Angular distributions of electrons photoemitted from core levels of oriented diatomic molecules: Multiple scattering theory in non-spherical potentials
We use multiple scattering in non-spherical potentials (MSNSP) to calculate the angular distributions of electrons photoemitted from the 1s-shells of CO and N2 gas-phase molecules with fixed-in-space orientations. For low photoelectron kinetic energies (E<50 eV), as appropriate to certain shape-resonances, the electron scattering must be represented by non-spherical scattering potentials, which are naturally included in our formalism. Our calculations accurately reproduce the experimental angular patterns recently measured by several groups, including those at the shape-resonance energies. The MSNSP theory thus enhances the sensitivity to spatial electronic distribution and dynamics, paving the way toward their determination from experiment.

Composition Effects on Aluminide Oxidation Performance: Objectives for Improved Bond Coats
Formerly, the role of metallic coatings on Ni-base superalloys was simply to limit environmental attack of the underlying substrate. However, a new paradigm has been established for metallic coatings adapted as bond coats for thermal barrier coatings. It is no longer sufficient for the coating to just minimize the corrosion rate. The metallic coating must also form a slow-growing external Al{sub 2}O{sub 3} layer beneath the overlying low thermal conductivity ceramic top coat. This thermally grown oxide or scale must have near-perfect adhesion in order to limit spallation of the top coat, thereby achieving a long coating lifetime. While oxidation is not the only concern in complex thermal barrier coating systems, it is, however, a primary factor in developing the next generation of bond coats. Therefore, a set of compositional guidelines for coatings is proposed in order to maximize oxidation performance. These criteria are based on test results of cast alloy compositions to quantify an d understand possible improvements as a basis for further investigations using coatings made by chemical vapor deposited (CVD). Experimental work includes furnace cycle testing and in-depth characterization of the alumina scale, including transmission electron microscopy (TEM).

Discrete Feature Approach for Heterogeneous Reservoir Production Enhancement
This progress report describes activities during the period January 1, 1999 to June 30, 1999. Work was carried out on 21 tasks. The major activity during the reporting period was the development and preliminary application of discrete fracture network (DFN) models for Stoney Point, South Oregon Basin, and North Oregon Basins project study sites. Elementary and Secondary Education: Accountability and Flexibility in Federal Aid Proposals
The 107th Congress is considering proposals to amend the Elementary and Secondary Education Act (ESEA). Much of the debate over these proposals has been focused on issues related to state and local accountability for, and flexibility in the use of, federal aid funds. Current federal elementary and secondary education assistance programs have a broad range of accountability requirements, including: targeting of resources on specific “high need” pupil groups, localities, or schools; limitations on the authorized uses of funds; fiscal accountability requirements, such as maintenance of effort; procedural requirements, such as parental participation or equitable treatment of pupils attending non-public schools; staff qualifications; reporting; outcome; and evaluation requirements.

Experimental analysis of high-resolution soft x-ray microscopy
The soft x-ray, full-field microscope XM-1 at Lawrence Berkeley National Laboratory's (LBNL) Advanced Light Source has already demonstrated its capability to resolve 25-nm features. This was accomplished using a micro zone plate (MZP) with an outer zone width of 25 nm. Limited by the aspect ratio of the resist used in the fabrication, the gold-plating thickness of that zone plate is around 40 nm. However, some applications, in particular, biological imaging, prefer improved efficiency, which can be achieved by high-aspect-ratio zone plates. We accomplish this by using a bilayer-resist process in the zone plate fabrication. As our first attempt, a 40-nm-outer-zone-width MZP with a nickel-plating thickness of 150 nm (aspect ratio of 4:1) was successfully fabricated. Relative to the 25-nm MZP, this zone plate is ten times more efficient. Using this high-efficiency MZP, a line test pattern with half period of 30 nm is resolved by the microscope at photon energy of 500 eV. Furthermore, with a new multilayer mirror, the XM-1 can now perform imaging up to 1.8 keV. An image of a line test pattern with half period of 40 nm has a measured modulation of 90%. Extraction of highly charged ions from the electron beam ion trap at LBNL for applications in surface analysis and Materials Science
We describe results from highly ion extraction experiments at the Electron Beam Ion Trap (EBIT) facility which is now operated at Lawrence Berkeley National Laboratory after transfer from Lawrence Livermore National Laboratory. Requirements on ion source performance for the application of highly charged ions (e. g. Xe{sup 44+}) in surface analysis and materials science are discussed.

Farm Labor Shortages and Immigration Policy
This report first explains why the nexus between farm labor shortages and immigration policy has again arisen. It next examines the composition of the seasonal agricultural labor force and presents the arguments of grower and farmworker advocates concerning its adequacy relative to employer demand. The report closes with an analysis of the trends in (un)employment, time worked and wages of legal and illegal farmworkers to determine if they are consistent with the existence of a nationwide shortage of domestically available farmworkers.
