Waste Isolation Pilot Plant Initial Report for PCB Disposal Authorization (40 CFR {section} 761.75[c])

This initial report is being submitted pursuant to Title 40 Code of Federal Regulations (CFR) {section} 761.75(c) to request authorization to allow the disposal of transuranic (TRU) wastes containing polychlorinated biphenyls (PCBs) which are duly regulated under the Toxic Substances Control Act (TSCA). Approval of this initial report will not affect the disposal of TRU or TRU mixed wastes that do not contain PCBs. This initial report also demonstrates how the Waste Isolation Pilot Plant (WIPP) meets or exceeds the technical standards for a Chemical Waste Landfill. Approval of this request will allow the U.S. Department of Energy (DOE) to dispose of approximately 88,000 cubic feet (ft3) (2,500 cubic meters [m3]) of TRU wastes containing PCBs subject to regulation under the TSCA. This approval will include only those PCB/TRU wastes, which the TSCA regulations allow for disposal of the PCB component in municipal solid waste facilities or chemical waste landfills (e.g., PCB remediation waste, PC B articles, and bulk PCB product waste). Disposal of TRU waste by the DOE is congressionally mandated in Public Law 102-579 (as amended by the National Defense Authorization Act for Fiscal Year 1997, Pub. L. 104-201, referred to as the WIPP Land Withdrawal Act [LWA]). …

Weatherford Inclined Wellbore Construction

The Rocky Mountain Oilfield Testing Center (RMOTC) has recently completed construction of an inclined wellbore with seven (7) inch, twenty-three (23) pound casing at a total depth of 1296 feet. The inclined wellbore is near vertical to 180 feet with a build angle of approximately 4.5 degrees per hundred feet thereafter. The inclined wellbore was utilized for further proprietary testing after construction and validation. The wellbore is available to other companies requiring a cased hole environment with known deviation out to fifty degrees (50) from vertical. The wellbore may also be used by RMOTC for further deepening into the fractured shales of the Steele and Niobrara formation.

Wetland Issues

Instead of a single comprehensive federal wetland protection law, multiple laws provide varying levels of protection in different forms: the permit program authorized in §404 in the Clean Water Act; programs for agricultural wetlands; laws that protect specific sites; and laws that protect wetlands which perform certain functions. Many protection advocates view these laws and their implementation as inadequate or uncoordinated. Others, who advocate the rights of property owners and development interests, by contrast, characterize these efforts, especially the §404 permit program, as too intrusive. Numerous state and local wetland programs add to the complexity of the protection effort.

Yucca Mountain Project Subsurface Facilities Design

Four units of the Topopah Springs formation (volcanic tuff) are considered for the proposed repository: the upper lithophysal, the middle non-lithophysal, the lower lithophysal, and the lower non-lithophysal. Yucca Mountain was recently designated the site for a proposed repository to dispose of spent nuclear fuel and high-level radioactive waste. Work is proceeding to advance the design of subsurface facilities to accommodate emplacing waste packages in the proposed repository. This paper summarized recent progress in the design of subsurface layout of the proposed repository. The original Site Recommendation (SR) concept for the subsurface design located the repository largely within the lower lithophysal zone (approximately 73%) of the Topopah The Site Recommendation characterized area suitable for emplacement consisted of the primary upper block, the lower block and the southern upper block extension. The primary upper block accommodated the mandated 70,000 metric tons of heavy metal (MTHM) at a 1.45 kW/m hear heat load. Based on further study of the Site Recommendation concept, the proposed repository siting area footprint was modified to make maximum use of available site characterization data, and thus, reduce uncertainties associated with performance assessment.
