Abortion: Legislative Response
The primary purpose of this issue brief is to focus on the current legislative action in the 107th Congress with respect to abortion; however, understanding that legislation requires a review of the U. S. Supreme Court’s leading decisions concerning a woman’s right to choose whether to terminate her pregnancy. Abrasive wear behavior of heat-treated ABC-silicon carbide
Hot-pressed silicon carbide, containing aluminum, boron, and carbon additives (ABC-SiC), was subjected to three-body and two-body wear testing using diamond abrasives over a range of sizes. In general, the wear resistance of ABC-SiC, with suitable heat treatment, was superior to that of commercial SiC.

The Accounting Profession: Status of Panel on Audit Effectiveness Recommendations to Enhance the Self-Regulatory System
A letter report issued by the General Accounting Office with an abstract that begins "The accounting profession maintains a voluntary, self-regulatory system through the American Institute of Certified Public Accountants (AICPA) that includes establishing professional standards, monitoring compliance with professional standards, disciplining members for improper acts and substandard performance, and conducting oversight. The Panel of Audit Effectiveness, set up to examine the AICPA's methods, made recommendations to enhance the accounting profession's self-regulatory system. Implementing actions taken or in process have addressed many of the Panel's recommendations. However, the Panel's recommendations did not fully address the limitations of the self-regulatory system identified in its report. Also, some of the Panel's recommendations were either not accepted or are still under study. Additional experience is needed to evaluate the effectiveness of actions taken or planned. However, the system is fragmented, uncoordinated, and has a disciplinary function that is widely perceived to be ineffective. The self-regulatory system is unable to protect the confidentiality of investigative information about alleged audit failures or other disciplinary matters concerning members of the profession. Active Desiccant Dehumidification Module Integration with Rooftop Packaged HVAC
This report summarizes a research and development program that produced a stand-alone active desiccant module (ADM) that can be easily integrated with new or existing packaged cooling equipment. The program also produced a fully integrated hybrid system, combining the active desiccant section with a conventional direct expansion air-conditioning unit, that resulted in a compact, low-cost, energy-efficient end product. Based upon the results of this investigation, both systems were determined to be highly viable products for commercialization. Major challenges--including wheel development, compact packaging, regeneration burner development, control optimization, and low-cost design--were all successfully addressed by the final prototypes produced and tested as part of this program. Extensive laboratory testing was completed in the SEMCO laboratory for each of the two ADM system approaches. This testing confirmed the performance of the ADM systems to be attractive compared with that of alternate approaches currently used to precondition outdoor air, where a return air path is not readily available for passive desiccant recovery or where first cost is the primary design criterion. Afghanistan: Current Issues and U.S. Policy Concerns
The United States and its allies are helping Afghanistan emerging from more than 22 years of warfare, although substantial risk to Afghan stability remains. Before the U.S. military campaign against the orthodox Islamist Taliban movement began on October 7, 2001, Afghanistan had been mired in conflict since the Soviet invasion of Afghanistan in 1979. The defeat of the Taliban has enabled the United States and its coalition partners to send forces throughout Afghanistan to search for Taliban and Al Qaeda fighters and leaders that remain at large, including Osama bin Laden. As the war against remaining Al Qaeda and Taliban elements winds down, the United States is shifting its military focus toward stabilizing the interim government, including training a new Afghan national army, and supporting the international security force (ISAF) that is helping the new government provide security.

Afghanistan's Path to Reconstruction: Obstacles, Challenges, and Issues for Congress
Once hostilities end in Afghanistan and the Afghan phase of the war on terrorism starts to wind down, reconstruction efforts will begin in earnest. International attention will likely turn to Afghanistan’s short- and medium-term future, raising questions between the United States and its allies about division of labor, burdensharing, and exit strategies. It is anticipated that Congress will examine reconstruction efforts underway, aid priorities, long-term reconstruction proposals, and the implementation role to be played by the United States.

Africa and the War on Terrorism
African countries overwhelmingly expressed their support for the U.S.-led efforts on the war against terrorism shortly after the September 11 attacks on New York and Washington. Some African countries are reportedly sharing intelligence and are coordinating with Washington to fight terrorism in Africa. Administration officials believe that Africa is a potential breeding ground for terrorism. Some African officials are concerned that despite the strong support African governments have provided to the anti-terror campaign, they are not seen as real coalition partners in the fight against terrorism. African officials note that cooperation between the United States and Africa in the fight against terrorism should also include extraditing and apprehending members of African terrorist and extremist groups active in Europe and the United States. They argue that these groups are raising funds and organizing in the west, often unhindered by western governments.

Agroterrorism: Options in Congress
Although U.S. intelligence agencies have not identified any terrorist acts targeting agricultural production (i.e., agroterrorism) in the United States to date, the events of September 11, 2001 have awakened the nation to their possibility. Some experts estimate that a single agroterrorist attack using a highly contagious livestock disease could cost between $10 billion and $30 billion to the U.S. economy. This report examines the potential threats to America’s agriculture from a deliberate biological attack, describes the current defense structure and capabilities available to respond to agroterrorism, and analyzes current congressional proposals to address the threat of biological weapons to U.S. agriculture.

Airborne measurements of carbonaceous aerosols in southern Africa during the dry, biomass burning season
Particulate matter collected aboard the University of Washington's Convair-580 research aircraft over southern Africa during the dry, biomass burning season was analyzed for total carbon, organic carbon, and black carbon contents using thermal and optical methods. Samples were collected in smoke plumes of burning savanna and in regional haze. A known artifact, produced by the adsorption of organic gases on the quartz filter substrates used to collect the particulate matter samples, comprised a significant portion of the total carbon collected. Consequently, conclusions derived from the data are greatly dependent on whether or not organic carbon concentrations are corrected for this artifact. For example, the estimated aerosol co-albedo (1 - single scattering albedo), which is a measure of aerosol absorption, of the biomass smoke samples is 60 percent larger using corrected organic carbon concentrations. Thus, the corrected data imply that the biomass smoke is 60 percent more absorbing than do the uncorrected data. The black carbon to (corrected) organic carbon mass ratio (BC/OC) of smoke plume samples (0.18/2610.06) is lower than that of samples collected in the regional haze (0.25/2610.08).
