Uranyl-Fluoride (235U) Solutions in Spherical Stainless Steel Vessels with Reflectors of Be, Ch2 and Be-Ch2 Composites, Part II
A series of criticality studies were performed at the Lawrence Livermore National Laboratory in the late 1950's using aqueous solutions of {sup 233}U in the form of UO{sub 2}F{sub 2} stabilized with 0.3% by weight of HF. These experiments were assigned the program name Falstaff. The {sup 233}U concentration in these experiments ranged from 0.13 to 0.87 kg/l. Eight type 347 stainless steel spheres ranging in inner radius from 7.87 to 12.45 cm were available for use as containers for the solutions. The scope of this evaluation is limited to the experiments involving the four lowest concentrations of uranyl-fluoride solution with 0.45, 0.37, 0.24 and 0.13 kg ({sup 233}U)/l. Reflectors of beryllium, polyethylene and beryllium-polyethylene composites were used. Thirty-one configurations are evaluated and accepted as criticality-safety benchmark models. Fission rate data calculated by the evaluator (see Appendix B) show that twenty-six of these configurations have over 50% of the fissions occurring in the thermal energy range and these configurations are therefore classified as ''THERMAL''. Five of the configurations have less than 50% of the fissions occurring in any of the fast, intermediate or thermal energy range and therefore are classified as ''MIXED''.

VA Health Care: Expanded Eligibility Has Increased Outpatient Pharmacy Use and Expenditures
A letter report issued by the General Accounting Office with an abstract that begins "The Department of Veterans Affairs (VA) spent about $3.0 billion on its outpatient pharmacy benefit in fiscal year 2001. After VA implemented the Veterans' Health Care Eligibility Reform Act in 1999, more veterans could use VA outpatient care, including the pharmacy benefit, than before. Increased eligibility contributed to a doubling of the number of Priority 7 veterans using VA health care. Priority 7 veterans are primarily veterans with higher incomes and no service-connected disability. GAO was asked to report on Priority 7 veterans' use of the outpatient pharmacy benefit and VA's expenditures to provide this benefit. To do this, GAO reviewed VA pharmacy data on use and costs from fiscal years 1999 through 2001."

WASTE CERTIFICATION PROGRAM PLAN - REVISION 7
The primary changes that have been made to this revision reflect the relocation of the Waste Certification Official (WCO) organizationally from the Quality Services Division (QSD) into the Laboratory Waste Services (LWS) Organization. Additionally, the responsibilities for program oversight have been differentiated between the QSD and LWS. The intent of this effort is to ensure that those oversight functions, which properly belonged to the WCO, moved with that function; but retain an independent oversight function outside of the LWS Organization ensuring the potential for introduction of organizational bias, regarding programmatic and technical issues, is minimized. The Waste Certification Program (WCP) itself has been modified to allow the waste certification function to be performed by any of the personnel within the LWS Waste Acceptance/Certification functional area. However, a single individual may not perform both the technical waste acceptance review and the final certification review on the same 2109 data package. Those reviews must be performed by separate individuals in a peer review process. There will continue to be a designated WCO who will have lead programmatic responsibility for the WCP and will exercise overall program operational oversite as well as determine the overall requirements of the certification program. Wax Point Determinations Using Acoustic Resonance Spectroscopy
The thermodynamic characterization of the wax point of a given crude is essential in order to maintain flow conditions that prevent plugging of undersea pipelines. This report summarizes the efforts made towards applying an Acoustic Cavity Resonance Spectrometer (ACRS) to the determination of pressures and temperatures at which wax precipitates from crude. Phillips Petroleum Company, Inc., the CRADA participant, supplied the ACRS. The instrumentation was shipped to Dr. Thomas Schmidt of ORNL, the CRADA contractor, in May 2000 after preliminary software development performed under the guidance of Dr. Samuel Colgate and Dr. Evan House of the University of Florida, Gainesville, FL. Upon receipt it became apparent that a number of modifications still needed to be made before the ACRS could be precisely and safely used for wax point measurements. This report reviews the sequence of alterations made to the ACRS, as well as defines the possible applications of the instrumentation once the modifications have been completed.

Web technology to support work processes in energy policy research - A case study with energy efficiency standards
This paper focuses on a process to design and build a web-based system to assist staff in day-to-day management and contemporaneous documentation of their work. Other groups that want to use web technology to support their work could apply the approach presented here, but the design itself pertains to a particular set of issues in a unique context. Each user must apply the approach to identify their objectives and design a site to meet them. The main question that the Energy Efficiency Standards Group addressed was: ''How can we facilitate documentation of interim results and final products while conducting a complex, interdependent set of analyses by multiple authors under time pressures for delivering a final product?'' The approach to address this question includes categorization of the components of the work, discussions with staff, development of infrastructure support for documentation, implementation of the documentation process and integration with the workflow, and follow- up with staff. The search for a solution raised a number of issues such as the need for a thorough understanding of the work, consensus building by inclusion of key staff, and deliverable scheduling to allow for contemporaneous documentation. Welfare Reform: An Issue Overview
The House passed a bill (H.R. 3146) on September 24 to extend TAIF, mandatory child care, abstinence education, and transitional Medicaid, on current terms, through March 31, 2004. In the absence of legislation, these programs would expire on September 30. The Senate Finance Committee approved a comprehensive TAIF preauthorization proposal of Chairman Chuck Grassley on September 10. Entitled Personal Responsibility and Individual Development for Everyone (PRIDE), the legislation would extend TANF, mandatory child care, abstinence education, and transitional Medicaid for 5 years, FY2004 through FY2008. Welfare Reform: Outcomes for TANF Recipients with Impairments
A letter report issued by the General Accounting Office with an abstract that begins "The Personal Responsibility and Work Opportunity Reconciliation Act of 1996 created the Temporary Assistance for Needy Families (TANF) block grants to states, which emphasizes work and responsibility over dependence on government benefits. GAO found that impairments are common among TANF recipients and their children, with 44 percent of TANF recipients reporting that they or their children had impairments, compared with 15 percent of the non-TANF population. Moreover, recipients with impairments were more likely to be white and over age 35 than those without impairments. GAO found that people with impairments who left TANF were less likely to be employed than leavers without impairments, but many leavers with impairments received Supplemental Security Income, a federal program providing cash assistance to low-income individuals who are aged, blind, or disabled."

Welfare Reform: TANF Trends and Data
The size and character of U.S. family cash welfare rolls and the composition of welfare spending have changed markedly since August, 1996, when Congress created the time-limited and work-conditioned block grant program of Temporary Assistance for Needy Families (TANF). Enrollment has plunged more than 50%. The share of recipients who combine welfare and work has risen sharply (from 11% to 26%). The share of “child-only”cases, which are free of work and time limit rules, has climbed above one-third nationally and in nine states exceeds one-half of all TANF cases.

X-ray Scanner for ODP Leg 204: Drilling Gas Hydrates on Hydrate Ridge, Cascadia Continental Margin
An x-ray scanner was designed and fabricated at Lawrence Berkeley National Laboratory to provide high speed acquisition of x-ray images of sediment cores collected on the Ocean Drilling Program (ODP) Leg 204: Drilling Gas Hydrates On Hydrate Ridge, Cascadia Continental Margin. This report discusses the design and fabrication of the instrument, detailing novel features that help reduce the weight and increase the portability of the instrument. Sample x-ray images are included. The x-ray scanner was transferred to scientific drilling vessel, the JOIDES Resolution, by the resupply ship Mauna Loa, out of Coos Bay, Oregon on July 25. ODP technicians were trained in the instruments operation. The availability of the x-ray scanner at the drilling site allows real-time imaging of cores containing methane hydrate immediately after retrieval. Thus, imaging experiments on cores can yield information on the distribution and quantity of methane hydrates. Performing these measurements at the location of core collection eliminates the need for high pressures or low temperature core handling while the cores are stored and transported to a remote imaging laboratory.
