Chemical and Biological Defense: DOD Should Clarify Expectations for Medical Readiness

Testimony issued by the General Accounting Office with an abstract that begins "A 1995 Presidential Decision Directive gave the highest priority to developing the capabilities to detect, prevent, defeat, and manage the consequences of a nuclear, biological, or chemical attack. In addition, the former Secretary of Defense emphasized at his 1997 confirmation hearing the threat that U.S. forces abroad face from chemical and biological weapons. The Office of the Secretary of Defense, the joint staff, and the armed services play distinct but interrelated roles in ensuring medical readiness. Defense planning is led by the Office of the Secretary of Defense, which sets policy and develops defense planning guidance. On the basis of this guidance, the Joint Chiefs issue a biannual Joint Strategic Capabilities Plan for the nation's unified combat commands. These commands are responsible for fighting and winning wars within a particular area, usually defined by geographical boundaries. The commanders-in-chief develop war plans and requirements that specify the combat troops and support that will be needed to meet the threat and mission assigned by the Capabilities Plan. Testimony issued by the General Accounting Office with an abstract that begins "The United States now confronts a range of diffuse threats that put increased destructive power into the hands of small states, groups, and individuals. These threats include terrorist attacks on critical infrastructure and computer systems, the potential use of weapons of mass destruction, and the spread of infectious diseases. Addressing these challenges will require leadership to develop and implement a homeland security strategy in coordination with all relevant partners, and to marshal and direct the necessary resources. The recent establishment of the Office of Homeland Security is a good first step, but questions remain about how this office will be structured, what authority its Director will have, and how this effort can be institutionalized and sustained over time. Although homeland security is an urgent and vital national priority, the United States still must address short-term and long-term fiscal challenges that were present before September 11."

Synar Amendment Implementation: Quality of State Data on Reducing Youth Access to Tobacco Could Be Improved

A letter report issued by the General Accounting Office with an abstract that begins "Every day, about 3,000 young people become regular smokers. It is estimated that one-third of them will die from smoking-related diseases. If children and adolescents can be prevented from using tobacco products they are likely to remain tobacco-free for the rest of their lives. In 1992, Congress enacted legislation, known as the Synar amendment, to reduce the sale and distribution of tobacco products to individuals under the age of 18. States are required to enforce laws that prohibit tobacco sales to minors, conduct random inspections of tobacco retail or distribution outlets to estimate the level of compliance with Synar requirements, and report the results of these efforts to the Department of Health and Human Services (HHS). The Synar amendment and regulation are the only federal requirements that seek to prohibit the sale and distribution of tobacco products to minors. GAO found that weaknesses in the states' implementation of Synar and in HHS oversight may be adversely affecting the quality and comparability of state-reported estimates of the percentage of retailers that violate laws prohibiting tobacco sales to minors. Weapons of Mass Destruction: Assessing U.S. Policy Tools for Combating Proliferation

Testimony issued by the General Accounting Office with an abstract that begins "The attacks of September 11 and the recent anthrax cases have heightened long-standing concerns about the proliferation of weapons of mass destruction. The United States and the international community have undertaken several efforts over the years to secure these weapons and prevent their spread. Today, there is renewed need to maintain strong international controls over such weapons and related technologies, and to reevaluate the effectiveness of the controls. The United States has used the following four key policy instruments to combat the proliferation of weapons of mass destruction: (1) international treaties, (2) multilateral export control arrangements, (3) U.S. export controls, and (4) security assistance to other countries. Each instrument is important to preventing the transfer of weapons of mass destruction and associated technologies to terrorists or rogue states, but each has limitations. International treaties restrict transfers of weapons of mass destruction technologies, but their effectiveness depends on whether treaties can be verified and enforced and whether all countries of concern are members. Intermetallic Alloys: Patterns and Complexity. Final Technical Report

This report summarizes the research accomplishment of the P.I. and her collaborators. The major findings are (a) in the area of ordering in metallic alloys, the interplay between chemical and structural short-range order and (b) in the area of glassy dynamics in frustrated spin models. In the context of alloys, the development of a theoretical framework for incorporating the correlation between chemical and structural degrees of freedom has been a major accomplishment. The work on frustrated spin models has had a major impact on the understanding of the glass transition.

Study of Second Phase Particles and Fe content in Zr Alloys Using the Advanced Photon Source at Argonne

We have conducted a study of second phase particles and matrix alloying element concentrations in zirconium alloys using synchrotron radiation from the Advanced Photon Source (APS) at Argonne National Laboratory. The high flux of synchrotron radiation delivered at the 2BM beamline compared to conventional x-ray generators, enables the detection of very small precipitate volume fractions. We detected the standard C14 hcp Zr(Cr,Fe)2 precipitates, (the stable second phase in Zircaloy-4) in the bulk material at a cumulative annealing parameter as low as 10-20 h, and we followed the kinetics of precipitation and growth as a function of the cumulative annealing parameter (CAP) in the range 10-22 (quench) to 10-16 h. In addition, the unique combination of spatial resolution and elemental sensitivity of the 2ID-D/E microbeam line at the Advanced Photon Source at Argonne (APS) allows study of the alloying element concentrations at ppm levels in an area as small as 0.2 mm. We used x-ray fluorescence induced by this sub-micron x-ray beam to determine the concentration of these alloying elements in the matrix as a function of alloy type and thermal history. We discuss these results and the potential of synchrotron radiation-based techniques for studying zirconium alloys.

High Temperature Materials Laboratory Thirteenth Annual Report: October 1999 Through September 2000

The High Temperature Materials Laboratory (HTML) User Program continued to work with industrial, academic, and governmental users this year, accepting 86 new projects and developing 50 new user agreements. The table on the following page presents the breakdown of these statistics. The figure on page 2 depicts the continued growth in user agreements and user projects. You may note that our total number of proposals is nearing 1000, and we expect to achieve this number in our first proposal review meeting of FY 2001. The large number of new agreements bodes well for the future. A list of proposals to the HTML follows this section; at the end of the report, we present a list of agreements between HTML and universities and industries, broken down by state. Program highlights this year included several outstanding user projects (some of which are discussed in later sections), the annual meeting of the HTML Programs Senior Advisory Committee, the completion of a formal Multiyear Program Plan (MYPP), and finalization of a purchase agreement with JEOL for a new-generation electron microscope.

Protective Clothing Based on Permselective Membrane and Carbon Adsorption

The goal of this project was to develop chemical protective clothing for use by DOE decontamination and decommissioning workers that is sufficiently water vapor permeable to keep the workers cool, thereby enhancing their productivity. This report describes the results of Phase II of a two-phase project to complete development of the novel permselective material and to test protective clothing made from the fabric. In Phase I a novel material incorporating a nonporous hydrophilic polyvinylacohol (PVA) layer, which is water vapor permeable but relatively impermeable to organic vapors, was developed. The results of the Phase I tests showed that the chemical resistance of the MTR material is comparable to that of Saranex/Tyvek materials, and that the comfort properties are closer to those of Tyvek (as measured in terms of CLO and permeability). Chemical resistance was measured using permeation tests against liquid dichloromethane. Comfort properties were ascertained by measuring the water vapor transmission of the material and by sweating manikin tests on whole protective suits. In addition, a cost/benefit analysis demonstrated that use of MTR's material technology could result in significant improvements in work productivity and cost savings if protective clothing items made from the new material were used more than once. …
