This Commission was created by Congress to report on the housing and health needs for the next generation of seniors and offer policy and legislative recommendations for enhancing services and increasing the available housing for this rapidly growing segment of our society.

Moreover, the report discusses the conflict that surrounds the history of the court cases and how it has effected legislation passed since Roe v. Wade. The report also covers how Roe v. Wade and Doe v. Bolton did not cover a variety of issues that have since been raised by states seeking to restrict abortion.

This Corrective Action Investigation Plan contains the U.S. Department of Energy, Nevada Operations Office's (DOE/NV's) approach to collect the data necessary to evaluate corrective action alternatives (CAAs) appropriate for the closure of Corrective Action Unit (CAU) 487, Thunderwell Site, Tonopah Test Range (TTR), Nevada, under the Federal Facility Agreement and Consent Order. Corrective Action Unit 487 consists of a single Corrective Action Site (CAS), RG 26-001-RGRV, Thunderwell Site. The site is located in the northwest portion of the TTR, Nevada, approximately five miles northwest of the Area 3 Control Point and closest to the Cactus Flats broad basin. Historically, Sandia National Laboratories in New Mexico used CAU 487 in the early to mid-1960s for a series of high explosive tests detonated at the bottom of large cylindrical steel tubes. Historical photographs indicate that debris from these tests and subsequent operations may have been scattered and buried throughout the site. A March 2000 walk-over survey and a July 2000 geophysical survey indicated evidence of buried and surface debris in dirt mounds and areas throughout the site; however, a radiological drive-over survey also performed in July 2000 indicated that no radiological hazards were identified at this site. The BigHorn Home Improvement Center in Silverthorne, Colorado, was designed using a whole-building approach, looking at the way that the building's site, windows, walls, floors, electrical, and mechanical systems could work together most efficiently. The center includes a hardware store and building materials warehouse space, and features a 9.0 kw photovoltaic system to provide an average of 25% of the building's electricity. The BigHorn Center is one of the nation's first commercial buildings to integrate daylighting and natural ventilation cooling systems into a retail space. It is expected to reduce energy costs by 62% compared to conventionally designed retail buildings.

The RIKEN-BNL Research Center workshop on ''Future Transversity Measurements'' was held at BNL from September 18-20, 2000. The main goal of the workshop was to explore future measurements of transversity distributions. This issue is of importance to the RHIC experiments, which will study polarized proton-proton collisions with great precision. One of the workshop's goals was to enhance interactions between the DIS community at HERA and the spin community at RHIC in this field. The workshop has been well received by the participants; the number of 69 registered participants demonstrates broad interest in the workshop's topics. The program contained 35 talks and there was ample time for lively discussions. The program covered all recent work in the field and in addition some very elucidating educational talks were given. At the workshop the present status of the field was discussed and it has succeeded in stimulating new experimental and theoretical studies (e.g. model calculations for interference fragmentation functions (IFF), IFF analysis at DELPHI). It also functioned to focus attention on the open questions that need to be resolved for near future experiments. In general, the conclusions were optimistic, i.e. measuring the transversity functions seems to be possible, although some new experimental hurdles …

Over 200 single-pass flow-through experiments were completed with LAWABP1 glass, the reference glass for the 2001 Immobilized Low-Activity Waste Performance Assessment. These data provided the kinetic rate law parameters and Na ion-exchange rate needed to conduct long-term performance analyses using the reactive chemical transport code STORM. Pressurized unsaturated flow (PUF) experiments with five prototypic LAW glasses were also performed. The PUF test provides a means to dramatically accelerate the weathering process in a simulated vadose zone environment. The performance of these five next generation LAW glasses in the PUF test (and other accelerated tests) improved dramatically from earlier glass compositions that were being developed by BNFL, Inc. No autocatalytic corrosion rate accelerations were observed in tests that were conducted for over 1 year. SPFT and PUF experiments were run with a commercial humic acid solution, 25 to 50 times more concentrated than expected in Hanford vadose zone pore water. No difference in glass dissolution rate versus the rate measured in deionized water could be detected within experimental error. Initial development and testing of a parallelized lattice-Boltzmann method for solving reactive chemical transport problems in complex geometries was completed. Antiferromagnetic layers are a scientifically challenging component in magneto-electronic devices such as magnetic sensors in hard disk heads, or magnetic RAM elements. In this paper we show that photo-electron emission microscopy (PEEM) is capable of determining the magnetic structure at the interface of ferromagnets and antiferromagnets with high spatial resolution (down to 20 nm). Dichroism effects at the L edges of the magnetic 3d transition metals, using circularly or linearly polarized soft x-rays from a synchrotron source, give rise to a magnetic image contrast. Images, acquired with the PEEM2 experiment at the Advanced Light Source, show magnetic contrast for antiferromagnetic LaFeO{sub 3}, microscopically resolving the magnetic domain structure in an antiferromagnetically ordered thin film for the first time. Magnetic coupling between LaFeO{sub 3} and an adjacent Co layer results in a complete correlation of their magnetic domain structures. From field dependent measurements a unidirectional anisotropy resulting in a local exchange bias of up to 30 Oe in single domains could be deduced. The elemental specificity and the quantitative magnetic sensitivity render PEEM a perfect tool to study magnetic coupling effects in multi-layered thin film samples.

This case study describes two of the many projects in which the Department of the Interior's National Park Service works with private contractors and other agencies, such as the Department of Energy's Federal Energy Management Program (FEMP), to replace fossil-fuel-powered diesel generators with renewable energy systems in the nation's parks. This is done to reduce the greenhouse-gas emissions, such as carbon dioxide and nitrous oxides, associated with using fossil fuels to generate electric power in remote areas of the parks. Two solar electric (photovoltaic) systems were installed in Joshua Tree National Park and Mojave National Preserve in southern California, and more are planned. The systems are cleaner and less noisy than the old generators they replaced; they are connected to storage batteries and backed up by new propane generators in case of a prolonged period without sunlight.

Revisions to the air quality standards for ozone and particulates, promulgated by the Environmental Protection Agency in 1997, may also command renewed attention in the 107th Congress. The standards were challenged in the courts, and implementation is currently in limbo, pending resolution of appeals to the Supreme Court. The Court heard oral arguments November 7, 2000, and a decision is expected in spring 2001. The decision is likely to stimulate congressional oversight, and perhaps legislation.

This report offers an overview of the development of abortion law from 1973 to the present. Beginning with a brief discussion of the historical background, the report analyzes the leading Supreme Court decisions over the past twenty-eight years, emphasizing particularly the landmark decisions in Roe and Doe, the Court’s shift in direction in Webster v. Reproductive Health Services and Planned Parenthood of Southeastern Pennsylvania v. Casey, and the Court’s most recent decision on abortion, Stenberg v. Carhart. The Court’s decisions on the constitutionality of restricting public funding for abortion are also discussed.

Congressional oversight of policy implementation and administration, which has occurred throughout the U.S. government experience under the Constitution, takes a variety of forms and utilizes various techniques. These range from specialized investigations by select committees to annual appropriations hearings, and from informal communications between Members or congressional staff and executive personnel to the use of extra congressional mechanisms, such as offices of inspector general and study commissions. Oversight, moreover, is supported by a variety of authorities—the Constitution, public law, and chamber and committee rules—and is an integral part of the system of checks and balances between the legislature and the executive
