Consumer Protection: Federal Actions to Oversee the Household Goods Moving Industry Are Unlikely to Have Immediate Impact
Testimony issued by the General Accounting Office with an abstract that begins "Consumer complaints against household good carriers have soared in the last five years, yet the Department of Transportation (DOT) has done little to oversee the industry. Although DOT does not collect nationwide information on consumer complaints against household good movers, it estimates that it receives about 4,000 complaints each year. Consumer protection in the interstate household goods moving industry is a relatively low priority for DOT compared with its primary mission of promoting motor carrier safety. The Federal Motor Carrier Safety Administration (FMCSA) has fallen behind in its recent efforts to improve industry oversight and consumer protection. FMCSA has failed to meet the milestones for completing many of its efforts and has extended its deadlines by as much as a year. In addition, DOT has not completed a study on the effectiveness of arbitration as a way to settle household goods disputes, even though the law mandated that the study be completed by 1997. DOT now plans to conduct the study between 2003 and 2005. This testimony summarizes a March report (GAO-01-318)."

Explosion in the Granite Field: Hardening and Softening Behavior in Rocks
Properties of rock materials under quasistatic conditions are well characterized in laboratory experiments. Unfortunately, quasistatic data alone are not sufficient to calibrate models for use to describe inelastic wave propagation associated with conventional and nuclear explosions, or with impact. First, rock properties are size-dependent. properties measured using laboratory samples on the order of a few centimeters in size need to be modified to adequately describe wave propagation in a problem on the order of a few hundred meters in size. Second, there is lack of data about the damage (softening) behavior of rock because most laboratory tests focus on the pre-peak hardening region with very little emphasis on the post-peak softening region. This paper presents a model for granite that accounts for both the hardening and softening of geologic materials, and also provides a simple description of rubblized rock. The model is shown to reproduce results of quasistatic triaxial experiments as well as peak velocity and peak displacement attenuation from a compendium of dynamic wave propagation experiments that includes US and French nuclear tests in granite.

AN EXPERIMENTAL STUDY OF MULTI-PARTICLE DYNAMICS IN TRIBOELECTROSTATIC SYSTEMS
Using state-of-the-art flow/particle visualization and animation techniques, the time-dependent statistical distributions of charged-particle swarms exposed to external fields (both electrostatic and flow) are analyzed. We found that interparticle interaction and drag forces mainly influenced swarm dispersion in a Lagrangian reference frame, whereas the ''average'' particle trajectory was affected primarily by the external electric field.

A NEW PRECISE MEASUREMENT OF G-2 OF MUON.
The Muon (g-2) Experiment (E821) at Brookhaven National Laboratory (BNL) started data taking in 1997. The latest result a{sub {mu}{sup +}} = 11659202(14)(6) x 10{sup -10}, based on statistics of about 1 billion decays collected in 1999, is in good agreement with the previous measurement. With the precision of 1.3 ppm, the result, compared with the Standard Model evaluation a{sub {mu}}(SM) = 11659159.6(6.7) x 10{sup -10}, shows a difference of a{sub {mu}}(exp)-a{sub {mu}}(SM) = 43(16) x 10{sup -10}.

LLNL Middle East, North Africa and Western Eurasia Knowledge Base
The Lawrence Livermore National Laboratory (LLNL) Ground-Based Nuclear Event Monitoring (GNEM) program has made significant progress populating a comprehensive Seismic Research Knowledge Base (SRKB) and deriving calibration parameters for the Middle East, North Africa and Western Eurasia (ME/NA/WE) regions. The LLNL SRKB provides not only a coherent framework in which to store and organize very large volumes of collected seismic waveforms, associated event parameter information, and spatial contextual data, but also provides an efficient data processing/research environment for deriving location and discrimination correction surfaces. The SRKB is a flexible and extensible framework consisting of a relational database (RDB), Geographical Information System (GIS), and associated product/data visualization and data management tools. This SRKB framework is designed to accommodate large volumes of data (almost 3 million waveforms from 57,000 events) in diverse formats from many sources (both LLNL derived research and integrated contractor products), in addition to maintaining detailed quality control and metadata. We have developed expanded look-up tables for critical station parameter information (including location and response) and an integrated and reconciled event catalog data set (including specification of preferred origin solutions and associated phase arrivals) for the PDE, CMT, ISC, REB and selected regional catalogs.
