Batch Reactions of a Soda-Lime Silicate Glass (Report for G Plus Project for Libbey Inc.)

The purpose of this project is to develop the batch reaction data for a soda-lime-silicate glass needed to improve the batch part of the glass-furnace model being developed for the glass industry. Evolved gas analysis combined with batch expansion measurement and thermal analysis was successfully applied to obtain batch reaction data. The heat-capacity measurement by differential scanning calorimetry (DSC) was suggested as a promising method to derive the heat-of-fusion data inexpensively for many different technical glass batches. More tests on a variety of glass batches and parametric studies of the suggested methods are needed for validation. The experimental methods for batch reaction studies and the methodology for obtaining inexpensive heat-of-fusion data developed in this study can also be applied to various types of other technical glasses.

Several basic data reports have been issued concerning the recent demonstration of the Defense Waste Processing Facility (DWPF) Sludge Receipt and Adjustment Tank (SRAT) Cycle and Slurry Mix Evaporator (SME) Cycle, conducted at the Savannah River Technology Center (SRTC). The SRTC demonstration was completed using the DWPF ''Sludge-Only'' flowsheet with washed Tank 40 sludge slurry (Sludge Batch 2 or Macrobatch 3) in the Shielded Cells facility. The DWPF ''Sludge-Only'' flowsheet calls for processing radioactive sludge slurry using nitric acid, concentrated formic acid, and frit 200.

Design of dielectric accelerator using TE-TM mode converter.

A new design for X band dielectric accelerator using a TE-TM mode converter has been proposed and studied. It first converts RF from TE to TM mode in a pure metal section, then a tapered transition section is used for high efficiency transmission to the dielectric accelerator section. Because there is no dielectrics near the RF coupler, this scheme has potential to overcome RF breakdown problems near the coupling holes in the dielectric based accelerators, as it happened in the older designs. A detailed design study shows that high conversion efficiency ({approx}100%) can be achieved for both single and dual coupling ports and it is less sensitive to machine errors than previous designs. Another advantage of this design is that it can be made to different modules thus greatly reduce the R&D cycles.

Egypt-United States Relations

Among the current issues in U.S.-Egyptian relations are the shared concerns over the terrorist attacks against Egyptian police, religious, government, and tourist facilities, and what those attacks maysignal for Egypt’s domestic stability. The two nations may disagree over Egypt’s interpretation of applying human rights practices to Islamic terrorists. The two countries disagree over the speed and depth, but not the need for some of Egypt’s economic reforms. Egypt and the United States agree on the importance of the Egyptian-Israeli peace treaty, the need to continue current Arab-Israel peace talks, and the need for regional stability. The two nations agree on Egypt’s determination to introduce democratic reforms to Egypt.

Examination of Compatibility of Potentially Cavitation-Resistant Modifications of Type 316LN Stainless Steel with Mercury in a Thermal Convection Loop

A 316L stainless steel thermal convection loop (TCL) containing a variety of stainless steel coupons circulated mercury for 2000 h. The TCL conditions included a maximum temperature of 307 C, a maximum temperature gradient of 90 C, and a Hg velocity of about 1.4 m/min. In addition to mill-annealed/surface-ground 316LN coupons serving as the baseline material, other coupons included 316LN that was 50% cold-worked, 316LN that was given a proprietary surface hardening treatment termed ''kolsterizing,'' and Nitronic 60. The purpose of this test was to examine Hg compatibility with these modest variations of annealed 31 6LN stainless steel that are considered potential improvements over annealed 31 6LN for cavitation-erosion resistance in the Spallation Neutron Source (SNS) target containment system. The results indicated negligible weight change for each coupon type, no significant indication of attack or surface roughening, and generally no interaction with Hg.

Correspondence issued by the General Accounting Office with an abstract that begins "As part of its requirement to audit the U.S. government's fiscal year 2001 financial statements, GAO reviewed the general and application computer controls over key financial systems maintained and operated by the Federal Reserve Banks (FRB) on behalf of the Department of the Treasury's Bureau of the Public Debt (BPD). GAO found that the 12 FRBs perform fiscal agent services on behalf of the U.S. government, including BPD. Five FRB data centers maintain and operate key BPD financial applications relevant to the Schedule of Federal Debt. BPD maintained, in all material respects, effective internal control relevant to the Schedule of Federal Debt related to financial reporting and compliance with applicable laws and regulations as of September 30, 2001. BPD's internal control, which includes the general and application controls implemented by the FRBs over key BPD systems relevant to the Schedule of Federal Debt, provided reasonable assurance that misstatements, losses, or noncompliance material in relation to the Schedule of Federal Debt for fiscal year 2001 would be prevented or detected on a timely basis.
