Commemorative Observances: A Chronological List
Historically, national commemorative observances were recommended by Congress through the legislative process. This practice was discontinued by the House of Representatives in January 1995, although the Senate continues to issue sense of the Senate resolutions recommending the establishment of commemoratives. It has now become standard practice for special observances to be designated by a proclamation issued by the President. This report is a chronological list of these proclamations for 1997 and 1998, indicating the proclamation number and its Federal Register citation

Congress' Early Organization Meetings

The control architecture of the D0 experiment
From a controls viewpoint, contemporary high energy physics collider detectors are comparable in complexity to small to medium size accelerators: however, their controls requirements often differ significantly. D0, one of two collider experiments at Fermilab, has recently started a second, extended running period that will continue for the next five years. EPICS [1], an integrated set of software building blocks for implementing a distributed control system, has been adapted to satisfy the slow controls needs of the D0 detector by (1) extending the support for new device types and an additional field bus, (2) by the addition of a global event reporting system that augments the existing EPICS alarm support, and (3) by the addition of a centralized database with supporting tools for defining the configuration of the control system. This paper discusses the control architecture of the current D0 experiment, how the EPICS system was extended to meet the control requirements of a large, high-energy physics detector, and how a formal control system contributes to the management of detector operations.

Correction of aberrations - past, present and future.
The performance of static rotationally symmetric electron lenses is limited by unavoidable chromatic and spherical aberrations. In 1936, Scherzer demonstrated that the integrands of the integral expressions for the coefficients of these aberrations can be written as a sum of positive quadratic terms. Hence these coefficients can never change sign. This important result is called the Scherzer theorem, the only theorem existing in electron optics. Employing variational methods, Tretner determined the field of magnetic and electrostatic round lenses, which yields the smallest spherical aberration coefficient for particular constraints [2]. Unfortunately, these coefficients are still too large for realistic boundaries to enable sub-Angstrom resolution at medium voltages of about 200 to 300 kV. Therefore, the only possibility to directly reach this limit is the correction of the troublesome aberrations. It was again Scherzer who showed different procedures for canceling these aberrations [3]. The most promising is the incorporation of a corrector consisting of multipole elements or of a tetrode mirror in the case of low voltages. Although the mirror is rotationally symmetric, a non-rotationally symmetric beam splitter is needed to separate the incident beam from the reflected beam.
