A 3-year plan for beam science in the heavy-ion fusion virtual national laboratory

In December 1998, LBNL Director Charles Shank and LLNL Director Bruce Tarter signed a Memorandum of Agreement to create the Heavy-Ion Fusion Virtual National Laboratory (HIF-VNL) with the purpose of improving the efficiency and productivity of heavy ion research through coordination of the two laboratories' efforts under one technical director. In 1999, PPPL Director Robert Goldston signed the VNL MOA for PPPL's heavy-ion fusion group to join the VNL. LBNL and LLNL each contribute about 45% of the $10.6 M/yr trilab VNL effort, and PPPL contributes currently about 10% of the VNL effort. The three labs carry out collaborative experiments, theory and simulations of a variety of intense beam scientific issues described below. The tri-lab HIF VNL program is part of the DOE Office of Fusion Energy Sciences (OFES) fusion program. A short description of the four major tasks areas of HIF-VNL research is given in the next section. The task areas are: High Current Experiment, Final Focus/Chamber Transport, Source/Injector/Low Energy Beam Transport (LEBT), and Theory/Simulation. The Gordon Research Conference on Archaea: Ecology, Metabolism [and Molecular Biology] was held at Proctor Academy, Andover, New Hampshire, August 5-10, 2001. The conference was attended by 135 participants. The attendees represented the spectrum of endeavor in this field, coming from academia, industry, and government laboratories, and included US and foreign scientists, senior researchers, young investigators, and students. Emphasis was placed on current unpublished research and discussion of the future target areas in this field. There was a conscious effort to stimulate discussion about the key issues in the field today. Session topics included the following: Ecology and genetic elements; Genomics and evolution; Ecology, genomes and gene regulation; Replication and recombination; Chromatin and transcription; Gene regulation; Post-transcription processing; Biochemistry and metabolism; Proteomics and protein structure; Metabolism and physiology. Annual Report for NERI Proposal No.2000-0109 on Forewarning of Failure in Critical Equipment at Next-Generation Nuclear Power Plants

This annual report describes the first year's accomplishments under the NERI2000-109 project. We present a model-independent approach to quantify changes in the nonlinear dynamics underlying time-serial data. From time-windowed data sets, we construct discrete distribution functions on the phase space. Condition change between base case and test case distribution functions is assessed by dissimilarity measures via L{sub 1}-distance and {chi}{sup 2} statistic. The discriminating power of these measures is first tested on noiseless model data, and then applied for detecting dynamical change in power from a motor-pump system. We compare the phase-space dissimilarities with traditional linear and nonlinear measures used in the analysis of chaotic systems. We also assess the potential usefulness of the new measures for robust, accurate, and timely forewarning of equipment failure.

Anti-Money Laundering: Efforts in the Securities Industry

A letter report issued by the General Accounting Office with an abstract that begins "To disguise illegally obtained funds, money launderers have traditionally targeted banks, which accept cash and arrange domestic and international fund transfers. However, criminals seeking to hide illicit funds may also be targeting the U.S. securities markets. Although few documented cases exist of broker-dealer or mutual fund accounts being used to launder money, law enforcement agencies are concerned that criminals may increasingly try to use the securities industry for that purpose. Most broker-dealers or firms that process customer payments for mutual funds are subject to U.S. anti-money laundering requirements. However, unlike banks, most of these firms are not required to report suspicious activities. The Treasury Department is now developing a rule requiring broker-dealers to report suspicious activities. Treasury expects that the rule will be issued for public comment by the end of this year. Various intergovernmental groups, such as the Financial Action Task Force, have been working on recommendations that call for member nations to take various steps to combat money laundering through their financial institutions, including requiring securities firms to report suspicious activities. The Class 2 Project at West Welch was designed to demonstrate the use of advanced technologies to enhance the economics of improved oil recovery (IOR) projects in lower quality Shallow Shelf Carbonate (SSC) reservoirs, resulting in recovery of additional oil that would otherwise be left in the reservoir at project abandonment. Accurate reservoir description is critical to the effective evaluation and efficient design of IOR projects in the heterogeneous SSC reservoirs. Therefore, the majority of Budget Period 1 was devoted to reservoir characterization. Technologies being demonstrated include: (1) Advanced petrophysics; (2) Three-dimensional (3-D) seismic; (3) Crosswell bore tomography; (4) Advanced reservoir simulation; (5) Carbon dioxide (CO{sub 2}) stimulation treatments; (6) Hydraulic fracturing design and monitoring; and (7) Mobility control agents.

Best Practices: DOD Teaming Practices Not Achieving Potential Results

A chapter report issued by the General Accounting Office with an abstract that begins "GAO examined how best practices could help the Department of Defense (DOD) maximize the benefits of integrated product teams in its development of weapon systems. GAO conducted eight case studies--three from leading commercial firms; four from DOD programs experiencing cost, schedule, and performance problems; and one from a DOD program that has been meeting its objectives. GAO found that effective integrated product teams can make significant development decisions quickly and without relying on heavy consultations with organizations outside of the team. These teams have developed and delivered superior products within predicted time frames and budgets--often cutting calendar time in half compared with earlier products delivered without such teams. Officials from the more successful programs GAO reviewed--three commercial and one from DOD--all cited integrated product teams as a main factor in achieving such results. GAO found that the teams did not operate as effectively in the four DOD programs that were not meeting cost and schedule objectives. Their decision-making processes were sequential and involved many outside consultations for information and approval."

Beta and Gamma Correction Factors for the Eberline R0-20 Ionization Chamber Survey Instrument

This technical document provides details of derived correction factors for the Eberline R0-20 survey meter, which uses an ionization chamber to measure ambient exposure rates. A thin end window allows the instrument to measure exposure rates from non-penetrating radiation (i.e., beta radiation). Correction factors are provided for contact measurements with beta and gamma disk sources, gamma beams and, finally, general area beta fields. Beta correction factors are based on the instrument's response to 204Tl, selected as the most conservative isotope for beta correction factors, as indicated in previous studies of similar instruments using 204Tl, 147Pm, and 90Sr(Y) isotopes (LANL 1982). Gamma correction factors are based on 137Cs, considered the predominant source of gamma radiation on the Hanford Site.

Broadband Internet Access: Background and Issues

From a public policy perspective, the goals are to ensure that broadband deployment is timely, that industry competes fairly, and that service is provided to all sectors and geographical locations of American society. The federal government -- through Congress and the Federal Communications Commission (FCC) -- is seeking to ensure fair competition among the players so that broadband will be available and affordable in a timely manner to all Americans who want it. While the FCC's position is not to intervene at this time, some assert that legislation is necessary to ensure fair competition and timely broadband deployment. One proposal would ease certain legal restrictions and requirements, imposed by the Telecommunications Act of 1996, on incumbent telephone companies who provide high speed data (broadband) access. Another proposal would compel cable companies to provide "open access" to competing Internet service providers.

CALCIUM CARBONATE PRODUCTION BY COCCOLITHOPHORID ALGAE IN LONG TERM, CARBON DIOXIDE SEQUESTRATION

Predictions of increasing levels of anthropogenic carbon dioxide (CO{sub 2}) and the specter of global warming have intensified research efforts to identify ways to sequester carbon. A number of novel avenues of research are being considered, including bioprocessing methods to promote and accelerate biosequestration of CO{sub 2} from the environment through the growth of organisms such as coccolithophorids, which are capable of sequestering CO{sub 2} relatively permanently. Calcium and magnesium carbonates are currently the only proven, long-term storage reservoirs for carbon. Whereas organic carbon is readily oxidized and releases CO{sub 2} through microbial decomposition on land and in the sea, carbonates can sequester carbon over geologic time scales. This proposal investigates the use of coccolithophorids--single-celled, marine algae that are the major global producers of calcium carbonate--to sequester CO{sub 2} emissions from power plants. Cultivation of coccolithophorids for calcium carbonate (CaCO{sub 3}) precipitation is environmentally benign and results in a stable product with potential commercial value. Because this method of carbon sequestration does not impact natural ecosystem dynamics, it avoids controversial issues of public acceptability and legality associated with other options such as direct injection of CO{sub 2} into the sea and ocean fertilization. These advertisements are often interpreted to favor or disfavor certain candidates, while also serving to inform the public about a policy issue. However, unlike communications that expressly advocate the election or defeat of a clearly identified candidate, the Supreme Court has determined that issue ads are constitutionally protected First Amendment speech that cannot be regulated in any manner. According to most lower court rulings, only speech containing express words of advocacy of election or defeat, also known as "express advocacy" or "magic words" can be regulated as election-related communications and therefore be subject to the requirements of the Federal Election Campaign Act (FECA). Upcoming legislation would further investigate and elaborate upon this issue.

Characteristics of the First H-mode Discharges in NSTX

We report observations of the first low-to-high (L-H) confinement mode transitions in the National Spherical Torus Experiment (NSTX). The H-mode energy confinement time increased over reference L-mode discharges transiently by 100-300%, as high as {approximately}150 ms. This confinement time is {approximately}1.8-2.3 times higher than predicted by a multi-machine ELM-free H-mode scaling. This achievement extends the H-mode window of fusion devices down to a record low aspect ratio (R/a) {approximately} 1.3, challenging both confinement and L-H power thresholds scalings based on conventional aspect ratio tokamaks.

Chemical and Biological Defense: Improved Risk Assessment and Inventory Management Are Needed

A letter report issued by the General Accounting Office with an abstract that begins "The Department of Defense (DOD) believes it is increasingly likely that an adversary will use chemical or biological weapons against U.S. forces to degrade superior U.S. conventional warfare capabilities, placing servicemembers' lives and effective military operations at risk. To reduce the effects of such an attack on military personnel, DOD has determined the quantity of chemical and biological protective suits, masks, breathing filters, gloves, boots, and hoods that are needed based on projected wartime requirements. DOD's assessment process is unreliable for determining the risk to military operations. DOD's 2000 report is inaccurate because it includes erroneous inventory data and wartime requirements. Inadequate inventory management is an additional risk factor because readiness can be compromised by DOD's inventory management practices, which prevent an accurate accounting of the availability or adequacy of its protective equipment."

The objective of this study was to evaluate site-specific effects for early life-stage (eyed eggs to free swimming juveniles) fall chinook salmon that might be exposed to hexavalent chromium from Hanford groundwater sources. Our exposure conditions included hexavalent chromium obtained from Hanford groundwater wells near the Columbia River, Columbia River water as the diluent, and locally adapted populations of fall chinook salmon. This report describes both a 96-hr pretest using rainbow trout eggs and an early life-stage test beginning with chinook salmon eggs.

Clean Water Act Issues in the 107th Congress

Key water quality issues that may face the 107th Congress include: actions to implement existing provisions of the Clean Water Act (CWA), whether additional steps are necessary to achieve overall goals of the Act, and the appropriate federal role in guiding and paying for clean water activities. Legislative prospects for comprehensively amending the Act have for some time stalled over whether and exactly how to change the law. If clean water issues receive attention in the 107th Congress, consideration of specific issues will depend in part on the CWA policy agenda of the new Bush Administration and on priorities of the key committees that have major jurisdiction over the Act.

CO-FIRING COAL: FEEDLOT AND LITTER BIOMASS FUELS

The following are proposed activities for quarter 3 (12/15/00-3/14/01): (1) Conduct TGA and fuel characterization studies - Task 1; (2) Continue to perform re-burn experiments. - Task 2; (3) Design fixed bed combustor. - Task 3; and (4) Modify the PCGC2 code to include moisture evaporation model - Task 4. The following were achieved During Quarter 3 (12/15/0-3/14/01): (1) Conducted TGA and Fuel Characterization studies (Appendix I). A comparison of -fuel properties, TGA traces etc is given in Appendix I. Litter has 3 and 6 times more N compared to coal on mass and heat basis. The P of litter is almost 2 % (Task 1). Both litter biomass (LB) and feedlot biomass (FB) have been pulverized. The size distributions are similar for both litter and FB in that 75 % pass through 150 {micro}m sieve while for coal 75 % pass through 60 {micro}m sieve. Rosin Rammler curve parameters are given. The TGA characteristics of FB and LB are similar and pyrolysis starts at 100 C below that of coal; (2) Reburn experiments with litter and with FB have been performed (Appendix II) -Task 2. Comprehensive Review of Applicable Supercritical Fluid Extraction Research

This comprehensive supercritical fluid extraction (SFE) literature review is divided into three major sections. The first section describes the electronic literature search details including the abstract service used and the different topics searched. This section also contains an overview of the seven search topics that yielded relevant references along with a brief synopsis of the most significant literature citations. These seven groupings are (1) chemical warfare agents; (2) explosives; (3) hazardous chemicals; (4) poisons, toxins and mycotoxins; (5) toxic (lethal) chemical and toxicants; (6) pesticides in soil; and (7) pesticides from plant and animal tissues. The second section contains tables of each of these groupings. Each of the seven tables contains entries for individual literature citations listed along with the specific compounds or compound classes that are addressed. The third section refers to the abstracts used in the literature search.
