Clean Air Act Issues in the 108th Congress

Clean air issues were discussed at length in the 107th Congress, but legislation was not enacted, leaving the same issues for possible consideration in the 108th. With new leadership in the Senate, the prospects for such legislation and its content are likely to change. Further, the Senate committee of jurisdiction (Environment and Public Works) will almost certainly focus first on consideration of highway and transit funding (the authorization for which, known as TEA21, expires at the end of FY 2003). Thus, although there is some interest in considering broad changes to the Clean Air Act, the more immediate prospect is for targeted proposals that might be attached to re-authorization of TEA21.

Critical Infrastructures: Background, Policy, and Implementation

The nation’s health, wealth, and security rely on the production and distribution of certain goods and services. The array of physical assets, processes and organizations across which these goods and services move are called critical infrastructures (e.g. electricity, the power plants that generate it, and the electric grid upon which it is distributed). Computers and communications, themselves critical infrastructures, are increasingly tying these infrastructures together. This report aims to address the concern that this reliance on computers and computer networks raises the vulnerability of the nation’s critical infrastructures to “cyber” attacks.

Wetland Issues

Instead of a single comprehensive federal wetland protection law, multiple laws provide varying levels of protection in different forms: the permit program authorized in §404 in the Clean Water Act; programs for agricultural wetlands; laws that protect specific sites; and laws that protect wetlands which perform certain functions. Many protection advocates view these laws and their implementation as inadequate or uncoordinated. Others, who advocate the rights of property owners and development interests, by contrast, characterize these efforts, especially the §404 permit program, as too intrusive. Numerous state and local wetland programs add to the complexity of the protection effort.

Asia Pacific Economic Cooperation (APEC), Free Trade, and the 2002 Summit in Mexico

On October 26-27, 2002, the Tenth APEC Leaders’ Meeting (summit) was hosted by Mexico in Las Cabos, Mexico. The official theme for APEC 2002 is to expand the benefits of cooperation for economic growth and development and enable the APEC vision to be implemented. For the United States, APEC raises fundamental questions that are of special interest to Congress. One is whether consensus can be achieved on the APEC vision of free trade and investment in the Asia Pacific or whether future trade liberalization will be confined primarily to bilateral free-trade agreements or multilateral trade negotiations under the World Trade Organization.

European Counterterrorist Efforts: Political Will and Diverse Responses in the First Year After September 11

The attacks of September 11 prompted the Bush Administration to improve law enforcement and other coordination between the United States and European governments dealing with international terrorism. European governments have also taken measures to enhance cooperation among themselves. Most notable are European Union efforts to enhance cross-border sharing of intelligence and police information, extend the reach of warrants, and strengthen external border controls. While European governments may wish to implement stronger efforts at home to quell terrorism, several do not wish to be seen as following an American plan for doing so, above all if that plan is linked to a broader U.S. policy for militarily confronting Middle Eastern countries or political entities that the Administration believes to be supporting terrorist networks.
