The relative instrument response function of a flat-field grating extreme ultraviolet spectrometer was determined using the ALS synchrotron source in the wavelength region 40-200 {angstrom}. Details of the calibration procedure and results are given in the report.

By 2050 world population is projected to stabilize near 10 billion. Global economic development will outpace this growth, achieving present European per capita living standards by quintupling the size of the global economy--and increasing energy use, especially electricity, substantially. Even with aggressive efficiency improvements, global electricity use will at least triple to 30 trillion kWh/yr in 2050. Direct use of fuels, with greater potential for efficiency improvement, may be held to 80 trillion kWh (289 EJ) annually, 50% above present levels (IPCC, 1996). Sustaining energy use at these or higher rates, while simultaneously stabilizing atmospheric greenhouse gas levels, will require massive deployment of carbon-conscious energy systems for electricity generation and transportation by the mid 21st Century. These systems will either involve a shift to non-fossil primary energy sources (such as solar, wind, biomass, nuclear, and hydroelectric) or continue to rely on fossil primary energy sources and sequester carbon emissions (Halmann, 1999). Both approaches share the need to convert, transmit, store and deliver energy to end-users through carbonless energy carriers.

As a prelude to a basic program on soil leaching, some chemical characteristics of two forested Ultisols in eastern Tennessee and two forested Inceptisols in western Washington are discussed in relation to the production and mobility of anions. These soils were chosen in an attempt to provide a range of free iron (Fe) and aluminum (Al) contents (which are hypothesized to be related to anion adsorption) and carbon:nitrogen (C:N) ratios (which are hypothesized to be related to nitrate and bicarbonate production) for field experiments involving C, N, and anion salt additions. The Washington Inceptisols had high free Fe and Al in surface horizons and decreasing free Fe and Al levels with depth, whereas the reverse was true of the Tennessee Ultisols. The alderwood-red alder and Tarklin (sinkhole) soils had higher N concentrations and lower C:N ratios in their surface horizons than the Alderwood-Douglas-fir and Fullerton soils, respectively, but the reverse was true of subsurface horizons. Patterns of and relationships among the above properties and pH, Bray phosphorus (No. 2); adsorbed and soluble SO{sub 4}{sup 2-}, Cl{sup -}, and NO{sub 3}{sup -}; cation exchange capacity; and exchangeable cations are discussed.

The report describes current issues in U.S.-China relations such as; Human Rights Issues, Issues in U.S.-China Security Relations, Economic Issues, and Sovereignty Issues: Taiwan, Tibet, Hong Kong.

This report compares existing law with H.R. 701, as passed by the House(HP) and H.R. 701, as reported by the Senate Energy and Natural Resources Committee (SCR). Both versions, also known as the Conservation and Reinvestment Act (CARA), would have created a new fund, the CARA Fund. Both bills would have created and funded a new coastal energy impact assistance program, amended and funded the Land and Water Conservation Fund (LWCF), funded the Urban Park and Recreation Recovery Program and the Historic Preservation Fund, increased funding for wildlife conservation, funded land restoration and easement programs, and funded the Payment in Lieu of Taxes (PILT) Program.1 The SCR version would also have funded additional programs to protect natural and cultural resources.

Numerous measures were introduced in the 106th Congress that reflected the range of views on U.S. policy toward Cuba. Legislative initiatives proposed both easing and increasing sanctions against Cuba. In the end, legislation passed reflected both approaches: it allowed the export of food and medicine to Cuba, but prohibited any U.S. financing, both public and private, of such exports. Travel to Cuba for tourism was also prohibited.

The Department of Defense operates six environmental programs: cleanup of past contamination at military facilities, acceleration of cleanup at military bases designated for closure, compliance with environmental laws and regulations that apply to ongoing military operations, pollution prevention, natural resource conservation, and environmental technology. In addition to these activities, the Department of Energy is responsible for managing defense nuclear waste and remediating contaminated sites. This report discusses the federal laws that established these programs, describes their scope and purpose, provides a history of appropriations, indicates the President’s budget request for FY2001, examines authorization and appropriations legislation for FY2001, and discusses other relevant legislation considered in the 106th Congress.

Energy systems that rely on intermittent renewable sources typically use storage devices to improve their reliability. Large scale systems can be expected to cycle the storage capacity on cycles ranging from a day to a year. It can be cost effective to use several storage technologies as a system. A very efficient technology can be used for the smaller daily cycles even if it has a high capital cost. Conversely, a technology having a low efficiency but a low capital cost can be used for the larger longer period cycles. This paper presents a method for determining the optimal capacities for a set of storage technologies. It is analogous to techniques used in electric generation capacity planning that use a load duration curve along with the capital and operating costs of various generations technologies. Here we derive a function that describes throughput as a function of capacity and use it along with the capital and operating costs (including efficiencies) of the storage technologies to derive the optimal capacities.

We are conducting research into the direct electrochemical conversion of reactive carbons into electricity--with experimental evidence of total efficiencies exceeding 80% of the heat of combustion of carbon. Together with technologies for extraction of reactive carbons from broad based fossil fuels, direct carbon conversion addresses the objectives of DOE's ''21st Century Fuel Cell'' with exceptionally high efficiency (>70% based on standard heat of reaction, {Delta}H{sub std}), as well as broader objectives of managing CO{sub 2} emissions. We are exploring the reactivity of a wide range of carbons derived from diverse sources, including pyrolyzed hydrocarbons, petroleum cokes, purified coals and biochars, and relating their electrochemical reactivity to nano/microstructural characteristics.

The Economic Development Administration (EDA), targeted for elimination or major “reinvention” early in the 104th Congress, gained a new lease on life in the waning days of the 105th. Having been kept alive via appropriations bills since its last authorizing legislation expired in 1982, P.L. 105-393 reauthorized the EDA and its programs for 5 years. On October 27, Congress approved a conference agreement recommending $286.7 million for EDAP and $28 million for S&E, for a totalFY2001 appropriation of$411.9 million for EDA. It became part of the Consolidated Appropriations Act (H.R. 4942, P.L. 106-553) signed into law on December 21, 2000.

The 12th Amendment to the Constitution requires that candidates for President and Vice President receive a majority of electoral votes (currently 270 or more of a total of 538) to be elected. If no candidate receives a majority, the President is elected by the House of Representatives, and the Vice President is elected by the Senate. This process is referred to as contingent election and is the topic of discussion in this report.

The Constitution assigns each state a number of electors equal to the combined total of the state’s Senate and House of Representatives delegations; at present, the number of electors per state ranges from three to 55, for a total of 538. This report discuses constitutional origins, the electoral college today and explains the allocation of electors and electoral votes.
