little corrosion as a result of testing. Most of the samples also showed good wetting by Al metal that formed during cell operation.

Global Expression Studies of Yersinia Pestis Pathogenicity

The aim of these studies continues to be the investigation into the molecular mechanisms that underlie the virulence process in Yersinia pestis. In particular, the focus of this work centers on the identification of novel genes and pathways responsible for the pathogenic properties of this organism. In spite of more than four decades of intense investigation in this field, the dilemma as to what makes Y. pestis such a virulent and lethal pathogen remains unanswered. The method being employed makes use microarray technology (DNA chip) that enables the examination of the global activities of the whole complement of genes in this pathogen. Two primary resources available to the investigators (one directly obtained from a separate CBNP-funded project) make these studies possible: (1) Whole genome comparisons of the genes in Y. pestis and its near neighbors with attenuated or non pathogenic characteristics, and (2) the ability to duplicate in vitro, conditions that mimic the infection process of this pathogen. This year we have extended our studies from the original work of characterizing the global transcriptional regulation in Y. pestis triggered during temperature transition from 26 C to 37 C (roughly conditions found in the flea vector and the mammalian host, respectively) …

Based on known and estimated molecular constants, the thermodynamic functions, C{sub p}, S{sup o}, H{sup o}-H{sup o}(298), and -(G{sup o} - H{sup o}(298))/T, have been calculated and tabulated for actinide vapors species of the formulas AnO{sub 3}(g), AnO{sub 2}(OH){sub 2}(g), AnO{sub 2}Cl{sub 2}(g), and AnO{sub 2}F{sub 2}(g) where An = U, Np, Pu, and Am. A method to calculate the thermodynamic functions for the mixed species, AnO{sub 2}ClOH(g), AnO{sub 2}FOH(g), and AnO{sub 2}FCl(g), is also given.
