2003 International High-Level Radioactive Waste Management Conference Breached Drip Shield Test and Validation of a TSPA Sub-Model

The Engineered Barrier System (EBS) represents the system of human engineered barriers in the isolation of high-level radioactive waste in the proposed repository at Yucca Mountain. It is designed to complement and enhance the natural barriers to isolate and prevent the transport of radionuclides into the surrounding environment. The transport mechanism most frequently postulated for radionuclides is liquid water flux that has penetrated the EBS through corrosion breaches in the drip shield and waste packages (WP). A water flux-splitting model is used to predict flow through WP and drip shield breaches and is documented in the ''EBS Radionuclide Transport Abstraction''. A future revision of the ''EBS Radionuclide Transport Abstraction'' will be one component of the total system performance assessment--license application (TSPA-LA) for the Yucca Mountain repository. The flux-splitting model is conservative based on the following assumptions: (1) Drip impact occurs without a loss of water mass. (2) Dripping flux falls exactly at the crown of the drip shield as opposed to different locations on the curved surface, which will effect splashing and flow patterns. 235U Holdup Measurements in the 321-M Exhaust Elbows

The Analytical Development Section of Savannah River Technology Center (SRTC) was requested by the Facilities Disposition Division (FDD) to determine the holdup of enriched uranium in the 321-M facility as part of an overall deactivation project of the facility. The 321-M facility was used to fabricate enriched uranium fuel assemblies, lithium-aluminum target tubes, neptunium assemblies, and miscellaneous components for the production reactors. The facility also includes the 324-M storage building and the passageway connecting it to 321-M. The results of the holdup assays are essential for determining compliance with the Waste Acceptance Criteria, Material Control and Accountability, and to meet criticality safety controls. This report covers holdup measurements of uranium residue in the exhaust piping elbows removed from the roof the 321-M facility.

This report describes the groundwater monitoring and corrective-action program at the M-Area Hazardous Waste Management Facility (HWMF) and the Metallurgical Laboratory (Met Lab) HWMF at the Savannah River Site (SRS) during the third and fourth quarters of 2001. The report also provides a summary of the corrective-action program for the entire year. This program is required by South Carolina Resource Conservation and Recovery Act (RCRA) Hazardous Waste Permit SC1 890 008 989 and Section 264.100(g) of the South Carolina Hazardous Waste Management Regulations.

Acoustic Separation Technology

Today's restrictive environmental regulations encourage paper mills to close their water systems. Closed water systems increase the level of contaminants significantly. Accumulations of solid suspensions are detrimental to both the papermaking process and the final products. To remove these solids, technologies such as flotation using dissolved air (DAF), centrifuging, and screening have been developed. Dissolved Air Flotation systems are commonly used to clarify whitewater. These passive systems use high pressure to dissolve air into whitewater. When the pressure is released, air micro-bubbles form and attach themselves to fibers and particles, which then float to the surface where they are mechanically skimmed off. There is an economic incentive to explore alternatives to the DAF technology to drive down the cost of whitewater processing and minimize the use of chemicals. The installed capital cost for a DAF system is significant and a typical DAF system takes up considerable space. An alternative approach, which is the subject of this project, involves a dual method combining the advantages of chemical flocculation and in-line ultrasonic clarification to efficiently remove flocculated contaminants from a water stream

Aerial Image Microscopes for the Inspection of Defects in EUV Masks

The high volume inspection equipment currently available to support development of EUV blanks is non-actinic. The same is anticipated for patterned EUV mask inspection. Once potential defects are identified and located by such non-actinic inspection techniques, it is essential to have instrumentation to perform detailed characterization, and if repairs are performed, re-evaluation. The ultimate metric for the acceptance or rejection of a mask due to a defect, is the wafer level impact. Thus measuring the aerial image for the site under question is required. An EUV Aerial Image Microscope (''AIM'') similar to the current AIM tools for 248nm and 193nm exposure wavelength is the natural solution for this task. Due to the complicated manufacturing process of EUV blanks, AIM measurements might also be beneficial to accurately assessing the severity of a blank defect. This is an additional application for an EUV AIM as compared to today's use In recognition of the critical role of an EUV AIM for the successful implementation of EUV blank and mask supply, International SEMATECH initiated this design study with the purpose to define the technical requirements for accurately simulating EUV scanner performance, demonstrating the feasibility to meet these requirements and to explore various technical approaches …

Agricultural Conservation: State Advisory Committees' Views on How USDA Programs Could Better Address Environmental Concerns

A letter report issued by the General Accounting Office with an abstract that begins "Private landowners own more than two-thirds of the continental United States' 1.9 billion acres. Recognizing the critical role that private landowners play in managing soil, water, and wildlife habitat, Congress directed the U.S. Department of Agriculture (USDA) to improve stewardship practices on these lands. USDA currently has more than 70 million acres of privately-owned land enrolled in programs that offer landowners financial incentives to implement conservation practices to protect or improve soil and water quality and wildlife habitat. USDA's conservation efforts address specific environmental concerns, target funding toward state and local environmental priority areas, and promote partnerships with state or local entities to leverage limited funding. State technical committee members indicated that although USDA's conservation programs are generally effective, some targeted programs are more effective than others. Committee members cited several elements of the current programs that hinder achievement of environmental objectives and indicated a preference for more flexibility in new or existing programs. More than two-thirds of members considered program provisions that prohibit landowners from receiving compensation for maintaining previously implemented landowner-financed conservation practices to be a hindrance.
