Aviation Safety: Better Guidance and Training Needed on Providing Files on Pilots' Background Information

A chapter report issued by the General Accounting Office with an abstract that begins "The Pilot Records Improvement Act, enacted on October 9, 1996, responded to seven fatal commercial air carrier accidents that were attributed, in part, to errors by pilots who had been hired without background checks. The act, which took effect on February 6, 1997, requires air carriers, before making final hiring decisions, to obtain information for the past 5 years on a pilot applicant's performance, qualifications, and training from the Department of Transportation's Federal Aviation Administration (FAA), employers, and the National Driver Register (NDR). The act also includes provisions to protect pilots' rights. FAA oversees compliance with the act and has broad responsibility for overseeing aviation safety. According to GAO's analyses of FAA and NDR databases and carriers' responses to GAO's surveys, compliance with the act has generally increased since it went into effect, but compliance is not always complete or timely. The available data are not adequate to determine industrywide compliance. According to their responses to GAO's surveys, carriers are not always aware of the act's requirements for protecting pilots' rights. FAA has taken limited steps to oversee compliance with PRIA. Central Asia's New States: Political Developments and Implications for U.S. Interests

After the collapse of the Soviet Union in 1991, the United States recognized the independence of all the former Central Asian republics and established diplomatic relations with each by mid-March 1992. This report provides an overview of U.S. policy concerns after the Soviet collapse. The report presents the U.S. policy attention and aid to support conflict amelioration, humanitarian needs, economic development, transport (including energy pipelines) and communications, border controls, democracy, and the creation of civil societies in the South Caucasian and Central Asian states. The United States has some economic and business interests in Central Asia, particularly in oil and natural gas development in Kazakhstan, Turkmenistan, and Uzbekistan.

CONTRIBUTORS TO HUMAN ERRORS AND BREACHES IN NATIONAL SECURITY APPLICATIONS.

Los Alamos National Laboratory has recognized that security infractions are often the consequence of various types of human errors (e.g., mistakes, lapses, slips) and/or breaches (i.e., deliberate deviations from policies or required procedures with no intention to bring about an adverse security consequence) and therefore has established an error reduction program based in part on the techniques used to mitigate hazard and accident potentials. One cornerstone of this program, definition of the situational and personal factors that increase the likelihood of employee errors and breaches, is detailed here. This information can be used retrospectively (as in accident investigations) to support and guide inquiries into security incidents or prospectively (as in hazard assessments) to guide efforts to reduce the likelihood of error/incident occurrence. Both approaches provide the foundation for targeted interventions to reduce the influence of these factors and for the formation of subsequent ''lessons learned.'' Overall security is enhanced not only by reducing the inadvertent releases of classified information but also by reducing the security and safeguards resources devoted to them, thereby allowing these resources to be concentrated on acts of malevolence.

Critical Infrastructure Protection: Commercial Satellite Security Should Be More Fully Addressed

A letter report issued by the General Accounting Office with an abstract that begins "Government and private-sector entities rely on satellites for services such as communication, navigation, remote sensing, imaging, and weather and meteorological support. Disruption of satellite services, whether intentional or not, can have a major adverse economic impact. Techniques to protect satellite systems from unauthorized use and disruption include the use of robust hardware on satellites, physical security and logical access controls at ground stations, and encryption of the signals for tracking and controlling the satellite and of the data being sent to and from satellites. When using commercial satellites, federal agencies reduce risks by securing the data links and ground stations that send and receive data. However, federal agencies do not control the security of the tracking and control links, satellites, or tracking and control ground stations, which are typically the responsibility of the satellite service provider. It is important to the nation's economy and security to protect against attacks on its computer-dependent critical infrastructures (such as telecommunications, energy, and transportation), many of which are privately owned. Essentially the federal government will have to try to minimize the impact on the nation’s critical infrastructure of any future terrorist attack, taking into account what those impacts might be and the likelihood of their occurring.

This report examines the economic and political situation in Cuba, including the human rights situation, and U.S. policy toward Cuba. The report also analyzes a number of issues facing Congress in U.S. policy toward Cuba, including: the overall direction of U.S. policy; challenges to U.S. policy in the World Trade Organization; restrictions on commercial food and medical exports; restrictions on travel; bilateral drug trafficking cooperation; Cuba and terrorism; funding for U.S.-government sponsored radio and television broadcasting to Cuba; the Russian signals intelligence facility in Cuba; migration issues; and compensation to the families of those Americans killed in 1996 when Cuba shot down two U.S. civilian planes. The report cites legislation that was passed in the 106th Congress, and also tracks legislative action on these various issues in U.S. policy toward Cuba in the 107th Congress.

This report examines legislative proposals and issues related to establishing a Border and Transportation Security division in a proposed Department of Homeland Security (DHS). This report includes conceptual definitions for “border management” and “border security,” and discusses the missions of the principal border management agencies. It briefly touches on seaport security, since it relates to border security, and Congress has acted on related legislation; examines the Transportation Security Administration and that agency’s still evolving scope of responsibilities; and explores issues raised by transferring the Federal Protective Service to this new division. Determination of Swimming Speeds and Energetic Demands of Upriver Migrating Fall Chinook Salmon (Oncorhynchus Tshawytscha) in the Klickitat River, Washington.

This report describes a study conducted by Pacific Northwest National Laboratory for the Bonneville Power Administration's Columbia Basin Fish and Wildlife Program during the fall of 2001. The objective was to study the migration and energy use of adult fall chinook salmon (Oncorhynchus tshawytscha) traveling up the Klickitat River to spawn. The salmon were tagged with either surgically implanted electromyogram (EMG) transmitters or gastrically implanted coded transmitters and were monitored with mobile and stationary receivers. Swim speed and aerobic and anaerobic energy use were determined for the fish as they attempted passage of three waterfalls on the lower Klickitat River and as they traversed free-flowing stretches between, below, and above the falls. Of the 35 EMG-tagged fish released near the mouth of the Klickitat River, 40% passed the first falls, 24% passed the second falls, and 20% made it to Lyle Falls. None of the EMG-tagged fish were able to pass Lyle Falls, either over the falls or via a fishway at Lyle Falls. Mean swimming speeds ranged from as low as 52.6 centimeters per second (cm s{sup -1}) between falls to as high as 189 (cm s{sup -1}) at falls passage. Differential Soil Impedance Obstacle Detection Quarterly Report

This project develops a new and unique obstacle detection sensor for horizontal directional drilling (HDD) equipment. The development of this new technology will greatly improve the reliability and safety of natural gas HDD construction practices. This sensor utilizes a differential soil impedance measurement technique that will be sensitive to the presence of plastic and ceramic, as well as metallic obstacles. The use of HDD equipment has risen significantly in the gas industry because HDD provides a much more cost-effective and less disruptive method for gas pipe installation than older, trenching methods. However, there have been isolated strikes of underground utilities by HDD equipment, which may have been avoided if methods were available to detect other underground obstacles when using HDD systems. GTI advisors from the gas industry have ranked the value of solving the obstacle detection problem as the most important research and development project for GTI to pursue using Federal Energy Regulatory Commission (FERC) funds available through its industry partner, GRI. GTI proposes to develop a prototype down-hole sensor system that is simple and compact. Drop Dynamics and Speciation in Isolation of Metals from Liquid Wastes by Reactive Scavenging

Computational and experimental studies of the motion and dynamics of liquid drops in gas flows were conducted with relevance to reactive scavenging of metals from atomized liquid waste. Navier-Stoke's computations of deformable drops revealed a range of conditions from which prolate drops are expected, and showed how frajectiones of deformable drops undergoing deceleration can be computed. Experimental work focused on development of emission fluorescence, and scattering diagnostics. The instrument developed was used to image drop shapes, soot, and nonaxisymmetric departures from steady flow in a 22kw combustor

Effects of Globally Waste-Disturbing Activities on Gas Generation, Retention, and Release in Hanford Waste Tanks

Various operations are authorized in Hanford single-shell and double-shell tanks that disturb all or a large fraction of the waste. These globally waste-disturbing activities have the potential to release a significant volume of retained gas. Analyses are presented for expected gas release mechanisms and the potential release rates and volumes resulting from these activities. Recommendations for gas monitoring and assessment of the potential for changes in tank classification and steady-state flammability are also given.
