This report discusses the issue of U.S. economic assistance to sub-Saharan Africa, highlighting the importance of continued assistance in light of U.S. national security and also various U.S.-led efforts to promote reform amongst African citizens themselves. U.S. assistance finds its way to Africa through a variety of channels, including the USAID-administered DA program, food aid programs, and indirect aid provided through international financial institutions and the United Nations.

While lawmakers work towards final passage of new authorizing legislation, Congress has appropriated $3 billion to the Dept. of Health and Human Services (HHS) for FY2002 to increase bio-terrorism preparedness at the federal, state, and local levels. HHS anti bio-terrorism funding was included in theFY2002Labor-HHS-Education appropriations bill (P.L. 107-116, H.R. 3061) and in the $20 billion emergency spending package (P.L. 107- 117, H.R. 3338). HHS is dispersing the funds according to existing authorities and the broad spending parameters set out in the appropriations bills.

No plant and animal species protected under the ESA, candidates for such protection, or species listed by the Washington state government were observed in the vicinity of the proposed sites. Piper's daisy may still occur in some of the burial grounds. This is a Washington State Sensitive plant species, and as such is a Level III resource under the Hanford Site Biological Resources Management Plan. Compensatory mitigation is appropriate for this species when adverse impacts cannot be avoided. The Ecological Compliance Assessment Project (ECAP) staff should consulted prior to the initiation of major work activities within areas where this species has been identified (218-E-12, 218-E-10). The stalked-pod and crouching milkvetch are relatively common throughout 200 West area, therefore even if the few individuals within the active burial grounds are disturbed, it is not likely that the overall local population will be adversely affected. The Watch List is the lowest level of listing for plant species of concern in the State of Washington. No adverse impacts to species or habitats of concern are expected to occur from routine maintenance within the active portions of the 218-W-4C, 218-W-4B, 218-W-3, 218-W-3A, and 218-W-5 burial grounds, as well as the portion of 218-E-12B currently …

The reversibility study using TGA/MS has been completed. Our result shows that the hydrotalcite material we proposed exhibits a high degree of CO{sub 2} reversibility. In addition, at higher temperatures (>200 C), insignificant adesorption of water was observed. Combining these results, we conclude that the hydrotalcite we choose is an ideal candidate material for high temperature gas separations requiring hydrothermal stability. We also have focused on the optimization of membrane synthesis. The gel formed after combining the reagents is an ideal precursor for deposition within the porous membrane based upon the Al/Mg ratio analysis and impurity leaching study. Finally, we experimentally verify the crystal growth temperature ranging from 100 to 150 C. The crystal growth is also highly dependent upon the time. Our study shows a general growth pattern from 0 to >4 hours. In the next quarter, we will utilize the information obtained here to initiate the optimization of membrane synthesis.

The United States Department of Energy (DOE) continually seeks safer and more cost-effective technologies for use in decontaminating and decommissioning nuclear facilities. To this end, the Deactivation and Decommissioning Focus Area of DOE's Office of Science and Technology sponsors Large-Scale Demonstration and Deployment Projects (LSDDP) to test new technologies. As part of these projects, developers and vendors showcase new products designed to decrease health and safety risks to personnel and the environment, increase productivity, and lower costs. As part of the FY 2000 and 2001 LSDDP, the Idaho National Engineering and Environmental Laboratory (INEEL) collaborated with the Russian Research and Development Institute of Construction Technology (NIKIMT). This collaboration resulted in the development of the Robotic Gamma Locating and Isotopic Identification Device (RGL and IID) which integrated DOE Robotics Crosscutting (Rbx) technology with NIKIMT Russian gamma locating and isotopic identification technology. This paper will discuss the technologies involved in this integration and results from the demonstration including reduction of personnel exposure, increase in productivity, and reduced risk.

In prior studies of the current Shuttle Spacesuit (SSA), where basic fabric lay-ups were tested for shielding capabilities, it was found that the fabric portions of the suit give far less protection than previously estimated due to porosity and non-uniformity of fabric and LCVG components. In addition, overall material transmission properties were less than optimum. A number of alternate approaches are being tested to provide more uniform coverage and to use more efficient materials. We will discuss in this paper, recent testing of new material lay-ups/configurations for possible use in future spacesuit designs.

Over the past decade, worldwide production of illicit drugs has risen dramatically: opium and marijuana production has roughly doubled and coca production tripled. Street prices of cocaine and heroin have fallen significantly in the past 20 years, reflecting increased availability. Despite apparent national political resolve to deal with the drug problem, inherent contradictions regularly appear between U.S. anti-drug policy and other national policy goals and concerns. The mix of competing domestic and international pressures and priorities has produced an ongoing series of disputes within and between the legislative and executive branches concerning U.S. international drug policy. One contentious issue has been the Congressionally-mandated certification process, an instrument designed to induce specified drug-exporting countries to prioritize or pay more attention to the fight against narcotics businesses.

Testimony issued by the General Accounting Office with an abstract that begins "Hazardous substances that leak from underground storage tanks can contaminate the soil and water and pose continuing health risks. Leaks of methyl tertiary butyl ether--a fuel additive--have forced several communities to close their wells. GAO surveyed all 50 states and the District of Columbia to determine whether tanks are compliant with the Environmental Protection Agency's (EPA) underground storage tank (UST) requirements. About 1.5 million tanks have been closed since the program was created, leaving about 693,000 tanks subject to UST requirements. Eighty-nine percent of these tanks had the required protective equipment installed, but nearly 30 percent of them were not properly operated and maintained. EPA estimates that the rest were inactive and empty. More than half of the states do not meet the minimum rate recommended by EPA for inspections. State officials said that they lacked the money, staff, and authority to conduct more inspections or more strongly enforce tank compliance. States reported that even tanks with the required leak prevention and detection equipment continue to leak, although the full extent of the problem is unknown. This report discusses the trade provisions of omnibus farm legislation, passed in May 2002. The measure includes a trade title reauthorizing, through 2007, the major foreign food aid and agricultural export programs. It also contains other provisions affecting agricultural trade, including new country-of-origin labeling requirements for meat, seafood, and produce; and increased domestic farm subsidies with possible implications for U.S. trade relations.

This project was very successful in terms of providing a unique source of information for rural communities and landowners. We are very pleased with the overall results and believe that this is a vital program for the sustainable development of wind energy. The outreach materials created by Windustry are filling a serious void in information about how local communities and rural landowners can participate in wind development projects. In our program implementation we learned how great the demand is for this type of information both through our hotline calls and website usage. We also realized that the materials require constant updating and maintenance. There is a balance that needs to be found in printing the materials to have handouts ready at meetings for our primary target audience and more research and revisions for the website materials. All of this work is of an ongoing nature. Since this funding was awarded for one year, Windustry will be seeking other funding sources to continue the work in future years. Gallium nitride is grown by plasma-assisted molecular-beam epitaxy on (111) and (001) silicon substrates using sputter-deposited hafnium nitride buffer layers. Wurtzite GaN epitaxial layers are obtained on both the (111) and (001) HfN/Si surfaces, with crack-free thickness up to 1.2 (mu)m. Initial results for GaN grown on the (111) surface show a photoluminescence peak width of 17 meV at 11 K, and an asymmetric x-ray rocking curve width of 20 arcmin. Wurtzite GaN on HfN/Si(001) shows reduced structural quality and peculiar low-temperature luminescence features. However, growth on the (001) surface results in nearly stress-free films, suggesting that much thicker crack-free layers could be obtained.
