This report discusses the issue of U.S. economic assistance to sub-Saharan Africa, highlighting the importance of continued assistance in light of U.S. national security and also various U.S.-led efforts to promote reform amongst African citizens themselves. U.S. assistance finds its way to Africa through a variety of channels, including the USAID-administered DA program, food aid programs, and indirect aid provided through international financial institutions and the United Nations.

A letter report issued by the General Accounting Office with an abstract that begins "The Coast Guard is in the final stages of planning the largest procurement project in its history-the modernization or replacement of more than 90 cutters and 200 aircraft used for missions more than 50 miles from shore. This project, called the Deepwater Capability Replacement Project, is expected to cost more than $10 billion and take 20 years or longer to complete. Congress and the Coast Guard are at a major crossroads with the project. Planning is essentially complete, and Congress will soon be asked to commit to a multibillion-dollar project that will define the way the Coast Guard performs many of its missions for decades to come. The deepwater acquisition strategy is unique and untried for a project of this magnitude. It carries many risks that could potentially cause significant schedule delays and cost increases. The project faces risks in the following four areas: (1) planning the project around annual funding levels far above what the administration has told the Coast Guard it can expect to receive, (2) keeping costs under control in the contract's later years, (3) ensuring that procedures and personnel are in place …

Testimony issued by the General Accounting Office with an abstract that begins "The Army's decision to issue black berets to all of its forces in just eight months placed enormous demands on the military's procurement system. To meet this challenge, the Department of Defense (DOD) increased the domestic supplier's production, awarded contracts to known foreign sources, and procured berets from additional sources. This testimony discusses DOD's contracting strategy, including (1) the contracting procedures DOD used to buy the berets and (2) the circumstances surrounding waivers to the Berry Amendment, a statutory requirement to buy clothing from domestic suppliers. The Defense Logistics Agency (DLA) took several steps to expedite award of the contracts. However, DLA failed to (1) provide for full and open competition as required by the Competition in Contracting Act of 1984 or (2) obtain a review of these contract actions from the Small and Disadvantaged Business Utilization Office for possible small business participation. GAO also found that authority to waive the Berry Amendment was delegated to DLA's Director and Senior Procurement Executive by the Principal Deputy Under Secretary of Defense (Acquisition, Technology, and Logistics), but later canceled to ensure that any request for a waiver to the Berry …

In 1993, the Oak Ridge National Laboratory (ORNL) entered into a Cooperative Research and Development Agreement (CRADA) with the Automotive Composites Consortium (ACC) to conduct research and development that would overcome technological hurdles to the adhesive bonding of current and future automotive materials. This effort is part of a larger Department of Energy (DOE) program to promote the use of lighter weight materials in automotive structures for the purpose of increasing fuel efficiency and reducing environmental pollutant emissions. In accomplishing this mission, the bonding of similar and dissimilar materials was identified as being of primary importance to the automotive industry since this enabling technology would give designers the freedom to choose from an expanded menu of low mass materials for component weight reduction. The research undertaken under this CRADA addresses the following areas of importance: bulk material characterization, structural fracture mechanics, modeling/characterization, process control and nondestructive evaluation (PC/NDE), manufacturing demonstration, and advanced processing. For the bulk material characterization task, the individual material properties of the adherends and adhesives were characterized. This included generating a database of mechanical and physical properties, after identifying and developing standard test methods to obtain properties. We describe the design and MPI implementation of two benchmarks created to characterize the balanced system performance of high-performance clusters and supercomputers: b{_}eff, the communication-specific benchmark examines the parallel message passing performance of a system, and b{_}eff{_}io, which characterizes the effective 1/0 bandwidth. Both benchmarks have two goals: (a) to get a detailed insight into the Performance strengths and weaknesses of different parallel communication and I/O patterns, and based on this, (b) to obtain a single bandwidth number that characterizes the average performance of the system namely communication and 1/0 bandwidth. Both benchmarks use a time driven approach and loop over a variety of communication and access patterns to characterize a system in an automated fashion. Results of the two benchmarks are given for several systems including IBM SPs, Cray T3E, NEC SX-5, and Hitachi SR 8000. After a redesign of b{_}eff{_}io, I/O bandwidth results for several compute partition sizes are achieved in an appropriate time for rapid benchmarking.

In order to provide broader scientific recognition and to advance the science of shock compressed condensed matter, a group of American Physical Society (APS) members worked within the Society to make this field an active part of the APS. Individual papers were presented at APS meetings starting in the 1940's and shock wave sessions were organized starting with the 1967 Pasadena meeting. Shock wave topical conferences began in 1979 in Pullman, WA. Signatures were obtained on a petition in 1984 from a balanced cross-section of the shock wave community to form an APS Topical Group (TG). The APS Council officially accepted the formation of the Shock Compression of Condensed Matter (SCCM) TG at its October 1984 meeting. This action firmly aligned the shock wave field with a major physical science organization. Most early topical conferences were sanctioned by the APS while those held after 1992 were official APS meetings. The topical group organizes a shock wave topical conference in odd numbered years while participating in shock wave/high pressure sessions at APS general meetings in even numbered years.

Specifically, GAO examines (1) why the licensing process now takes longer and costs more than it did when FERC issued most original licenses several decades ago; (2) whether participants in the licensing process agree on the need for, and type of, further reforms to reduce time and costs; and (3) whether available time and cost data are sufficient to allow informed decisions on the effectiveness of recent reforms and the need for further reforms. GAO found that since 1986, FERC has been required to give "equal consideration" to, and make tradeoffs among, hydropower generation and other competing resource needs. Additional environmental and land management laws have also placed additional requirements on other federal and state agencies participating in the licensing process to address specific resource needs. GAO found no agreement between FERC, federal and state land resource agencies, licensees, environmental groups, and other participants in the licensing process on the need for further reforms to reduce process-related time and costs.
