Motor Fuels: Gasoline Prices in Oregon

Correspondence issued by the General Accounting Office with an abstract that begins "This correspondence provides information on (1) factors affecting retail gasoline prices in Oregon, including transportation costs, taxes, costs of full service, and other supply and demand conditions and (2) how gasoline price trends in Portland, Oregon, compare with trends in other West Coast cities. GAO identified several factors affecting gasoline prices in Oregon, including (1) higher-than-average costs associated with transporting gasoline from refiners to consumers because Oregon has no refining capability and a greater proportion of its gasoline demand comes from rural driving, (2) higher-than-average state gasoline taxes, and (3) a prohibition on self-service gasoline stations. GAO also found that although Portland's gas prices differ from those of Los Angeles, San Francisco, and Seattle, all four cities responded similarly to rapid price changes. Retail prices in all four cities follow similar patterns with respect to major periods of price increases and decreases."

IRS Modernization: IRS Should Enhance Its Performance Management System

A letter report issued by the General Accounting Office with an abstract that begins "The Internal Revenue Service (IRS) has made progress in revamping its performance management system. The goals, objectives, and measures that IRS has developed, along with its new strategic planning and budgeting process, are intended to integrate results-oriented management into IRS' daily decision-making. However, as IRS officials acknowledge, extensively revamping a performance management system is a complex task that takes years to complete. GAO identified several opportunities to enhance IRS' performance management system, including clarifying goals and objectives, improving the linkages between measures, objectives, and goals, and developing fewer but more specific action items. Such enhancements could increase managerial accountability and create stronger incentives for frontline employees to achieve IRS' goals and objectives."

Diagnostic Systems Approach to Watershed Management

The water quality of discharge from the surface water system is ultimately dictated by land use and climate within the watershed. Water quality has vastly improved from point source reduction measures, yet, non-point source pollutants continue to rise. 30 to 40% of rivers still do not meet water quality standards for reasons that include impact from urban storm water runoff, agricultural and livestock runoff, and loss of wetlands. Regulating non-point source pollutants proves to be difficult since specific dischargers are difficult to identify. However, parameters such as dissolved organic carbon (DOC) limit the amounts of chlorination due to simultaneous disinfection by-product formation. The concept of watershed management has gained much ground over the years as a means to resolve non-point source problems. Under this management scheme stakeholders in a watershed collectively agree to the nature and extent of non-point sources, determine water quality causes using sound scientific approaches, and together develop and implement a corrective plan. However, the ''science'' of watershed management currently has several shortcomings according to a recent National Research Council report. RCRA Groundwater Quality Assessment Report for Waste Management Area S-SX (November 1997 through April 2000)

This report updates a continuing groundwater quality assessment for single-shell tank Waste Management Area S-SX at the Hanford Site. This report covers November 1997 through April 2000. Major new findings include the following: groundwater contamination continues to persist in both the northern half of the Waste Management Area as well as the southern half; evaluation of changes in water table elevations indicates a gradual shift in the direction of groundwater flow from the southeast to a more easterly direction; discrete depth sampling suggests mobile tank waste contaminants are at the very top of the aquifer in downgradient wells along the southeast side of the SX tank farm.

Public Education: Meeting the Needs of Students With Limited English Proficiency

A letter report issued by the General Accounting Office with an abstract that begins "Experts disagree about the best methods to teach student who speak little English. Even though different approaches to English language instruction may be effective, many variables may influence a given school's program choices. Moreover, there is no clear time line for acquiring English proficiency. Local decisions about the amount of time needed to attain proficiency and the amount of language support that should be provided may differ. Of the two main instructional approaches, English-based instruction is more common than instruction in a student's native language. Most students spent four or less years in these programs. School districts are required to ensure that English-language instruction is adequate and to provide these children with equal educational opportunities. The Office of Civil Rights (OCR) has adopted procedural requirements for criteria for judging the adequacy of local English-language instruction programs in meeting those needs. In three policy documents, OCR set forth requirements that school districts must meet to pass a three-pronged test established by the courts. Highlights of selected achievements are briefly outlined. The bowl-to-bowl inversion barrier was measured for a hydrocarbon on the C{sub 60} surface larger than corannulene; {Delta}G was determined to be 27.8 kcal/mol. A new route to the preparation of tetraketone involving benzeneseleninic anhydride was developed that represents a significant improvement in the overall process making semibuckminsterfullerene more accessible. The first crystallographically characterized transition metal buckybowl compound was reported.

We utilize monthly {sup 14}C data derived from coral archives in conjunction with ocean circulation models to address two questions: (1) how does the shallow circulation of the tropical Pacific vary on seasonal to decadal time scales and (2) which dynamic processes determine the mean vertical structure of the equatorial Pacific thermocline. Our results directly impact the understanding of global climate events such as the El Nino-Southern Oscillation (ENSO). To study changes in ocean circulation and water mass distribution involved in the genesis and evolution of ENSO and decadal climate variability, it is necessary to have records of climate variables several decades in length. Continuous instrumental records are limited because technology for continuous monitoring of ocean currents has only recently been available, and ships of opportunity archives such as COADS contain large spatial and temporal biases. In addition, temperature and salinity in surface waters are not conservative and thus can not be independently relied upon to trace water masses, reducing the utility of historical observations. Radiocarbon ({sup 14}C) in sea water is a quasi-conservative water mass tracer and is incorporated into coral skeletal material, thus coral {sup 14}C records can be used to reconstruct changes in shallow circulation that would …

The National Museum of the Pacific War presents an interview with Lyman Mereness. Mereness joined the Navy in May of 1942. He received his wings in March of 1943. He served with the 8th Bomb Squadron. Beginning August of 1943, they served as the air group aboard the USS Intrepid (CV-11). Mereness supported the invasion of Hollandia and the Philippines Campaign, completing 39 combat missions. He was discharged in September of 1945.

Clean Water Act Issues in the 106th Congress

In the 106th Congress, no comprehensive activity on reauthorizing the Clean Water Act occurred, although a number of individual clean water bills were enacted. Other issues have been debated recently, such as reforming the law to provide regulatory relief for industry, states and cities, and individual landowners. The debate over many of these issues highlights differing views of the Act and its implementation by some who seek to strengthen existing requirements and others who believe that costs and benefits should be more carefully weighed before additional control programs are mandated.
