2002 Initial Assessments for B-BX-BY Field Investigation Report (FIR): Numerical Simulations

IIn support of CH2M HILL Hanford Group, Inc.'s (CHG) preparation of a Field Investigative Report (FIR) for the Hanford Site Single-Shell Tank (SST) Waste Management Area (WMA) B-BX-BY, a set of numerical simulations of flow and solute transport was executed to predict the performance of surface barriers for reducing long-term risks from potential groundwater contamination at the B-BX-BY WMA. This report documents the simulation of 14 cases involving two-dimensional cross sections through the B-BX-BY WMA. Two cross-sections were used for this analysis, one through the BX WMA from tanks BX-108 to BX-102, and another through the trench B-38 for simulating B trench discharges. The simulations were used to investigate the impact of surface barriers, water-line leaks, inventory placement, meteoric recharge and partitioning between the aqueous and sorbed phases. Three transported solutes were considered: uranium-238 (U-238), technetium-99 (Tc-99), and nitrate (NO3). For the BX tank simulations, results showed that simulations investigating water-line leaks demonstrated the highest peak concentrations. Interim barriers had a significant impact on peak concentrations in later times, but not in early times due to a high concentration zone of contaminants near the water table. ABSORBING WIPP BRINES: A TRU WASTE DISPOSAL STRATEGY

Los Alamos National Laboratory (LANL) has completed experiments involving 15 each, 250- liter experimental test containers of transuranic (TRU) heterogeneous waste immersed in two types of brine similar to those found in the underground portion of the Waste Isolation Pilot Plant (WIPP). To dispose of the waste without removing the brine from the test containers, LANL added commercially available cross-linked polyacrylate granules to absorb the 190 liters of brine in each container, making the waste compliant for shipping to the WIPP in a Standard Waste Box (SWB). Prior to performing the absorption, LANL and the manufacturer of the absorbent conducted laboratory and field tests to determine the ratio of absorbent to brine that would fully absorb the liquid. Bench scale tests indicated a ratio of 10 parts Castile brine to one part absorbent and 6.25 parts Brine A to one part absorbent. The minimum ratio of absorbent to brine was sought because headspace in the containers was limited. However, full scale testing revealed that the ratio should be adjusted to be about 15% richer in absorbent. Additional testing showed that the absorbent would not apply more than 13.8 kPa pressure on the walls of the vessel and that the absorbent …

This report summarizes the accomplishment made during the third year of this cooperative research effort between Washington University, Ohio State University and Air Products and Chemicals. Data processing of the performed Computer Automated Radioactive Particle Tracking (CARPT) experiments in 6 inch column using air-water-glass beads (150 {micro}m) system has been completed. Experimental investigation of time averaged three phases distribution in air-Therminol LT-glass beads (150 {micro}m) system in 6 inch column has been executed. Data processing and analysis of all the performed Computed Tomography (CT) experiments have been completed, using the newly proposed CT/Overall gas holdup methodology. The hydrodynamics of air-Norpar 15-glass beads (150 {micro}m) have been investigated in 2 inch slurry bubble column using Dynamic Gas Disengagement (DGD), Pressure Drop fluctuations, and Fiber Optic Probe. To improve the design and scale-up of bubble column reactors, a correlation for overall gas holdup has been proposed based on Artificial Neural Network and Dimensional Analysis.

Advanced Modeling and Experimental Validation of Complex Nuclear Material Forms of Potential Transportation Concern

We present here computer modeling efforts to describe the time-dependent pressurization and gas-phase mole fractions inside sealed canisters containing actinide materials packaged with small (0.12 - 0.5 wt. %) amounts of water. The model is run using Chemkin software, and the chemical reaction mechanism includes gas generation due to radiolysis of adsorbed water, interfacial chemical reactions, and adsorption/desorption kinetics of water on PuO2 materials. The ultimate goal is to provide a verifiable computer model that can be used to predict problematic gas generation in storage forms and assure design criteria for short-term storage and transportation of less than well-characterized (with respect to gas generation) material classes. Our initial efforts are intended to assess pressurization and gas-phase mole fractions using well-defined 3013 container test cases. We have modeled gas generation on PuO2 with water loading up to 0.5 wt. %, at 300 and 525 K, for time frames of 3 years. Estimates of the initial H2 generation rates were determined using RadCalc and employed in the Chemkin model to assess time- and coverage-dependent system behavior. AISI/DOE Technology Roadmap Program: Effects of Residuals in Carbon Steels

AN experimental study of the effects of residual elements in carbon steels was carried out to gain better understanding and control of the effects of residual elements emanating from recycled steel scrap. Two plain carbon steel grade compositions (one medium-carbon and one low-carbon), residual elements and levels, and four areas of study, were selected on the bases of a comprehensive literature survey and consultation with sponsor steel companies. The influence of residuals (Cu, Sn, Ni, P, Si, up to the levels studied here), on these laboratory produced hot rolled steels was studied in the areas of (a) hot ductility, (b) surface hot shortness, (c) scale formation and adherence, and (d) embrittlement and mechanical properties. This report summarizes the experimental procedures, results, discussion and conclusions of this study. The relevance of the study is also discussed in relation to steel processing and product properties and in relation to energy consumption and environmental compliance.

Analysis of Induced Gas Releases During Retrieval of Hanford Double-Shell Tank Waste

Radioactive waste is scheduled to be retrieved from Hanford double-shell tanks AN-103, AN-104, AN-105, and AW-101 to the vitrification plant beginning about 2009. Retrieval may involve decanting the supernatant liquid and/or mixing the waste with jet pumps. In these four tanks, which contain relatively large volumes of retained gas, both of these operations are expected to induce buoyant displacement gas releases that can potentially raise the tank headspace hydrogen concentration to very near the lower flammability limit. This report describes the theory and detailed physical models for both the supernatant decant and jet mixing processes and presents the results from applying the models to these operations in the four tanks. The technical bases for input parameter distributions are elucidated.

Applicability of Pneumatic Capsule Pipeline System to Radioactive Waste Disposal Facility

Various transport systems have been studied for the transportation of waste packages and buffer materials from the ground surface to the underground radioactive waste disposal facility, such as a lift (vertical shaft type) and a vehicle (inclined tunnel type)(1). This paper introduces pneumatic capsule pipeline system as a new method for the transportation. The system is designed to transport pneumatically waste packages and buffer materials between the surface and the underground as shown in Fig. 1. The system is also used to transport excavated debris, equipment and materials during construction. It is economical to utilize the system for air ventilation in addition to be used for transportation. The capsule moving in the shaft can be controlled at appropriate speed by adjusting the air pressure in the shaft. This paper discusses the applicability of the system to the geological disposal based on analytical simulation and experimental study.

Siempelkamp Nukleartechnik GmbH is engaged in the optimization of decommissioning processes for several years. With respect of the complexity of the projects, the time frame and the budget it is necessary to find more effective ways to handle those tasks in the near future. The decommissioning and dismantling will be achieved in six steps taking into account that some processing equipment can be dismantled before and the rest only after the High Active Liquid Waste Concentrate (HAWC) has been vitrified approximately by mid of 2005. After the successful beginning of the remote dismantling of the main process cells from March 2000, the next remote dismantling project at the WAK was initiated April 2000.

Application of Probabilistic Performance Assessment Modeling for Optimization of Maintenance Studies for Low-Level Radioactive Waste Disposal Sites at the Nevada Test Site

The U.S. Department of Energy (DOE), National Nuclear Security Administration of the Nevada Operations Office (NNSA/NV) operates and maintains two active facilities on the Nevada Test Site (NTS) that dispose defense-generated low-level radioactive waste (LLW), mixed radioactive waste, and ''classified waste'' in shallow trenches and pits. The operation and maintenance of the LLW disposal sites are self-regulated by the DOE under DOE Order 435.1. This Order requires formal review of a performance assessment (PA) and composite analysis (CA; assessment of all interacting radiological sources) for each LLW disposal system followed by an active maintenance program that extends through and beyond the site closure program. The Nevada disposal facilities continue to receive NTS-generated LLW and defense-generated LLW from across the DOE complex. The PA/CAs for the sites have been conditionally approved and the facilities are now under a formal maintenance program that requires testing of conceptual models, quantifying and attempting to reduce uncertainty, and implementing confirmatory and long-term background monitoring, all leading to eventual closure of the disposal sites. To streamline and reduce the cost of the maintenance program, the NNSA/NV is converting the deterministic PA/CAs to probabilistic models using GoldSim, a probabilistic simulation computer code. Application of Quantitative NDE Techniques to High Level Waste Storage Tanks

As various issues make the continued usage of high-level waste storage tanks attractive, there is an increasing need to sharpen the assessment of their structural integrity. One aspect of a structural integrity program, nondestructive evaluation, is the focus of this paper. In September 2000, a program to support the sites was initiated jointly by Tanks Focus Area and Characterization, Monitoring, and Sensor Technologies Crosscutting Program of the Office of Environmental Management, Department of Energy (DOE). The vehicle was the Center for Nondestructive Evaluation, one of the National Science Foundation's Industry/University Cooperative Research Centers that is operated in close collaboration with the Ames Laboratory, USDOE. The support activities that have been provided by the center will be reviewed. Included are the organization of a series of annual workshops to allow the sites to share experiences and develop coordinated approaches to common problems, the development of an electronic source of relevant information, and assistance of the sites on particular technical problems. Directions and early results on some of these technical assistance projects are emphasized. Application of the Perovskite Ceramics to Conditioning of the Long-Lived Fraction of HLW

High level waste (HLW) partitioning concept includes separation of a long-lived fraction following by its immobilization in ceramics. Improved process flow sheet suggested for implementation at PA ''Mayak'' implies production of a long-lived HLW fraction with rare earth elements (REE) as major components, Am and Cm as minor constituents, and only traces of U, Pu, and corrosion products (iron group elements). Because most of the elements occurred are trivalent, one of the most promising host phase is supposed to be REE aluminate or ferrate with perovskite structure. Major advantages of the perovskite are incorporation of trivalent REEs and actinides, simultaneous incorporation of residual corrosion products, flexibility of perovskite structure allowing accommodation of traces of tetravalent actinides (U, Pu), high chemical durability, and high HLW volume reduction. High melting points of the perovskites makes problematic melting route, therefore, cold pressing and sintering method is more preferable. In order to reduce sintering temperature pre-treatment of ceramic batches with high mechanical energy has been studied.

Armenia, Azerbaijan, and Georgia: Political Developments and Implications for U.S. Interests

The United States recognized the independence of all the former Soviet republics by the end of 1991, including the South Caucasus states of Armenia, Azerbaijan, and Georgia. The United States has fostered these states' ties with the West in part to end the dependence of these states on Russia for trade, security, and other relations. The FREEDOM Support Act of 1992 provides authorization for assistance to the Eurasian states for humanitarian needs, democratization, and other purposes. In the aftermath of the September 11, 2001, terrorist attacks on the United States, the Administration appealed for a national security waiver of the prohibition on aid to Azerbaijan, in consideration of Azerbaijan's assistance to the international coalition to combat terrorism. Azerbaijani and Georgian troops participate in stabilization efforts in Afghanistan and Iraq, and Armenian personnel serve in Iraq.

This report presents experimental and analytical results concerning the behavior of crossply and quasi-isotropic laminates manufactured of stitch-bonded T300 urethane 420 IMR polymeric composites. Based on extensive creep and recovery data at various levels of stress and temperature, as well as on strain-to-failure information, it was possible to arrive at empirical expressions relating deformation to the previous input as well as to input duration. These expressions were incorporated within the formalisms of viscoelasticity and laminate theory to illuminate some basic underlying mechanistic aspects of the material at hand, thereby enabling the prediction of anticipated response under more complex stress and temperature inputs.

The feasibility of diesel engines to meet the stringent emissions regulations of 2007 and beyond is an important consideration for light trucks and other personal transportation vehicles. Integrated engine and aftertreatment systems have been developed at Detroit Diesel Corporation for multiple engine and vehicle platforms. Tier 2 emissions technologies have been demonstrated with significant fuel economy advantage compared to the respective production gasoline engines while maintaining excellent drivability.

Testimony issued by the General Accounting Office with an abstract that begins "Since September 11, the safety and security of the nation's civil aviation system have taken on greater urgency. GAO found that the newly created Transportation Security Administration (TSA) has assumed responsibility for aviation security and has focused on meeting congressionally mandated deadlines for strengthening aviation security. So far, TSA has developed plans and implemented procedures for using federal employees to conduct security screening at more than 400 commercial airports; hired and begun to train nearly 4,000 key security personnel; and undertaken more rigorous background checks of workers with access to secure areas at airports. TSA faces immediate challenges in assuming responsibility for security in other modes of transportation, improving the performance of screeners, and addressing aviation security issues not covered by the Aviation and Transportation Security Act's current-year deadlines. TSA also faces long-term organizational challenges, including strategically managing its workforce, controlling costs, and sharing threat information."
