Controlled Velocity Testing of an 8-kW Wind Turbine

This paper describes a case study of the controlled-velocity test of an 8-kW wind turbine. The turbine was developed in response to the U.S. Department of Energy's small wind turbine program. As background, the prototype development is discussed. The turbine mechanical and electrical components are described. The turbine was tested on a flatbed truck and driven down an airfield runway at constant relative wind speed. Horizontal furling was used to control over-speed. Various parameters were changed to determine their effects on furling. The testing showed that the machine had insufficient rotor offset for adequate furling. Also, a rotor resonance problem was discovered and remedied. Problems associated with taking the measurements made it difficult to determine if the truck test was a suitable method for code validation. However, qualitative observations gleaned from the testing justified the effort.

Coupled Physical/Chemical and Biofiltration Technologies to Reduce Air Emissions from Forest Products Industries

The research is a laboratory and bench-scale investigation of a system to concentrate and destroy volatile organic compounds (VOCs), including hazardous air pollutants, formed from the drying of wood and the manufacture of wood board products (e.g., particle board and oriented strandboard). The approach that was investigated involved concentrating the dilute VOCs (<500 ppmv) with a physical/chemical adsorption unit, followed by the treatment of the concentrated voc stream (2,000 to 2,500 ppmv) with a biofiltration unit. The research program lasted three years, and involved three research organizations. Michigan Technological University was the primary recipient of the financial assistance, the USDA Forest Products Laboratory (FPL) and Mississippi State University (MSU) were subcontractors to MTU. The ultimate objective of this research was to develop a pilot-scale demonstration of the technology with sufficient data to provide for the design of an industrial system. No commercialization activities were included in this project.

Customs Service: Effects of Proposed Legislation on Officers' Pay

A letter report issued by the General Accounting Office with an abstract that begins "GAO reviewed the effects of proposed legislation--H.R. 1833--on the pay of officers at the U.S. Customs Service. The proposal would amend the 1911 Act governing Customs officers' overtime and premium pay, and it would more closely align Customs differential pay with that of other federal agencies. Should the provision be enacted, Customs officers would be limited to the amount and times for which they would be eligible for night differential pay. In addition, another section of the proposed law would remove premium pay from the calculation of the $30,000 fiscal year overtime and premium pay cap that Customs officers may not exceed. GAO's analysis of Customs data showed that had the provisions of H.R. 1833 been in effect during fiscal year 1999, many officers would have experienced significant pay decreases. Managers and supervisors asked to analyze the proposal had mixed reviews, but those not in favor of the proposal were concerned that less eligibility for night differential pay would lead to low morale and staffing problems."

CYP1B1 expression, a potential risk factor for breast cancer

CYP1B1 expression in non-tumor breast tissue from breast cancer patients and cancer-free individuals was determined to test the hypothesis that high CYP1B1 expression is a risk factor for breast cancer. Large interindividual variations in CYP1B1 expression were found with CYP1B1 levels notably higher in breast cancer patients than cancer-free individuals. The results indicate that CYP1B1 might play a role in breast cancer either through increased PAH activation or through metabolism of endogenous estrogen to a carcinogenic derivative.

The D-Zero Run II Detector and physics prospects (open access)

The D-Zero Run II Detector and physics prospects

The DO Detector at Fermilab is currently undergoing an extensive upgrade to participate in the Run II data taking which shall begin on March 1, 2001. The design of the detector meets the requirements of the high luminosity environment provided by the accelerator. This paper describes the upgraded detector subsystems and gives a brief outline of the physics prospects associated with the upgrade.

Design, Fabrication, Assembly and Bench Testing of a Texaco Infrared Ratio Pyrometer System for the Measurement of Reaction Chamber Temperature

Reliable measurement of gasifier reaction chamber temperature is important for the proper operation of slagging, entrained-flow gasification processes. Historically, thermocouples have been used as the main measurement technique, with the temperature inferred from syngas methane concentration being used as a backup measurement. While these have been sufficient for plant operation in many cases, both techniques suffer from limitations. The response time of methane measurements is too slow to detect rapid upset conditions, and thermocouples are subject to long-term drift, as well as slag attack, which eventually leads to failure of the thermocouple. Texaco's Montebello Technology Center (MTC) has developed an infrared ratio pyrometer system for measuring gasifier reaction chamber temperature. This system has a faster response time than both methane and thermocouples, and has been demonstrated to provide reliable temperature measurements for longer periods of time when compared to thermocouples installed in the same MTC gasifier. In addition, the system can be applied to commercial gasifiers without any significant scale-up issues. The major equipment items, the purge system, and the safety shutdown system in a commercial plant are essentially identical to the prototypes at MTC. Development of a Sub-Picosecond Tunable X-Ray Source at the LLNL Electron Linac

The use of ultrafast laser pulses to generate very high brightness, ultra short (fs to ps) pulses of x-rays is a topic of great interest to the x-ray user community. In principle, femtosecond-scale pump-probe experiments can be used to temporally resolve structural dynamics of materials on the time scale of atomic motion. The development of sub-ps x-ray pulses will make possible a wide range of materials and plasma physics studies with unprecedented time resolution. A current project at LLNL will provide such a novel x-ray source based on Thomson scattering of high power, short laser pulses with a high peak brightness, relativistic electron bunch. The system is based on a 5 mm-mrad normalized emittance photoinjector, a 100 MeV electron RF linac, and a 300 mJ, 35 fs solid-state laser system. The Thomson x-ray source produces ultra fast pulses with x-ray energies capable of probing into high-Z metals, and a high flux per pulse enabling single shot experiments. The system will also operate at a high repetition rate ({approx} 10 Hz).

DEVELOPMENT OF IMPROVED CATALYSTS FOR THE SELECTIVE CATALYTIC REDUCTION OF NITROGEN OXIDES WITH HYDROCARBONS

Significant work has been done by the investigators on the cerium oxide-copper oxide based sorbent/catalysts for the combined removal of sulfur and nitrogen oxides from the flue gases of stationary sources. A relatively wide temperature window was established for the use of alumina-supported cerium oxide-copper oxide mixtures as regenerable sorbents for SO{sub 2} removal. Preliminary evaluation of these sorbents as catalysts for the selective reduction of NO{sub x} gave promising results with ammonia, but indicated low selectivity when methane was used as the reductant. Since the replacement of ammonia by another reductant is commercially very attractive, in this project, four research components will be undertaken. The investigation of the reaction mechanism, the first component, will help in the selection of promoters to improve the catalytic activity and selectivity of the sorbents in the SCR with methane. This will result in new catalyst formulations (second component). If this research is successful, the combined SO{sub 2}-NO{sub x} removal process based on alumina-supported copper oxide-ceria sorbent/catalysts will become very attractive for commercial applications. Development of Interfacial Structure in a Confined Air-Water Cap-Turbulent and Churn-Turbulent Flow

The objective of the present work is to study and model the interfacial structure development of air-water two-phase flow in a confined test section. Experiments of a total of 9 flow conditions in a cap-turbulent and churn-turbulent flow regimes are carried out in a vertical air-water upward two-phase flow experimental loop with a test section of 20-cm in width and 1-cm in gap. The miniaturized four-sensor conductivity probes are used to measure local two-phase parameters at three different elevations for each flow condition. The bubbles captured by the probes are categorized into two groups in view of the two-group interfacial area transport equation, i.e., spherical/distorted bubbles as Group 1 and cap/churn-turbulent bubbles as Group 2. The acquired parameters are time-averaged local void fraction, interfacial velocity, bubble number frequency, interfacial area concentration, and bubble Sauter mean diameter for both groups of bubbles. Also, the line-averaged and area-averaged data are presented and discussed. The comparisons of these parameters at different elevations demonstrate the development of interfacial structure along the flow direction due to bubble interactions.

DEVELOPMENT OF OTM SYNGAS PROCESS AND TESTING OF SYNGAS-DERIVED ULTRA-CLEAN FUELS IN DIESEL ENGINES AND FUEL CELLS

This topical report summarizes work accomplished for the Program from January 1 through September 15, 2001 in the following task areas: Task 1--materials development; Task 2--composite element development; Task 3--tube fabrication; Task 4--reactor design and process optimization; Task 5--catalyst development; Task 6--P-1 operation; Task 8--fuels and engine testing; and Task 10--project management. OTM benchmark material, LCM1, exceeds the commercial oxygen flux target and was determined to be sufficiently robust to carry on process development activities. Work will continue on second-generation OTM materials that will satisfy commercial life targets. Three fabrication techniques for composite elements were determined to be technically feasible. These techniques will be studied and a lead manufacturing process for both small and large-scale elements will be selected in the next Budget Period. Experiments in six P-0 reactors, the long tube tester (LTT) and the P-1 pilot plant were conducted. Significant progress in process optimization was made through both the experimental program and modeling studies of alternate reactor designs and process configurations. Three tailored catalyst candidates for use in OTM process reactors were identified. Fuels for the International diesel engine and Nuvera fuel cell tests were ordered and delivered. Fuels testing and engine development work is now underway.

Disaster Assistance: Improvement Needed in Disaster Declaration Criteria and Eligibility Assurance Procedures

A letter report issued by the General Accounting Office with an abstract that begins "Since 1990, the Federal Emergency Management Agency (FEMA) has provided more than $27 billion in disaster assistance, more than half of which was spent for public assistance projects, such as repairs of damaged roads, government buildings, utilities, and hospitals. FEMA uses established criteria to determine whether to (1) recommend that the President declare a disaster and (2) once a disaster has been declared, approve and fund Public Assistance projects. In 1999, FEMA published formal criteria for recommending the presidential approval of disaster declarations. These criteria include both minimum financial thresholds and other qualitative measures that FEMA applies in deciding whether to recommend presidential approval. These criteria do not necessarily indicate a state's ability to pay for the damage because they do not consider the substantial differences in states' financial capacities to respond when disasters occur. As a result, federal funds may be provided for some disasters when they are not needed. Problems with applying FEMA's criteria remain. In part, these problems may persist because many of the staff assigned to disaster field offices who make eligibility decisions are temporary and may not have the skills and …

DOD Systems Modernization: Continued Investment in the Standard Procurement System Has Not Been Justified

A letter report issued by the General Accounting Office with an abstract that begins "This report reviews the Department of Defense's (DOD) ability to contract for goods and services by acquiring and implementing a standard procurement system (SPS). DOD's management of SPS is a lesson in how not to justify, make, and monitor the implementation of information technology investment decisions. Specifically, DOD has not (1) ensured that accountability and responsibility for measuring progress against commitments are clearly understood, performed, and reported; (2) demonstrated, on the basis of reliable data and credible analysis, that the proposed system solution will produce economic benefits commensurate with costs; (3) used data on progress against project cost, schedule, and performance commitments throughout a project's life cycle to make investment decisions; and (4) divided this large project into a series of incremental investment decisions to spread the risks over smaller, more manageable components. Because it has yet to effectively apply any of these basic tenets of effective investment management to SPS, DOD lacks the basic information needed to make informed decisions on how to proceed with the project. Drop Calculations of HLW Canister and Pu Can-in-Canister

The objective of this calculation is to determine the structural response of the standard high-level waste (HLW) canister and the canister containing the cans of immobilized plutonium (Pu) (''can-in-canister'' [CIC] throughout this document) subjected to drop DBEs (design basis events) during the handling operation. The evaluated DBE in the former case is 7-m (23-ft) vertical (flat-bottom) drop. In the latter case, two 2-ft (0.61-m) corner (oblique) drops are evaluated in addition to the 7-m vertical drop. These Pu CIC calculations are performed at three different temperatures: room temperature (RT) (20 C ), T = 200 F = 93.3 C , and T = 400 F = 204 C ; in addition to these the calculation characterized by the highest maximum stress intensity is performed at T = 750 F = 399 C as well. The scope of the HLW canister calculation is limited to reporting the calculation results in terms of: stress intensity and effective plastic strain in the canister, directional residual strains at the canister outer surface, and change of canister dimensions.
