Initiation Identification in Fused Silica 355-nm Optics

Thermo-mechanical surface damage initiation and growth in fused-silica 3{omega} (355nm) optics are important performance and cost issues for high-power lasers (fluences of 4-14 J/cm{sup 2}) in the few ns pulse length regime. We are working to characterize and identify the extrinsic origins of damage initiation; impurities, particulates, and manufacturing defects. We have performed a materials characterization survey approach using transmission electron microscopy to identify the chemistry and morphology of particles, and structural defects. TEM offers high chemical or elemental specificity and small analytical spot size yielding complementary materials characterization data and powerful clues to manufacturing improvements. We will report on our characterization of the near surface of one commercially manufactures fused silica optic, where the results indicate both the efficacy and potential value of this approach.

Monte Carlo Modeling of Thin Film Deposition: Factors that Influence 3D Islands

In this paper we discuss the use of atomistic Monte Carlo simulations to predict film microstructure evolution. We discuss physical vapor deposition, and are primarily concerned with films that are formed by the nucleation and coalescence of 3D islands. Multi-scale modeling is used in the sense that information obtained from molecular dynamics and first principles calculations provide atomic interaction energies, surface and grain boundary properties and diffusion rates for use in the Monte Carlo model. In this paper, we discuss some fundamental issues associated with thin film formation, together with an assessment of the sensitivity of the film morphology to the deposition conditions and materials properties.

Clean Construction Protocol for the National Ignition Facility Beampath and Utilities

When the stadium-size, National Ignition Facility (NIF) is fully operational at the Lawrence Livermore National Laboratory (LLNL), its 192 laser beams will deliver 1.8 megajoules (500 terawatts) of energy onto a target to create extremely high temperatures and pressures for inertial confinement fusion research. Due to the high-energy-physics requirements of the NIF optical components, the optics and their surrounding beampath as well as the supporting utility systems must be fabricated, cleaned, assembled, and commissioned for precision cleanliness. This paper will provide an overview of the NIF cleanliness requirements, the clean construction protocol (CCP) specifications for the beampath and clean utilities, and techniques for verifying the CCP specifications. The NIF cleanliness requirements define limits for molecular and particulate contamination; the goal of these limits is to prevent contamination of the optical components. To prevent laser-induced damage and poor laser quality in the optical components, requirements for cleaning, assembly, installation, and commissioning in terms of particle and nonvolatile residue (NVR) levels are defined. The requirements in the interior of the beampath are parts-per-billion airborne molecular contamination (AMC) and Class 1 particulate levels. Roadmapping the Resolution of Gas Generation Issues in Packages Containing Radioactive Waste/Materials - A Status Report

Gas generation issues, particularly hydrogen, have been an area of concern for the transport and storage of radioactive materials and waste in the Department of Energy (DOE) Complex. Potentially combustible gases can be generated through a variety of reactions, including chemical reactions and radiolytic decomposition of hydrogen-containing material. Since transportation regulations prohibit shipment of explosives and radioactive materials together, it was decided that hydrogen generation was a problem that warranted the execution of a high-level roadmapping effort. This paper discusses the major gas generation issues within the DOE Complex and the research that has been and is being conducted by the transuranic (TRU) waste, nuclear materials, and spent nuclear fuels (SNF) programs within DOE's Environmental Management (EM) organizations to address gas generation concerns. This paper presents a ''program level'' roadmap that links technology development to program needs and identifies the probability of success in an effort to understand the programmatic risk associated with the issue of gas generation. This paper also presents the status of the roadmap and follow-up activities.

The Ohio State University Reactor Sharing Program [August 15, 2000 - May 31, 2001]

During the period from August 15, 2000 through may 31, 2001 the Ohio State University (OSU) Research Reactor participated in the Reactor Sharing Program by providing services to nine colleges and universities and four secondary school organizations. A total of about 17 faculty and 170 students utilized their facilities. The staff of the OSU Research Reactor is generally involved in four types of experiments at the Nuclear Reactor Laboratory. Included are introductions to nuclear research, neutron activation analysis, material irradiation, and classes that measure various reactor parameters.

Managing for Results: Agency Progress in Linking Performance Plans With Budgets and Financial Statements

A letter report issued by the General Accounting Office with an abstract that begins "This report updates GAO's previous assessments of agencies' experiences in linking performance plans and budgets under the Government Performance and Results Act of 1993 (GPRA). GAO has also included in this report an initial assessment of the approaches used by agencies to link performance plans with their audited annual financial statements. Over the first four years of agency efforts to implement GPRA, GAO observed that agencies continue to tighten the required linkage between their performance plans and budget requests. Of the agencies GAO reviewed over this period, all but three met the basic requirement of the act to define a linkage between their performance plans and the program activities in their budget requests, and most of the agencies in GAO's review had moved beyond this basic requirement to indicate some level of funding associated with expected performance described in the plan. More importantly, more agencies each year--almost 75 percent in fiscal year 2002 compared to 40 percent in fiscal year 1999--were able to show a direct link between expected performance and requested program activity funding levels--the first step in defining the performance consequences of budgetary decisions. …
