Federal Reserve Banks: Areas for Improvement in Computer Controls
Correspondence issued by the General Accounting Office with an abstract that begins "As part of its requirement to audit the U.S. government's fiscal year 2001 financial statements, GAO reviewed the general and application computer controls over key financial systems maintained and operated by the Federal Reserve Banks (FRB) on behalf of the Department of the Treasury's Bureau of the Public Debt (BPD). GAO found that the 12 FRBs perform fiscal agent services on behalf of the U.S. government, including BPD. Five FRB data centers maintain and operate key BPD financial applications relevant to the Schedule of Federal Debt. BPD maintained, in all material respects, effective internal control relevant to the Schedule of Federal Debt related to financial reporting and compliance with applicable laws and regulations as of September 30, 2001. BPD's internal control, which includes the general and application controls implemented by the FRBs over key BPD systems relevant to the Schedule of Federal Debt, provided reasonable assurance that misstatements, losses, or noncompliance material in relation to the Schedule of Federal Debt for fiscal year 2001 would be prevented or detected on a timely basis. Generation of Compositionally Graded Ga{sub 1-x}In{sub x}Sb Seed by Solute Diffusion
Compositionally graded single crystalline <100> seed of Ga{sub 1-x}In{sub x}Sb has been grown in a single experiment using a solute diffusion method. The present technique is simple and less time consuming compared to the conventional boot-strapping approach previously used for generating ternary seeds. Starting from an InSb <100> single crystalline seed, a seed of Ga{sub 0.6}In{sub 0.4}Sb has been grown. The effect of temperature gradient on the crystalline quality of seeds grown using this method has been discussed.

Geotechnical Analysis Report for July 1998-June 1999
This Geotechnical Analysis Report (GAR) presents and interprets the geotechnical data from the underground excavations at the Waste Isolation Pilot Plant (WIPP). The data, which are obtained as part of a regular monitoring program, are used to characterize conditions, to compare actual performance to the design assumptions, and to evaluate and forecast the performance of the underground excavations during operations. GARs have been available to the public since 1983. During the Site and Preliminary Design Validation (SPDV) Program, the architect/engineer for the project produced these reports on a quarterly basis to document the geomechanical performance during and immediately after excavation of the underground facility. Since the completion of the construction phase of the project in 1987, the management and operating contractor for the facility has prepared these reports annually. This report describes the performance and condition of selected areas from July 1, 1998, to June 30, 1999. It is divided into nine chapters. The remainder of Chapter 1.0 provides background information on the WIPP, its mission, and the purpose and scope of the geomechanical monitoring program. Development of a more reliable and economical high field material for ITER and TPX as well as LDK and KSTAR programs. The overall objective of this work is to provide the TPX/ITER programs and similar projects with an improved, reliable and economical high field Nb{sub 3}Sn multifilamentary conductor strand made by the internal-tin process. An effort will also be made to determine the reasons for the property changes taking place after various heat treatment cycles in an effort to develop optimized heat treatments for the various applications.
