Export-Import Bank: Energy Financing Trends Affected by Various Factors

A letter report issued by the General Accounting Office with an abstract that begins "From 1990 through 2001, the Export-Import Bank (Ex-Im Bank) of the United States provided export financing commitments totaling $31 billion to promote the export of U.S. goods and services for use in the energy sector. The energy sector is divided into fossil fuel, renewable, and nuclear energy. Financing is provided through a range of products, including loans and guarantees, export credit insurance, and working capital guarantees. Of the $28 billion Ex-Im Bank provided in loans and guarantees for energy-related projects from 1990 to 2001, 93 percent was used to finance fossil fuel projects, and 3 percent was for renewable energy projects. Trends in applications for fossil fuel and renewable energy projects largely mirrored trends in the energy projects financed because 90 percent of applications submitted were financed. Since 1990, Ex-Im Bank has not consistently provided information about its renewable energy program to Congress; its 1995 and 1998 annual reports did not address renewable energy. Ex-Im Bank's energy portfolio is affected by broad factors such as worldwide market conditions and to some degree by its policies, promotion efforts, and programs. Supplemental Security Income: Progress Made in Detecting and Recovering Overpayments, but Management Attention Should Continue

A letter report issued by the General Accounting Office with an abstract that begins "The Supplemental Security Income (SSI) program is the nation's largest cash assistance program for the poor. The program paid $33 billion in benefits to 6.8 million aged, blind, and disabled persons in fiscal year 2001. Benefit eligibility and payment amounts for the SSI population are determined by complex and often difficult to verify financial factors such as an individual's income, resource levels, and living arrangements. Thus, the SSI program tends to be difficult, labor intensive, and time consuming to administer. These factors make the SSI program vulnerable to overpayments. The Social Security Administration (SSA) has demonstrated a stronger commitment to SSI program integrity and taken many actions to better deter and detect overpayments. Specifically, SSA has (1) obtained legislative authority in 1999 to use additional tools to verify recipients' financial eligibility for benefits, including strengthening its ability to access individuals' bank account information; (2) developed additional measures to hold staff accountable for completing assigned SSI workloads and resolving overpayment issues; (3) provided field staff with direct access to state databases to facilitate more timely verification of recipient's wages and unemployment information; and (4) significantly increased, since …

Failure Modeling of Titanium-6Al-4V and 2024-T3 Aluminum with the Johnson-Cook Material Model

A validated Johnson-Cook model could be employed to perform simulations that conform to FAA standards for evaluating aircraft and engine designs for airworthiness and containment considerations. A previous LLNL report [1] described the motivation for using the Johnson-Cook material model in simulations involving engine containment and the effect of uncontained engine debris on aircraft structures. In that report, experimental studies of the deformation and failure behavior of Ti-6Al-4V and 2024-T3 aluminum at high strain rates and large strains were conducted. The report also describes the generation of material constants for the Johnson-Cook strength model. This report describes the determination and validation of parameters for Ti-6Al-4V and 2024-T3 aluminum that can be used in the failure portion of the Johnson-Cook material.

Liquid Nitrogen Subcooler ofr Calorimeters LN2 Supply

This note provides calculations of heat load and coil sizing for a LN2 subcooler which will be installed in the liquid nitrogen line going from Dewar 42 to the. Liquid argon calorimeters. This subcooler must improve LN2 quality and facilitate LAr pressure regulation. The system is described in Engineering note 3740.510-EN-382. This note contains the calculations of heat loads/pressure drops of the liquid Nitrogen supply line going from the Dewar 42 to the liquid Argon calorimeters, and also the sizing of existing LN2 subcooler located in the V-tube. The note is used as a reference. The state of Nitrogen {at} point 6 - ECS entrance (according to 3740.510-EN-382) is used in the calculations. The quality of liquid x = 0.0066 with the use of existing 75 W LN2 subcooler. It has been determined that we need 29.3 W of additional subcooling in order to obtain. 100% liquid at this point with the mass flow of 25 g/s. Keeping in mind the possible error in heat transfer calculations, a 300W subcooler will be installed to replace the old 75 W subcooler. Ion energy distribution functions of vacuum arc plasmas

The velocity distribution function of vacuum arc ions can be measured by a time-of-flight technique similar to a method originally proposed by Yushkov. The measuring principle makes use of the well-justified assumption that the ion drift velocity from the cathode spot region to a collector is approximately constant. It is shown that the negative time derivative of the collector current is directly proportional to the ion distribution function provided that the time-averaged source intensity (i.e., emission of ions from cathode spots) is constant until the arc is rapidly switched off. In the experiment, arc termination took about 700 ns, which is much faster than the decay of the ion current measured at the collector placed in more than 2 meters distance from the cathode. The experimental distribution functions for most cathode materials show one large peak with a tail and one or more small peaks at higher ion velocities. The distribution functions for some other materials exhibit several peaks. No conclusive answer can be given about the nature of these peaks. Arguments are presented that the peaks are not caused by different charge states or plasma contamination but rather due to insufficiently averaged source fluctuations and/or acceleration by plasma instabilities.

Metal dusting research at Argonne National Laboratory.

The deposition of carbon from carbonaceous gaseous environments is prevalent in many chemical and petrochemical processes such as reforming systems, syngas production systems, and iron reduction plants. One of the major consequences of carbon deposition is the degradation of structural materials by a phenomenon known as ''metal dusting.'' There are two major issues of importance in metal dusting. First is formation of carbon and subsequent deposition of carbon on metallic materials. Second is the initiation of metal dusting degradation of the alloy. Details are presented on a research program that is underway at Argonne National Laboratory to study the metal dusting phenomenon from a fundamental scientific base involving laboratory research in simulated process conditions and field testing of materials in actual process environments. The project has participation from the U.S. chemical industry, alloy manufacturers, and the Materials Technology Institute, which serves the chemical process industry.

The program has led to better climate model components, has developed new and more efficient methods of solving climate model equations and has taken advantage of the new computing technologies thus providing more reliable estimates of potential climate change. The CHAMMP sponsored and the NCAR-CSM (Climate System Model) are complimentary efforts and under this leadership are developing state-of-the-art, high resolution, computationally efficient components thus providing a more realistic simulation.

Assessing non-uniqueness: An algebraic approach

Geophysical inverse problems are endowed with a rich mathematical structure. When discretized, most differential and integral equations of interest are algebraic (polynomial) in form. Techniques from algebraic geometry and computational algebra provide a means to address questions of existence and uniqueness for both linear and non-linear inverse problem. In a sense, the methods extend ideas which have proven fruitful in treating linear inverse problems.

Fabrication techniques for septum magnets at the APS.

The design, construction, and installation of pulsed septum magnets for particle accelerators presents many challenges for the magnet engineer. Issues associated with magnet core structure design, component alignment, weldment design, and electrical insulation choices are among those requiring careful attention. The designs of the six septum magnets required for the APS facility have evolved since operation began in 1996. Improvements in the designs have provided better injection/extraction performance parameters and extended the machine reliability to meet the requirements of a world-class, third-generation synchrotron radiation facility. Details of the techniques used to address issues involved in producing septum magnets at the APS are described here to aid magnet engineers in the fabrication of future septum magnets.

Weatherizing the Homes of Low-Income Home Energy Assistance Program Clients: A Programmatic Assessment

The purpose of this project was to assess the relationships between two federal programs that support low income households, the Weatherization Assistance Program (WAP) and the Low Income Home Energy Assistance Program (LIHEAP). The specific question addressed by this research is: what impact does weatherizing homes of LIHEAP recipients have on the level of need for LIHEAP assistance? The a priori expectation is that the level of need will decrease. If this is the case, then it can be argued that a non-energy benefit of WAP is the reduction in the level of need for LIHEAP assistance for households receiving weatherization assistance. The study area for this project was Boston, Massachusetts, which is representative of large northern urban areas. Additionally, Boston was chosen because one of its social service agencies, Action for Boston Community Development (ABCD), administers both WAP and LIHEAP programs. ABCD has a substantial client base of low-income households and was willing to cooperate in this study. In the State of Massachusetts, an income test is used to determine whether low-income households qualify for standard LIHEAP benefits. Photon and Neutral Pi 0 production in (197)Au + (197)Au collisions at sqrt S(NN) = 130 GeV

Inclusive transverse momentum spectra of photons and {pi}{sup 0}s at mid-rapidity are studied as a function of collision centrality for {sup 197}Au+ {sup 197}Au collisions at {radical}s{sub NN} = 130 GeV. Photon pair conversions have been reconstructed from charged tracks measured by the main Time Project Chamber of the STAR experiment at the RHIC heavy ion facility. The transverse momentum resolution of photons with this method is estimated to be {Delta}p{sub t}/p{sub t} = 2% at 0.125 GeV/c and 5% at 2.5 GeV/c. Photon spectra were measured up to a transverse momentum of 2.4 GeV/c between {+-} 0.5 units of rapidity. The dominant photon production mechanism, the {pi}{sup 0} {yields} {gamma}{gamma} decay, was measured between 0.25-2.5 GeV/c and {+-} 1 units of rapidity. Spectra are reported for the top 11%, 11-34% and 34-85% centrality classes. It was observed that in mid-central and central collisions the relative contribution of the {pi}{sup 0} {yields} {gamma}{gamma} decay to the inclusive photon spectrum decreases above a transverse momentum of 1.65 GeV/c. In central collisions the magnitude of the decrease from p{sub t} = 1.65 GeV/c to 2.4 GeV/c is 20%. It is unlikely that contributions from other {pi}{sup 0} decay channels and other particle …

The main research accomplishments/findings of the project were the following: (1) Publication of an in-depth review article in Physics of Plasmas on the quasilocalized charge approximation (QLCA) in strongly coupled plasma physics and its application to a variety of Coulomb systems: the model one-component plasma in three and two dimensions, binary ionic mixtures, charged particle bilayers, and laboratory dusty plasmas. (2) In the strongly coupled Coulomb liquid phase, the physical basis of the QLCA, namely, the caging of particles trapped in slowly fluctuating local potential minima, is supported by molecular dynamics simulation of the classical three-dimensional one-component plasma. (3) The QLCA theory, when applied to the analysis of the collective modes in strongly coupled charged particle bilayers, predicts the existence of a remarkable long-wavelength energy gap in the out-of-phase excitation spectrum. More recent theoretical calculations based on the three principal frequency-moment sum rules reveal that the gap persists for arbitrary coupling strengths and over the entire classical to quantum domain all the way down to zero temperature. The existence of the energy gap has now been confirmed in a molecular dynamics simulation of the charged particle bilayer. (4) New compressibility and third-frequency-moment sum rules for multilayer plasmas were formulated and …

Liquid metal MHD flows in circular ducts at intermediate hartmann numbers and interaction parameters.

Magnetohydrodynamic (MHD) flows in circular ducts in nonuniform magnetic fields are studied with reference to liquid metal blankets and divertors of fusion reactors. Flows in small and medium size reactors are characterized by moderate and low values of the Hartmann number ({approx}50-2000) and the interaction parameter ({approx}0.1-1000). The validity of the high-Hartmann number flow model for the intermediate range is discussed and the results of theoretical and experimental investigations are presented.

This corrective action decision document (CADD) identifies and rationalizes the U.S. Department of Energy, National Nuclear Security Administration Nevada Operations Office's selection of a recommended corrective action alternative (CAA) appropriate to facilitate the closure of Corrective Action Unit (CAU) 271, Areas 25, 26, and 27 Septic Systems, Nevada Test Site (NTS), Nevada, under the Federal Facility Agreement and Consent Order (FFACO). Located on the NTS approximately 65 miles northwest of Las Vegas, CAU 271 consists of fifteen Corrective Action Sites (CASs). The CASs consist of 13 septic systems, a radioactive leachfield, and a contaminated reservoir. The purpose of this CADD is to identify and provide a rationale for the selection of a recommended CAA for each CAS within CAU 271. Corrective action investigation (CAI) activities were performed from October 29, 2001, through February 22, 2002, and April 29, 2002, through June 25, 2002. Analytes detected during the CAI were evaluated against preliminary action levels and regulatory disposal limits to determine contaminants of concern (COC) for each CAS. It was determined that contaminants of concern included hydrocarbon-contaminated media, polychlorinated biphenyls, and radiologically-contaminated media. Three corrective action objectives were identified for these CASs, and subsequently three CAAs developed for consideration based on …
