Health Insurance: Uninsured by State, 2001
An estimated 14.6% of the U.S. populations lacked health insurance coverage in 2001, up from 14% in 2000. When examined by state, estimates of the percent uninsured ranged from a low of 7.5% in Iowa to a high of 23.5% in Texas. Generally, states in the Midwest and New England have lower rates of uninsured, while states in the Southwestern and Southern portion of the nation have higher shares of their populations without coverage.

Homeland Security: Coast Guard Operations--Background and Issues for Congress
In response to the terrorist attacks of September 11, 2001, the Coast Guard significantly increased homeland-security operations to protect U.S. ports and waterways from potential maritime terrorist threats. The Coast Guard accomplished this in part by diverting resources from other missions. Increased requirements for homeland-security operations after September 11 appear to have added to a pre-existing tension between Coast Guard mission responsibilities and available resources. The Coast Guard's new homeland-security operations raise potential issues for Congress regarding the adequacy of Coast Guard assets and funding, the Coast Guard's legal authorities, the Coast Guard's location within the executive branch, and coordination between the Coast Guard and other agencies.

Wetland Issues
Instead of a single comprehensive federal wetland protection law, multiple laws provide varying levels of protection in different forms: the permit program authorized in §404 in the Clean Water Act; programs for agricultural wetlands; laws that protect specific sites; and laws that protect wetlands which perform certain functions. Many protection advocates view these laws and their implementation as inadequate or uncoordinated. Others, who advocate the rights of property owners and development interests, by contrast, characterize these efforts, especially the §404 permit program, as too intrusive. Numerous state and local wetland programs add to the complexity of the protection effort.
