Assessment of primary production and optical variability in shelf and slope waters near Cape Hatteras, North Carolina. Final project report

In this project we determined primary production and optical variability in the shelf and slope waters off of Cape Hatteras, N.C. These processes were addressed in conjunction with other Ocean Margins Program investigators, during the Spring Transition period and during Summer. We found that there were significant differences in measured parameters between Spring and Summer, enabling us to develop seasonally specific carbon production and ecosystem models as well as seasonal and regional algorithm improvements for use in remote sensing applications.

Colombia: Conditions and U.S. Policy Options

With the civil conflict in Colombia worsening, in many analysts’ perception, some policymakers are again questioning the wisdom and scope of U.S. policy and assistance toward that country. This is the context for debate over future U.S. policy toward Colombia, in particular whether the current levels of U.S. assistance are sufficient, and whether U.S. assistance to the Colombia military is desirable. This report first discusses U.S. interests in Colombia. It then provides information on Colombia’s current conflict, with sections on the guerrillas, the paramilitaries, and President Pastrana’s efforts to deal with the conflict through the peace process, and the reform and rehabilitation of the Colombian military. The last section discusses possible policy options.

Computational Experience with the Reich-Moore Resolved-Resonance Equations in the AMPX Cross-Section Processing System

The Reich-Moore formulation is used extensively in many isotope/nuclide evaluations to represent neutron cross section data for the resolved-resonance region. The Reich-Moore equations require the evaluation of complex matrices (i.e., matrices with complex quantities) that are a function of the resonance energy and corresponding resonance parameters. Although the Reich-Moore equations are documented in the open literature, computational pitfalls may be encountered with the implementation of the Reich-Moore equations in a cross-section processing code. Based on experience, numerical instabilities in the form of nonphysical oscillations can occur in the calculated absorption, capture or elastic scattering cross sections. To illustrate possible numerical instabilities, the conventional Reich-Moore equations are presented, and the conditions that lead to numerical problems in the cross-section calculations are identified and demonstrated for {sup 28}Si and {sup 60}Ni. In an effort to circumvent the computational problems, detailed or revised Reich-Moore expressions have been developed to efficiently and accurately calculate cross sections for neutron-induced reactions in the resolved-resonance region. The revised equations can be used to avoid numerical problems associated with the implementation of the Reich-Moore formulation in a cross-section processing code. What is data management (DM) and why is it important? As described in the ''Handbook of Data Management'' (Thuraisingham, 1998), data management is the process of understanding the data needs of an organization and making the data available to support the operations of the organization. The ultimate goal of data management is to provide the seamless access and fusion of massive amounts of data, information, and knowledge in a heterogeneous and real-time environment, and to support the functions and decision making processes of an organization. The important questions that need to be asked for proper data management are: who is going to be using the data, what types of data need to be stored, and how will this data be accessed? With these questions answered, the data management system (DMS) can then be created, or an existing system can be modified to meet the needs of the organization. The real importance of a data management system is to provide the end user with a consistent data set of known quality. Endoscopic subsurface imaging in tissues

The objective of this work is to develop endoscopic subsurface optical imaging technology that will be able to image different tissue components located underneath the surface of the tissue at an imaging depth of up to 1 centimeter. This effort is based on the utilization of existing technology and components developed for medical endoscopes with the incorporation of the appropriate modifications to implement the spectral and polarization difference imaging technique. This subsurface imaging technique employs polarization and spectral light discrimination in combination with image processing to remove a large portion of the image information from the outer layers of the tissue which leads to enhancement of the contrast and image quality of subsurface tissue structures.

FY 1999 Saltcake Dissolution Workshop

During the FY 1998 Saltcake Dissolution Workshop, participants identified nine tasks to be performed prior to the FY 1999 workshop. Discussions during the workshop indicated that significant progress was made in each area. The workshop focused on the strengths and weaknesses of the Environmental Simulation Program (ESP). In addition, the ESP predictions for the Tank SY-101 remediation and the ESP validation efforts were evaluated. Finally, the need for a broader user base was identified. At the request of the Tank Waste Remediation System (TWRS), the ESP model was successfully utilized to predict the effects of Hanford tank farm operations such as waste transfers and water dilutions. The ESP model was originally developed to predict the compositions of solutions from off gas scrubbers. Therefore, the original database for the ESP model was designed for use with solutions with low ionic strengths. However, the Hanford tanks contain waste with very high ionic strengths. TWRS and Tank Focus Area (TFA) staff members have measured the solubilities of key components at high ionic strengths. The results from these studies were used to develop the Hanford database for the ESP model so the model could more accurately predict the compositions of Hanford waste streams with …

Intense, broadband far-IR/THZ radiation from the Jlab FEL

The authors calculate the spectral output from a dipole magnet in the energy recovery system of the Jefferson Laboratory Free Electron Laser (FEL) in the 1--10,000 cm{sup {minus}1} (1 micron to 1 cm) range. They show that due to multiparticle coherent enhancement (coherent synchrotron radiation or CSR), the emission contains almost 1 watt/cm{sup {minus}1} of power emitted into the diffraction limit. For the purpose of this illustrative calculation they assume some typical parameters for the machine, namely that they have 100 pico-coulomb electron bunches at a 37.4 MHz repetition rate. They also assumed full width half maximum (fwhm) horizontal and vertical beam sizes of 200 microns. They took the electron beam energy to be 40 MeV, the bending radius to be 1m, and they extracted 90 x 90 milliradians of light (approximately an {line_integral}/11 beam).

Regulatory Management: Communication About Technology-Based Innovations Can Be Improved

A letter report issued by the General Accounting Office with an abstract that begins "Federal and state agencies are making extensive use of information technology (IT) to address traditional regulatory management. For example, the Department of Labor has a system of electronic "advisors" imitating the interaction that an individual might have with an employment law expert, and the Environmental Protection Agency is working with partners in state government to develop a national environmental information exchange network. Several of the state innovations include interactive systems that allow regulated entities to identify their regulatory responsibilities and complete related transactions. For example, the Texas Railroad Commission has an electronic process that allows users to obtain oil or gas well permits on-line, complete the required forms, and pay any associated fees. Representatives from nongovernmental organizations suggest that federal agencies improve both the content and access to on-line information, more broadly and consistently use some existing applications, and adopt some new applications. Several key factors that facilitate or hinder the adoption and diffusion of innovative IT applications are (1) top-level leadership commitment/support, (2) adequate financial resources and human capital, (3) legislative and executive branch IT initiatives, (4) internal and external partnerships with critical stakeholders, (5) …
