Amtrak Reform Council

Amtrak Reform Council (ARC) is an independent federal commission established under the Amtrak Reform and Accountability Act of 1997 (ARAA), which gave the Council a statutory mandate: (i) to recommend to Amtrak actions that the Corporation can take to improve its operational and financial performance; (ii) to monitor Amtrak's financial performance in the light of both Amtrak's own goals for financial performance, as established in its strategic business plan, and the statutory requirement that Amtrak be free of the need for operating grants after the fifth anniversary of the enactment of the ARAA; and (iii) should the Council find that Amtrak has not achieved or will not achieve either of its financial targets, then it is to forward to the Congress recommendations for a restructured and rationalized national intercity rail passenger system.

Assessment of Carbon Tetrachloride Groundwater Transport in Support of the Hanford Carbon Tetrachloride Innovative Technology Demonstration Program

Groundwater modeling was performed in support of the Hanford Carbon Tetrachloride Innovative Treatment Remediation Demonstration (ITRD) Program. The ITRD program is facilitated by Sandia National Laboratory for the Department of Energy Office of Science and Technology. This report was prepared to document the results of the modeling effort and facilitate discussion of characterization and remediation options for the carbon tetrachloride plume among the ITRD participants. As a first step toward implementation of innovative technologies for remediation of the carbon tetrachloride (CT) plume underlying the 200-West Area, this modeling was performed to provide an indication of the potential impact of the CT source on the compliance boundary approximately 5000 m distant. The primary results of the modeling bracket the amount of CT source that will most likely result in compliance/non-compliance at the boundary and the relative influence of the various modeling parameters.

Assessment of well-to-wheel energy use and greenhouse gas emissions of Fischer-Tropsch diesel.

The middle distillate fuel produced from natural gas (NG) via the Fischer-Tropsch (FT) process has been proposed as a motor fuel for compression-ignition (CI) engine vehicles. FT diesel could help reduce U.S. dependence on imported oil. The U.S. Department of Energy (DOE) is evaluating the designation of FT diesel as an alternative motor fuel under the 1992 Energy Policy Act (EPACT). As part of this evaluation, DOE has asked the Center for Transportation Research at Argonne National Laboratory to conduct an assessment of well-to-wheels (WTW) energy use and greenhouse gas (GHG) emissions of FT diesel compared with conventional motor fuels (i.e., petroleum diesel). For this assessment, we applied Argonne's Greenhouse gases, Regulated Emissions, and Energy use in Transportation (GREET) model to conduct WTW analysis of FT diesel and petroleum diesel. This report documents Argonne's assessment. The results are presented in Section 2. Appendix A describes the methodologies and assumptions used in the assessment.

Aviation Competition: Challenges in Enhancing Competition in Dominated Markets

Testimony issued by the General Accounting Office with an abstract that begins "The major network carriers dominate traffic at most of their large hubs and extensive evidence exists that fares in markets where competition is absent are consistently above competitive levels. GAO believes that the oversight scheme contemplated when the industry was deregulated--with antitrust enforcement by the Department of Justice (DOJ) and oversight of unfair trade practices by the Department of Transportation (DOT)--has not been entirely successful in preserving and ensuring competition. Although the current legislative scheme grants explicit authority for DOT to regulate unfair competitive practices, the legislation does give DOT substantial leeway on the scope of its action. Thus, with the range of competitive challenges confronting the industry and directly affecting consumers, especially in the face of unprecedented industry consolidation, GAO believes there is merit in the overall intent of the proposed Aviation Competition Restoration Act to direct DOT to actively monitor the state of competition in the industry and to institute remedial actions as appropriate."

Beam Simulations for IRE and Driver - Status and Strategy

The methods and codes employed in the U.S. Heavy Ion Fusion program to simulate the beams in an Integrated Research Experiments (IRE) facility and a fusion driver are presented in overview. A new family of models incorporating accelerating module impedance, multi-beam, and self-magnetic effects is described, and initial WARP3d particle simulations of beams using these models are presented. Finally, plans for streamlining the machine-design simulation sequence, and for simulating beam dynamics from the source to the target in a consistent and comprehensive manner, are described.

BIOGENIC VS. ABIOGENIC ISOTOPE SIGNATURES OF REDUCED CARBON COMPOUNDS: A LESSON FROM HYDROTHERMAL SYNTHESIS EXPERIMENTS

With growing interest in and demonstrated cases of inorganic hydrothermal synthesis of reduced or organic carbon compounds from CO and CO{sub 2}, it becomes crucial to establish geochemical criteria to distinguish reduced/organic carbon compounds of abiogenic origin from those of biogenic origin with overwhelming abundances on the surface and in subsurface of the Earth. Chemical and isotopic compositions, particularly {sup 13}C/{sup 12}C ratios, of reduced/organic carbon compounds have been widely utilized for deducing the origins and formation pathways of these compounds. An example is isotopic and C{sub 1}/(C{sub 2}+C{sub 3}) ratios of natural gases, which have been used to distinguish bacterial, thermogenic, and possible abiogenic origins. Another example is that ancient graphitic carbon with {delta}{sup 13}C values c-25per thousand has been considered of biogenic origin. Although these criteria could be largely valid, growing data including those from our hydrothermal experiments suggest that a great caution must be exercised.
