Child Support Enforcement: New Reforms and Potential Issues

P.L. 104-193 (the 1996 welfare reform legislation) made major changes to the Child Support Enforcement (CSE) program. Some of the changes include requiring states to increase the percentage of fathers identified, establishing an integrated, automated network linking all states to information about the location and assets of parents, and requiring states to implement more enforcement techniques to obtain collections from debtor parents. Additional legislative changes were made in 1997, 1998, and 1999, but not in 2000 or 2001. This report describes several aspects of the revised CSE program and discusses three issues that probably will be reexamined by the 107th Congress — CSE financing, parental access by noncustodial parents, and distribution of support payments.

China-U.S. Trade Issues

U.S.-China economic ties have expanded substantially over the past several years. China is now the third largest U.S. trading partner, its second largest source of imports, and its fourth largest export market. However, U.S.-China commercial ties have been strained by a number of issues, including a surging U.S. trade deficit with China, China's refusal to float its currency, and failure to fully comply with its World Trade Organization (WTO) commitments, especially its failure to provide protection for U.S. intellectual property rights (IPR). This report explores these issues in detail, especially concerning the lack of protection for U.S. IPR.

Civilian Nuclear Waste Disposal

The Nuclear Waste Policy Act of 1982 (NWPA) calls for disposal of spent nuclear fuel in a deep geologic repository that is unlikely to be disturbed for thousands of years. Low-level waste sites are a state responsibility under the Low-Level Radioactive Waste Policy Act of 1980. Pursuant to that act, 10 regional compacts for disposal of low level waste have been approved by Congress. Three commercial low-level waste sites are currently operating, in the states of South Carolina, Utah, and Washington.

Clean Air Act Issues in the 107th Congress

In the 107th Congress, the most prominent air quality issue has been whether state and federal regulations designed to protect air quality are having a negative impact on energy production, and, if so, whether legislation should be enacted to reform such regulations. The early discussion focused primarily on California, but with the release of the Administration’s energy policy recommendations in May 2001 and subsequent congressional action, attention shifted to issues more national in scope.

Clean Metal Casting (open access)

Clean Metal Casting

The objective of this project is to develop a technology for clean metal processing that is capable of consistently providing a metal cleanliness level that is fit for a given application. The program has five tasks: Development of melt cleanliness assessment technology, development of melt contamination avoidance technology, development of high temperature phase separation technology, establishment of a correlation between the level of melt cleanliness and as cast mechanical properties, and transfer of technology to the industrial sector. Within the context of the first task, WPI has developed a standardized Reduced Pressure Test that has been endorsed by AFS as a recommended practice. In addition, within the context of task1, WPI has developed a melt cleanliness sensor based on the principles of electromagnetic separation. An industrial partner is commercializing the sensor. Within the context of the second task, WPI has developed environmentally friendly fluxes that do not contain fluorine. Within the context of the third task, WPI modeled the process of rotary degassing and verified the model predictions with experimental data. Collective Bargaining and Homeland Security

This report discusses the personnel provisions of H.R. 5710, the Homeland Security Act of 2002, and the President’s existing authority under 5 U.S.C. § 7103(b)(1) to exclude the employees of certain agencies from the ability to bargain collectively. H.R. 5710, described as a revised version of the original White House proposal to create a new Department of Homeland Security, was passed by the House on November 13, 2002. H.R. 5710 includes language related to the President’s authority under 5 U.S.C. § 7103(b)(1). In addition, the report reviews the concept of successorship, whereby a union may retain its status as the exclusive representative of employees acquired by a new employer.

This report is a compilation of legislation on Iraq from 1990 to the present. Contributions of inelastically scattered electrons to defect images.

We have made measurements of the contribution of inelastically scattered electrons to images of dislocations in Ni{sub 3}Ga and nanometer-sized defects in ion-irradiated Au under weak-beam dark-field diffraction conditions [1]. The purpose is to determine the conditions for data acquisition required to eventually make detailed and quantitative comparisons to simulations of images for various defect models, thus determining defect structure, composition, and local strain field. Such image simulations usually consider only elastically scattered electrons, and thus it is important to understand and possibly eliminate the contribution of inelastically scattered electrons to the experimental images for quantitative comparisons with image simulations. Experimental data have been acquired with either JEOL 2010F or 3000F microscopes, both equipped with Gatan Imaging Filter electron spectrometers. Samples examined in the 2010F were Au, ion-irradiated to low dose (10{sup 11}Kr ions at 1 MeV energy) to form individual defects (1-10nm sized Frank dislocation loops and partial stacking fault tetrahedra). Samples examined in the 3000F were Ni{sub 3}Ga with long dislocation defects. Imaging conditions included weak-beam dark-field with deviation parameter generally > 0.2 nm{sup -1}. A Curious Pacific Wave

This brief article discusses about a massive swell of water that was buffeting South America. Kelvin waves are warm bumps in the Pacific Ocean, characterized by a gentle yet massive swell of warm water. Usually not much happens when a Kelvin wave arrives -- beach combers experience a bit of extra rain, perhaps, and slightly warmer surf. Nevertheless, scientists pay careful attention to them because these gentle waves occasionally herald something far more powerful: the next El Niño.
