A case study review of technical and technology issues for transition of a utility load management program to provide system reliability resources in restructured electricity markets

Utility load management programs--including direct load control and interruptible load programs--were employed by utilities in the past as system reliability resources. With electricity industry restructuring, the context for these programs has changed; the market that was once controlled by vertically integrated utilities has become competitive, raising the question: can existing load management programs be modified so that they can effectively participate in competitive energy markets? In the short run, modified and/or improved operation of load management programs may be the most effective form of demand-side response available to the electricity system today. However, in light of recent technological advances in metering, communication, and load control, utility load management programs must be carefully reviewed in order to determine appropriate investments to support this transition. This report investigates the feasibility of and options for modifying an existing utility load management system so that it might provide reliability services (i.e. ancillary services) in the competitive markets that have resulted from electricity industry restructuring. The report is a case study of Southern California Edison's (SCE) load management programs. SCE was chosen because it operates one of the largest load management programs in the country and it operates them within a competitive wholesale electricity market. …

Fourier Transforms of Pulses Containing Exponential Leading and Trailing Profiles

In this monograph we discuss a class of pulse shapes that have exponential rise and fall profiles, and evaluate their Fourier transforms. Such pulses can be used as models for time-varying processes that produce an initial exponential rise and end with the exponential decay of a specified physical quantity. Unipolar examples of such processes include the voltage record of an increasingly rapid charge followed by a damped discharge of a capacitor bank, and the amplitude of an electromagnetic pulse produced by a nuclear explosion. Bipolar examples include acoustic N waves propagating for long distances in the atmosphere that have resulted from explosions in the air, and sonic booms generated by supersonic aircraft. These bipolar pulses have leading and trailing edges that appear to be exponential in character. To the author's knowledge the Fourier transforms of such pulses are not generally well-known or tabulated in Fourier transform compendia, and it is the purpose of this monograph to derive and present these transforms. These Fourier transforms are related to a definite integral of a ratio of exponential functions, whose evaluation we carry out in considerable detail. Planning for the Future of the U.S. Support Program.

The U.S. Support Program to IAEA Safeguards (USSP) provides more than $20 million annually to strengthen the efficiency and increase the effectiveness of IAEA Safeguards. The interagency Subgroup on Safeguards Technical Support (SSTS) and the International Safeguards Project Office (ISPO) at Brookhaven National Laboratory work together with public and private sector contractors to help the IAEA obtain the technical support required to meet its verification responsibilities to its member states. Between June 2000 and June 2001, ISPO and the SSTS participated in strategic planning meetings to identify the USSP's priorities, goals and strategies that reflect the current and projected requirements of the IAEA and the priorities of the U.S. government. In order for the USSP to effectively support the IAEA, it is important that the USSP's contractors, as well as the IAEA, understand the motivations of the USSP. This paper will discuss the outcome of the USSP planning activities that will be useful for USSP contractors and the IAEA.

Evaluation of Roof Bolting Requirements Based on In-Mine Bolter Drilling Progress Report

Roof bolting is the most popular method for underground openings in the mining industry, especially in the bedded deposits such as coal, potash, salt etc. In fact, all U.S. underground coal mine entries are roof-bolted as required by law. However, roof falls still occur frequently in the roof bolted entries. The two possible reasons are: the lack of knowledge of and technology to detect the roof geological conditions in advance of mining, and lack of roof bolting design criteria for modern roof bolting systems. This research is to develop a method for predicting the roof geology and stability condition in real time during roof bolting operation. Based on such information, roof bolting design criteria for modern roof bolting systems will be developed for implementation in real time. In this quarter, retrofitting work to build a dedicated roof bolter for this research has been started. A number of numerical methods have been developed to improve the quality of and to analyze the collected drilling parameters. Finite element modeling of roof bolting mechanism is continuing.
