This study describes the results from the National Renewable Energy Laboratory's (NREL) chassis dynamometer testing of a 2000 model year Honda Insight and 2001 model year Toyota Prius. The tests were conducted for the purpose of evaluating the battery thermal performance, assessing the impact of air conditioning on fuel economy and emissions, and providing information for NREL's Advanced Vehicle Simulator (ADVISOR).

Correspondence issued by the General Accounting Office with an abstract that begins "In July 2000, the Department of Defense published a proposed revision of its guidelines for developing profit objectives used in contract negotiations. The existing profit policy guidelines address investment in facilities and equipment, performance risk, and contract type risk. For each profit factor, the contracting officer determines an appropriate value and applies it against a specified base to develop the profit objectives. The proposed revision would make the following changes to the profit guidelines: (1) include a fourth element--cost efficiency, that would allow the contracting officer to reward cost reduction efforts; (2) eliminate profit on investment in buildings and reduce the amount of profit derived from equipment investment; (3) increase the amount of profit based on performance risk; and (4) add general and administrative expenses to the cost base used to compute profit for performance risk, contract type risk, and cost efficiency. The decrease in profit for investment in facilities would be offset by the increased profit derived from performance risk and the inclusion of general and administrative expenses."

The report also analyzes a number of issues facing Congress in U.S. policy toward Cuba, including: the overall direction of U.S. policy; challenges to U.S. policy in the World Trade Organization; restrictions on commercial food and medical exports; restrictions on travel; bilateral drug trafficking cooperation; Cuba and terrorism; funding for U.S.-government sponsored radio and television broadcasting to Cuba; the Russian signals intelligence facility in Cuba; migration issues; and compensation to the families of those Americans killed in 1996 when Cuba shot down two U.S. civilian planes. The report cites legislation that was passed in the 106th Congress, and also tracks legislative action on these various issues in U.S. policy toward Cuba in the 107th Congress.

This two-page case study describes how the U.S. Department of Energy's Pantex Plant in Amarillo, Texas, will save approximately $10 million in energy costs over the next 18 years, thanks to a DOE Super Energy Savings Performance Contract (Super ESPC) delivery order for energy efficiency improvements. The delivery order is the largest to date for a DOE facility. Primarily, the delivery order calls for a new, state-of-the-art energy management control system and a new water/steam piping system, which will be purchased and installed by the contracting energy services company (ESCO). The ESCO will then be repaid over the life of the contract out of the plant's resulting energy cost savings.

Evaluation of Effect of Fuel Assembly Loading Patterns on Thermal and Shielding Performance of a Spent Fuel Storage/Transportation Cask

The licensing of spent fuel storage casks is generally based on conservative analyses that assume a storage system being uniformly loaded with design basis fuel. The design basis fuel typically assumes a maximum assembly enrichment, maximum burn up, and minimum cooling time. These conditions set the maximum decay heat loads and radioactive source terms for the design. Recognizing that reactor spent fuel pools hold spent fuel with an array of initial enrichments, burners, and cooling times, this study was performed to evaluate the effect of load pattern on peak cladding temperature and cask surface dose rate. Based on the analysis, the authors concluded that load patterns could be used to reduce peak cladding temperatures in a cask without adversely impacting the surface dose rates.

Improvement of Pulping Uniformity by Measurement of Single Fiber Kappa Number

A method to measure the kappa of single fibers by staining with a fluorescent dye, Acridine Orange (AO), has been developed. This method is now applied to develop and automated flow-through instrument that permits routine kappa analysis on thousands of images of AO stained fibers to give the fiber kappa number distribution of a pulp sample in a few minutes. The design and operation of the instrument are similar to that of a flow cytometer but with the addition of extensive fiber imaging capability. Fluorescence measurements in the flow-through instrument are found to be consistent with those made with fluorescence microscope provided the signal processing in the flow-thou instrument is handled propertly. The kappa distributions of pulps that were analyzed by means of a density gradient column are compared to those measured with the flow-through instrument with good results. The kappa distributions of various laboratory pulps and commercial pulps have been measured. It has been found that all pulps are non-uniform but that ommercial pulps generally have broader kappa distributions thatn their laboratory counterparts. The rare kaon decay program at BNL is summarized. A brief review of recent results is provided along with a discussion of prospects for the future of this program. The primary focus is the two golden modes: K{sup +} {yields} {pi}{sup +} {nu}{bar {nu}} and K{sub L}{sup o} {yields} {pi}{sup o} {nu}{bar {nu}}. The first step in an ambitious program to precisely measure both branching ratios has been successfully completed with the observation of two K{sup +} {yields} {pi}{sup +} {nu}{bar {nu}} events by E787. The E949 experiment is poised to reach an order of magnitude further in sensitivity and to observe {approx}10 Standard Model events.

The KFM, A Homemade Yet Accurate and Dependable Fallout Meter

The KFM is a homemade fallout meter that can be made using only materials, tools, and skills found in millions of American homes. It is an accurate and dependable electroscope-capacitor. The KFM, in conjunction with its attached table and a watch, is designed for use as a rate meter. Its attached table relates observed differences in the separations of its two leaves (before and after exposures at the listed time intervals) to the dose rates during exposures of these time intervals. In this manner dose rates from 30 mR/hr up to 43 R/hr can be determined with an accuracy of {+-}25%. A KFM can be charged with any one of the three expedient electrostatic charging devices described. Due to the use of anhydrite (made by heating gypsum from wallboard) inside a KFM and the expedient ''dry-bucket'' in which it can be charged when the air is very humid, this instrument always can be charged and used to obtain accurate measurements of gamma radiation no matter how high the relative humidity. Kinetics of electron transfer reactions in hydrothermal and supercritical water.

The rates of several radiation-induced reactions are assessed via pulse radiolysis in order to extend a model for nuclear reactor coolant radiolysis to supercritical conditions. They find changes in radiolysis yields and significant deviations from Arrhenius behavior at 250 bar as the temperature approaches and exceeds the critical temperature of pure water. At 380 C they also observe a strong pressure dependence of the reaction rates of ions and hydrophobic species. Using a homogeneous chemistry model, they find by 350 C that the relatively mild changes in these reaction rates increase the predicted critical hydrogen concentration relative to 325 C.

Memory Benchmarks for SMP-Based High Performance Parallel Computers

As the speed gap between CPU and main memory continues to grow, memory accesses increasingly dominates the performance of many applications. The problem is particularly acute for symmetric multiprocessor (SMP) systems, where the shared memory may be accessed concurrently by a group of threads running on separate CPUs. Unfortunately, several key issues governing memory system performance in current systems are not well understood. Complex interactions between the levels of the memory hierarchy, buses or switches, DRAM back-ends, system software, and application access patterns can make it difficult to pinpoint bottlenecks and determine appropriate optimizations, and the situation is even more complex for SMP systems. To partially address this problem, we formulated a set of multi-threaded microbenchmarks for characterizing and measuring the performance of the underlying memory system in SMP-based high-performance computers. We report our use of these microbenchmarks on two important SMP-based machines. This paper has four primary contributions. First, we introduce a microbenchmark suite to systematically assess and compare the performance of different levels in SMP memory hierarchies.
