Quantitative Microanalysis with high Spatial Resolution: Application of FEG-DTEM XEDS Microanalysis to the Characterization of Complex Microstructures in Irradiated Low Alloy Steet

To assist in the characterization of microstructural changes associated with irradiation damage in low alloy steels, the technique of quantitative x-ray mapping using a field emission gun scanning transmission electron microscope (FEG-STEM) equipped with an x-ray energy Dispersive spectrometer (XEDS) has been employed. Quantitative XEDS microanalyses of the matrix and grain boundaries of irradiated specimens have been compared with previous quantitative analyses obtained using 3D-Atom Probe Field-Ion Microscopy (3D-APFIM). In addition, the FEG-STEM XEDS maps obtained from the irradiated steel have revealed the presence of 2 to 3 nm Ni-enriched 'precipitates' in the matrix, which had previously been detected using 3D-APFIM. These quantitative FEG-STEM XEDS results represent the first direct and independent microchemical corroboration of the 3D-APFIM results showing ultra-fine irradiation-induced hardening features in low alloy steel.

Laser Drilling: Drilling with the Power of Light Phase 1: Feasibility Study

A laser drilling research team was formed from members of academia, industry and national laboratory to explore the feasibility of using modern high-powered lasers to drill and complete oil and gas wells. The one-year Phase 1 study discussed in this report had the goals of quantifying the amount of pulsed infrared laser energy needed to spall and melt rock of varying lithologies and to investigate the possibility of accomplishing the same task in water under atmospheric conditions. Previous work by some members of this team determined that continuous wave lasers of varying wavelengths have more than enough power to cut, melt and vaporize rock. Samples of sandstone, limestone, and shale were prepared for laser beam interaction with a 1.6 kW pulsed Nd:YAG laser beam to determine how the beam's size, power, repetition rate, pulse width, exposure time and energy can affect the amount of energy transferred to the rock for the purposes of spallation, melting and vaporization. The purpose of the laser rock interaction experiment was to determine the threshold parameters required to remove a maximum rock volume from the samples while minimizing energy input. Promising X-ray fluorescence tests for superconducting tunneljunction detector

Scientists in the Physical Biosciences Division of the Ernest Orlando Berkeley National Laboratory (Berkeley Lab) studying transition metals in proteins with fluorescence-detected L-edge absorption spectroscopy have found the measurements to be extremely challenging. The difficulty is that the metal centers are present in very dilute concentrations so that their weak fluorescence is often obscured by strong background signals carbon and oxygen. To solve this problem, the Berkeley group has been working with researchers from the Advanced Detector Group at the Lawrence Livermore National Laboratory on an energy-dispersive superconducting tunnel junction x-ray detector. These devices in principle have the energy resolution needed to reveal the metal signal. The most recent results with the latest version of the detector on Beamline 4.0.1-2 at the Advanced Light Source (ALS) illustrate the promise of the cryogenic detector strategy not only for this application but also for spectroscopy of other types of dilute samples. Transition-metal complexes are key elements in many biologically important processes that are catalyzed by proteins (enzymes), photosynthesis being a prime example. This 2001 Facility Work Plan (FWP) has been prepared as required by Module VII, Section VII.M.1 of the Waste Isolation Pilot Plant (WIPP) Hazardous Waste Facility Permit, NM4890139088-TSDF (the Permit); (NMED, 1999a), and incorporates comments from the New Mexico Environment Department (NMED) received on December 6, 2000 (NMED, 2000a). This February 2001 FWP describes the programmatic facility-wide approach to future investigations at Solid Waste Management Units (SWMUs) and Areas of Concern (AOCs) specified in the Permit. The permittees are evaluating data from previous investigations of the SWMUs and AOCs against the newest guidance proposed by the NMED. Based on these data, the permittees expect that no further sampling will be required and that a request for No Further Action (NFA) at the SWMUs and AOCs will be submitted to the NMED. This FWP addresses the current Permit requirements. It uses the results of previous investigations performed at WIPP and expands the investigations as required by the Permit. Energy Consumption and Expenditure Projections by Population Group on the Basis on the Annual Energy Outlook 2000 Forecast.

The changes in the patterns of energy use and expenditures by population group are analyzed by using the 1993 and 1997 Residential Energy Consumption Surveys. Historically, these patterns have differed among non-Hispanic White households, non-Hispanic Black households, and Hispanic households. Patterns of energy use and expenditures are influenced by geographic and metropolitan location, the composition of housing stock, economic and demographic status, and the composition of energy use by end-use category. As a consequence, as energy-related factors change across groups, patterns of energy use and expenditures also change. Over time, with changes in the composition of these factors by population group and their variable influences on energy use, the impact on energy use and expenditures has varied across these population groups.

Assessing Juvenile Salmonid Passage Through Culverts: Field Research in Support of Protocol Development

The primary goal of our research this spring/ summer was to refine techniques and examine scenarios under which a standardized protocol could be applied to assess juvenile coho salmon (O. kisutch) passage through road culverts. Field evaluations focused on capture-mark- recapture methods that allowed analysis of fish movement patterns, estimates of culvert passability, and potential identification of cues inducing these movements. At this stage, 0+ age coho salmon fry 30 mm to 65 mm long (fork length) were the species and age class of interest. Ultimately, the protocol will provide rapid, statistically rigorous methods for trained personnel to perform standardized biological assessments of culvert passability to a number of juvenile salmon species. Questions to be addressed by the research include the following: ? Do hydraulic structures such as culverts restrict habitat for juvenile salmonids? ? How do existing culverts and retrofits perform relative to juvenile salmonid passage? ? Do some culvert characteristics and hydraulic conditions provide better passage than others? ? Does the culvert represent a barrier to certain size classes of fish? Recommendations addressed issues of study site selection, initial capture, marking, recapture/observations, and estimating movement.

The International Atomic Energy Agency (IAEA) plans to use the Common Criteria, as the tool for developing graded and measurable evaluation criteria for information technology (IT) in safeguards systems in facilities subject to IAEA inspection. In their draft paper [ITSECSES] the IAEA defines a three-tiered Vulnerability Assessment Level (VAL) scheme. Each increased VAL level (1-3) defines additional and more stringent security and security-related requirements for the system developer, the system evaluator (assessor or authenticator), and for the IAEA. When all parties meet all requirements for a particular VAL level, IAEA has a measurable degree of confidence in the secure and proper operation of an IT system.

RSP Tooling Technology

RSP Tooling{trademark} is a spray forming technology tailored for producing molds and dies. The approach combines rapid solidification processing and net-shape materials processing in a single step. The general concept involves converting a mold design described by a CAD file to a tooling master using a suitable rapid prototyping (RP) technology such as stereolithography. A pattern transfer is made to a castable ceramic, typically alumina or fused silica (Figure 1). This is followed by spray forming a thick deposit of a tooling alloy on the pattern to capture the desired shape, surface texture, and detail. The resultant metal block is cooled to room temperature and separated from the pattern. The deposit's exterior walls are machined square, allowing it to be used as an insert in a standard mold base. The overall turnaround time for tooling is about 3 to 5 days, starting with a master. Molds and dies produced in this way have been used in high volume production runs in plastic injection molding and die casting. The Remote-Handled Transuranic (RH-TRU) Content Codes (RH-TRUCON) document representsthe development of a uniform content code system for RH-TRU waste to be transported in the 72-Bcask. It will be used to convert existing waste form numbers, content codes, and site-specificidentification codes into a system that is uniform across the U.S. Department of Energy (DOE) sites.The existing waste codes at the sites can be grouped under uniform content codes without any lossof waste characterization information. The RH-TRUCON document provides an all-encompassing|description for each content code and compiles this information for all DOE sites. Compliance withwaste generation, processing, and certification procedures at the sites (outlined in this document foreach content code) ensures that prohibited waste forms are not present in the waste. The contentcode gives an overall description of the RH-TRU waste material in terms of processes and|packaging, as well as the generation location. Besides, the evaluation is also very needed in theEvaluated Nuclear Structure Data File, ENSDF, because there are no promptgamma-ray data in ENSDF. The levels, prompt gamma-rays and decay schemesof thermal-neutron captures for nuclides (26Mg, 27Al, 28Si, 29Si, 30Si,31P, 32S, 33S, 34S, and 35Cl) with nuclear mass number A=26-35 have beenevaluated on the basis of all experimental data. An integrated code system consisting of RELAP5-3D and a multiphase CFD program has been created through the use of a generic semi-implicit coupling algorithm. Unlike previous CFD coupling work, this coupling scheme is numerically stable provided the material Courant limit is not violated in RELAP5-3D or at the coupling locations. The basis for the coupling scheme and details regarding the unique features associated with the application of this technique to a four-field CFD program are presented. Finally, the results of a verification problem are presented. The coupled code system is shown to yield accurate and numerically stable results.

In an attempt to predict the creep deformation of spent nuclear fuel cladding under the repository conditions, different correlations have been developed. One of them, which will be referred to as Murty's correlation in the following, and whose expression is given in Henningson (1998), was developed on the basis of experimental points related to unirradiated Zircaloy cladding (Henningson 1998, p. 56). The objective of this calculation is to adapt Murty's correlation to experimental points pertaining to irradiated Zircaloy cladding. The scope of the calculation is provided by the range of experimental parameters characterized by Zircaloy cladding temperature between 292 C and 420 C, hoop stress between 50 and 630 MPa, and test time extending to 8000 h. As for the burnup of the experimental samples, it ranges between 0.478 and 64 MWd/kgU (i.e., megawatt day per kilogram of uranium), but this is not a parameter of the adapted correlation.

Surface science studies related to tribocharging and charge separation studies were performed on electrostatic beneficiation of coal. In contrast to other cleaning methods, electrostatic beneficiation is a dry cleaning process requiring no water or subsequent drying. Despite these advantages, there is still uncertainty in implementing large scale commercial electrostatic beneficiation of coal. The electronic surface states of coal macerals and minerals are difficult to describe due to their chemical complexity and variability [1]. The efficiency in separation of mineral particles from organic macerals depends upon these surface states. Therefore, to further understand and determine a reason for the bipolar charging observed in coal separation, surface analysis studies using Ultra-violet Photoelectron Spectroscopy (UPS) and X-ray Photoelectron Spectroscopy (XPS) were performed on coal samples and several materials that are used or considered for use in tribocharging. Electrostatic charging is a surface phenomenon, so the electronic surface states of the particles, which are influenced by the environmental conditions, determine both polarity and magnitude of tribocharging. UPS was used to measure the work function of the materials as typically used in ambient air. One of the most innovative educational approaches being implemented at the laboratory is the application of STELLA© dynamic learning environments, which facilitate captivating K–12 introductions to the complex energy and environmental challenges faced by global societies. These simulations are integrated into lesson plans developed by teachers in collaboration with INEEL scientists and engineers. This approach results in an enjoyable and involved learning experience, and an especially positive introduction to the application of science to emerging problems of great social and environmental consequence.

The goal of this research was to develop epidermal growthfactor receptor (EGFR) nuclear medicine breast cancer imaging agents. Ourapproach was to synthesize small molecule inhibitors of the EGFR tyrosinekinase (tk) suitable for labeling with single photon or positron-emittingradioisotopes and evaluate the imaging potential of these new molecules.We have synthesized and fully characterized 22 quinazoline compounds. Allcompounds inhibit EGFR tk phosphorylation activity in the nanomolarrange. All compounds tested exhibited specificity for the EGFR tk versusthe ErbB2 and ErbB4 tyrosine kinases. A radiometric binding assay usingan iodine-125 labeled quinazoline was developed to determine the affinityof the quinazolines for the EGFR tk ATP binding site. The affinitiesranged from 0.4-51 nM. The octanol/water partition coefficients (Log P;lipophilicity) of the new compounds ranged from 2.2-5.5. Six compoundshave been labeled with fluorine-18. Biodistribution in EGFRoverexpressing tumor bearing mice demonstrated tumor uptake buthighlighted delivery and metabolism issues. The 2-fluoro quinazoline wasnot metabolized in an in vitro hepatocyte study. From this work a breadthof agent characteristics was created establishing the foundation forfuture research toward the optimal EGFR imaging agent.

Performance Demonstration Program Plan for Nondestructive Assay of Boxed Wastes for the TRU Waste Characterization Program

The Performance Demonstration Program (PDP) for nondestructive assay (NDA) consists of a series of tests to evaluate the capability for NDA of transuranic (TRU) waste throughout the Department of Energy (DOE) complex. Each test is termed a PDP cycle. These evaluation cycles provide an objective measure of the reliability of measurements obtained from NDA systems used to characterize the radiological constituents of TRU waste. The primary documents governing the conduct of the PDP are the Waste Acceptance Criteria for the Waste Isolation Pilot Plant (WAC; DOE 1999a) and the Quality Assurance Program Document (QAPD; DOE 1999b). The WAC requires participation in the PDP; the PDP must comply with the QAPD and the WAC. The WAC contains technical and quality requirements for acceptable NDA. This plan implements the general requirements of the QAPD and applicable requirements of the WAC for the NDA PDP for boxed waste assay systems. Wax Point Determinations Using Acoustic Resonance Spectroscopy

The thermodynamic characterization of the wax point of a given crude is essential in order to maintain flow conditions that prevent plugging of undersea pipelines. This report summarizes the efforts made towards applying an Acoustic Cavity Resonance Spectrometer (ACRS) to the determination of pressures and temperatures at which wax precipitates from crude. Phillips Petroleum Company, Inc., the CRADA participant, supplied the ACRS. The instrumentation was shipped to Dr. Thomas Schmidt of ORNL, the CRADA contractor, in May 2000 after preliminary software development performed under the guidance of Dr. Samuel Colgate and Dr. Evan House of the University of Florida, Gainesville, Fl. Upon receipt it became apparent that a number of modifications still needed to be made before the ACRS could be precisely and safely used for wax point measurements. This report reviews the sequence of alterations made to the ACRS, as well as defines the possible applications of the instrumentation once the modifications have been completed. The purpose of this Cooperative Research and Development Agreement (CRADA) between Phillips Petroleum Company, Inc.
