A letter report issued by the General Accounting Office with an abstract that begins "In 1998, three-fourths of welfare recipients lived in central cities or rural areas, but two-thirds of new, entry-level jobs were in the suburbs. Public transportation, such as buses or subways, often offer little or no access to these jobs, and many welfare recipients do not have cars. To address this mismatch, the Transportation Equity Act for the 21st Century authorized up to $750 million through fiscal year 2003 for the Job Access and Reverse Commute (Job Access) program. Under the program, the Department of Transportation (DOT) can provide grants to improve transportation to employment sites. DOT must conduct a nationwide solicitation for grant applications and select grantees on a competitive basis. DOT adopted a two-track process for the selection of grantees. A noncompetitive process set aside funds for entities identified in conference reports, or applicants selected by those entities, and they were chosen without scoring or ranking their applications. The previously established competitive process for other applicants was continued. This two-track process for selecting Job Access grantees decreased opportunities to fund projects identified as "meritorious" through the competitive selection process. Correspondence issued by the General Accounting Office with an abstract that begins "In the late 1980's, the Department of Energy's (DOE) Office of Defense Programs altered its mission. Instead of designing, testing, and building new nuclear weapons, the Office began to focus on maintaining the safety and reliability of the nation's nuclear weapons stockpile indefinitely without nuclear testing. This mission is performed by the National Nuclear Security Administration (NNSA), a semiautonomous agency within DOD. GAO found that NNSA's Office of Defense Programs is not developing a comprehensive stockpile life extension program plan as called for in the National Defense Authorization Act for Fiscal Year 2000. The Office believes their fiscal year 2002 budget submittal fulfills the spirit of the legislative requirement, and they have no plans to complete a comprehensive plan for the stockpile life extension program, other than to again include certain high-level refurbishment-related information in the fiscal year 2003 budget request. The Office is trying to improve the planning processes for some individual weapon life extension programs as well as their overall planning processes; however, they have no plans to integrate the individual life extension plans into an overall program."

The effects of microbiological activities on the surface composition of Alloy 22 was investigated. Prior studies suggesting microbially-generated selective dissolution of chromium from Alloy 22 were based solely on analyzing solubilized Alloy 22 elements. These and other investigations point to the insufficiencies of analyzing solubilized (or solubilized and reprecipitated) alloying elements to discern between homogeneous/stoichiometric dissolution and selective/non-stoichiometric dissolution of alloying elements. Therefore, an approach using X-ray Photoelectron Spectroscopy (XPS) to interrogate the surface layers of treated Alloy 22 specimens was taken to resolve this issue. Sputtering into the surface of the samples, coupled with XPS analysis at given intervals, allowed a high resolution quantitative elemental evaluation of the alloy as a function of depth. Biotically-incubated Alloy 22 show a region that could be depleted of chromium. Surfacial XPS analysis of these same coupons did not detect the presence of re-precipitated Alloy 22 component elements, also supporting the possible occurrence of non-stoichiometric dissolution. Thus, these preliminary data do not exclude the possibility of selective dissolution. It also appears that this experimental approach shows promise to unequivocally resolve this issue. Further tests using smoother-surface, more highly polished coupons should allow for better resolution between surface layers to permit a decisive determination …

A letter report issued by the General Accounting Office with an abstract that begins "Congress has long been concerned about the quality of service that taxpayers receive when calling the Internal Revenue Service (IRS) for help in understanding and meeting their tax obligations. IRS has taken steps to improve its responsiveness to the tens of millions of telephone calls it receives each year, from expanding the hours of service to increasing the use of automation. In the 2000 tax filing season, the quality of telephone assistance was mixed and below IRS' long-term goal of providing world-class service. Overall, IRS made limited progress toward its goal of providing world-class telephone service. When compared with the 2000 tax filing season, access and accuracy in 2001 improved in two of six comparable measures, declined in one, and changed two percentage points or less in the others. IRS fell considerably short of its target to reduce the time that taxpayers spend waiting to speak with an assistor. Although assistors exceeded quality-of-service targets when responding to taxpayer questions, they did not meet higher targets for providing correct answers and account adjustments. IRS officials missed opportunities to analyze data to better understand the factors affecting telephone …

A letter report issued by the General Accounting Office with an abstract that begins "GAO reviewed the Department of State's fiscal year 2000 performance report and its fiscal year 2002 performance plan. Weaknesses in State's fiscal year 2000 performance report made it difficult to determine the department's progress toward achieving such key outcomes as eliminating the threat from weapons of mass destruction and expanding foreign markets for U.S. products and services. These weaknesses are rooted in performance goals and indicators established in State's performance plan for 2000, which GAO criticized in an earlier report. State has taken a major step toward implementing Government Performance and Results Act of 1993 requirements by producing a fiscal year 2002 plan that is superior to earlier efforts. State will need to focus on reporting on all indicators in the plan and, if targets are not achieved, clearly explain why and what actions it plans to achieve the targets in the future."

A technique for inhibiting the growth of laser-induced surface damage on fused silica, initiated and propagated at the 351 nm laser wavelength, has been investigated. The technique exposes the damage sites to single pulses of a CO{sub 2} laser operating at the 10.6 {micro}m wavelength at or near beam focus. This method results in a very localized treatment of the laser damage site and modifies the site such that laser damage does not propagate further. A laser damage site initiated with a single pulse of 355 nm laser light at {approx} 45 J cm{sup -2} and 7.5 ns pulse duration grows rapidly upon further illumination at 8 J cm{sup -2} with 100% probability. Treatment of these sites with single pulses of 10.6 {micro}m laser light for one second at a power level of between 17 and 37 Watts with a beam diameter of 5 mm alters the damage site such that it does not grow with subsequent 351 nm laser illumination at 8 J cm{sup -2} 10 ns pulse duration for > 1000 shots. The technique has been found to be 100% effective at stopping the growth of the laser damage.

Transcript of an oral interview with Cliff Robertson. Robertson was a crewman on a small, old freighter (SS Admiral Cole) about 150 miles out of Iloilo (in the vicinity of Philippines Islands) when his ship was bombed by a Japanese 4-engine amphibious plane - the same time Pearl Harbor was being bombed. Although their ship was damaged by the bombs, they got to Zamboanga and then were in the China Sea when the USS Houston (CA-30) was sunk. They finally got out down through Tora Straits and then out along the Great Barrier Reef to Sidney, Australia. They went to New Zealand for repairs and then sailed for San Francisco, California which is where they had started. Robertson signed off the ship. He went off to Antioch College and worked for the Springfield Daily News in Springfield, Ohio at the same time. Robertson wanted to fly but his eyesight wasn't good enough so he went into the Merchant Marine. After training on Catalina Island, he was assigned to a tanker. The other ships he remembered being on were SS Craig and SS Jonathan. Robertson made several trips to the South Pacific and contracted malaria on one. Later on, he went …

The National Museum of the Pacific War presents an oral interview with Wallace Pickard. Pickard was born in New York City on 2 August 1919. In 1940 he was accepted into the US Army Air Corps and tells of the various aircraft in which he trained and the different air fields to which he was assigned. In September 1941 he was assigned to Reconnaissance Squadron Four at Hickam Field, Hawaii. He was awakened by the sounds of explosions on 7 December 1941 as the Japanese launched their attack on Pearl Harbor. During the attack, Pickard received shell fragment wounds to his hand, back and hip. He was transported to Tripler Hospital for treatment. While preparations were being made to amputate his hand a visiting trauma surgeon took interest in his case and ultimately saved it. In February 1942 he was sent to Letterman General Hospital, then to Walter Reed Hospital for treatment. He underwent twenty-two operations for his injuries. In June 1942 he was assigned as aide to General George Marshall. He tells of the circumstances that precluded his assignment and describes his duties. In 1944 he was discharged for medical reasons but was recalled and became an executive officer …
