El Tratado De Guadalupe Hidalgo: Definicion y lista de las concesiones de tierras comunitarias en Nuevo Mexico (Informe Preliminar)

A letter report issued by the General Accounting Office with an abstract that begins "Under the Treaty of Guadalupe Hidalgo in 1848, which formally ended the Mexican-American War, the United States assumed control over vast new territories, including much of what is now the state of New Mexico. The United States agreed to recognize ownership of property, including the ownership of land grants, in the ceded areas. Whether the United States carried out the provisions of the treaty, especially with regard to community land grants, has been a controversial issue for generations. Land grant documents contain no direct reference to "community land grants," nor do Spanish and Mexican laws define or use this term. GAO did find, however, that some grants refer to lands set aside for general communal use or for specific purposes, such as hunting, maintaining pastures, wood gathering, or watering. More El Niños May Mean More Rainfall Extremes

Researchers at NASA and the University of Maryland, Baltimore County (UMBC), studying changes in tropical precipitation patterns, have noted a higher frequency of El Niños and La Niñas over the last 21 years. In addition, when either of those events occur, the world can expect more months with unusually high or low precipitation with droughts more common than floods over land areas.

Internet Voting: Issues and Legislation (open access)

Internet Voting: Issues and Legislation

Among the many issues in the ongoing, national discussion about the Internet is its use in the voting process. Because voting determines who runs the government and entails two absolute requirements--the secret ballot and security from fraud--the stakes are higher than for many other transactions routinely conducted via the internet. Public confidence about Internet security is increasing, but many feel that voting online requires a degree of security from fraud beyond the current standard for everyday internet use.

Internet Privacy - Protecting Personal Information: Overview and Pending Legislation

The privacy of information collected by operators of World Wide Web sites is a growing issue of concern. Many in Congress and the Clinton Administration prefer to rely on industry self regulation to protect consumer privacy, but frustration at industry's slow pace led to the 1998 passage of the Children's Online Privacy Protection Act in 1998 (P.L. 105-277). This report provides a very abbreviated overview of Internet privacy issues and tracks pending legislation.

A Statistical Review of Composition Data from DWPF's Process Samples for Macro-Batch 1 (open access)

A Statistical Review of Composition Data from DWPF's Process Samples for Macro-Batch 1

The measurements derived from samples taken during the processing of macro-batch 1 (MB1) at the Defense Waste Processing Facility (DWPF) have been reviewed and compared in this report. Batches 22 through 93 were the focal point of this study. Statistical control charts were developed for each analyte for each vessel to identify influential or exceptional results in the variation, central tendency, or both for the measurements. These charts should serve as a basis for observing the (expected) impact of some decisions made during the processing of this macro-batch.
