Beginning with a brief discussion of the historical background, the report analyzes the leading Supreme Court decisions over the past twenty-eight years, emphasizing particularly the landmark decisions in Roe and Doe, the Court’s shift in direction in Webster v. Reproductive Health Services and Planned Parenthood of Southeastern Pennsylvania v. Casey, and the Court’s most recent decision on abortion, Stenberg v. Carhart. The Court’s decisions on the constitutionality of restricting public funding for abortion are also discussed.

Aquifer Transport of Th, U, Ra, and Rn In Solution and Colloids

The ability to safely store radioactive materials for long periods of time depends on our understanding of the conditions that mobilize the nuclei, which requires an understanding of the mechanisms of dissolution and transport in aquifers. The objective of this research was to gain an understanding of the dissolution and transport of naturally occurring uranium, thorium, and their radioactive daughter products in groundwater systems without using injected tracers or accidental contaminants. The study involved analyses of groundwater in and around the Brookhaven National Laboratory site and the water supply system. A theoretical model of continuous flow was developed considering chemical, physical, and geologic properties. This is the first model of water transport in the vadose zone and the groundwater table with water-rock interactions supplying insight into the problems of mobilization and precipitation. We derived clear theoretical predictions on U and Th behavior in groundwater. The combination of sound theory and good data was successful. Most of the variation in uranium isotopes was due to the original imprint of near-surface weathering and not to water-rock reactions at depth. Benefits of Qualitative Simulation for Managing Fluctuating Staffing Needs

Management of the High Level Waste Program Office at the Idaho National Environmental and Engineering Laboratory has projected oscillating future employment levels. A simple computer model was created to help convince management that qualitative modeling of ''soft'' variables can provide appreciable insight into the consequences and performance of alternative staffing policies. Advocacy of the model underlying the simulation or a particular strategy did not motivate the study, but rather a desire to instill enthusiasm and elicit new and improved conceptual models from management. Six qualitative and three quantitative generic insights to managing staffing levels are gained from the simulations. These insights in their generic form should be familiar to those knowledgeable of system dynamics or computer/instrument process control. Their potential usefulness to developing staffing strategies is stressed. The two primary overarching assertions that flow from the simulation results are: (1) the presence of multiple feedbacks, time delays, and continuous flows introduce instability into a personnel system that complicates the management of staffing levels. Many times ''soft'' variables, such as morale, productivity, and efficiency are the sources of such influences; and (2) such influences can be successfully modeled. Building a High Performance Raw Disk Subsystem for Alpha/Linux

The Linux kernel version 2.2.19 lacks UNIX-style raw disk support, and its SCSI layer is optimized for small transfer sizes. This report describes kernel patches to add raw disk support and enhance performance in the SCSI layer and QLA2x00 Fibre Channel device driver for large transfer sizes. Benchmarks demonstrate raw disk performance of 191 megabytes/second write, 176 megabytes/second read for one megabyte random I/O on a Compaq ES40 computer system with two QLogic QLA2200F Fibre Channel host bus adapters, each connected to two Ciprico RF7010 arrays on arbitrated loop.

A low-{beta} insertion has been designed for the BTeV experiment at C0. With {+-} 12 m for detector space, a {beta}* of 0.5 m can be achieved using 170 T/m magnets in the final focus triplets. A total half-crossing angle of 240 {micro}r is necessary to keep the beams separated by 5{sigma} at the 2nd parasitic crossing. There are 2 possible Tevatron collision scenarios: B0 and D0, but not C0, and; C0, but not B0 or D0.

Child Care: States Increased Spending on Low-Income Families

A letter report issued by the General Accounting Office with an abstract that begins "Nationwide, states reported that federal and state expenditures for child care under the Child Care and Development Fund (CCDF) block grant and the Temporary Assistance for Needy Families (TANF) block grant grew from $4.1 billion in fiscal year 1997 to $6.9 billion in fiscal year 1999 and totaled over $16 billion in constant fiscal year 1997 dollars for this three-year period. More than half of the children whose child care was subsidized with CCDF funds were cared for in centers, and CCDF subsidies for all types of care were primarily provided through vouchers. Eligible parents who were subsidized by CCDF were offered a choice of receiving a voucher to pay a provider of their choosing or using a provider who had a contract with the state. More than half of all the states gave TANF and former TANF families transitioning to work first or second priority for receiving child care subsidies while other eligible low-income families were assigned lower priorities. The standards were challenged in the courts, and implementation is currently in limbo, pending resolution of appeals to the Supreme Court. The Court heard oral arguments November 7, 2000, and a decision is expected in spring 2001. The decision is likely to stimulate congressional oversight, and perhaps legislation.

Coast Guard: Progress Being Made on Deepwater Project, but Risks Remain

A letter report issued by the General Accounting Office with an abstract that begins "The Coast Guard is in the final stages of planning the largest procurement project in its history-the modernization or replacement of more than 90 cutters and 200 aircraft used for missions more than 50 miles from shore. This project, called the Deepwater Capability Replacement Project, is expected to cost more than $10 billion and take 20 years or longer to complete. Congress and the Coast Guard are at a major crossroads with the project. Planning is essentially complete, and Congress will soon be asked to commit to a multibillion-dollar project that will define the way the Coast Guard performs many of its missions for decades to come. The deepwater acquisition strategy is unique and untried for a project of this magnitude. It carries many risks that could potentially cause significant schedule delays and cost increases. The project faces risks in the following four areas: (1) planning the project around annual funding levels far above what the administration has told the Coast Guard it can expect to receive, (2) keeping costs under control in the contract's later years, (3) ensuring that procedures and personnel are in place …

The 4-8 GHz Transverse Debuncher Cooling Systems are power limited. Misalignments and imperfections in the transverse pickup arrays will generate a longitudinal signal in addition to the betatron signal. This longitudinal signal can use up a significant fraction of the precious TWT power if the imperfections are large enough. This note will summarize calculations of the contributions to the longitudinal signal observed in the transverse systems of the 4-8 GHz Debuncher slow-wave pickup arrays due to various misalignments and imperfections.

The subject milestone was completed on March 1st. This milestone signifies the completion the mechanical installation and assembly of PuCTF in room 1345 in the LLNT Plutonium Facility. This installation included equipment both in room 1345 and in the loft, As reported in the last milestone, ''LLNL Pu Facility space prepared for installation of PUCTF'', milestone 6.2.2/Fy00/c, steel plates had been installed on the floor to support the PuCTF glovebox and equipment. The steel plate system was a substantial help in completing the mechanical installation reported here. The glovebox sections were brought into the room and attached together. Temporary seismic tie-down straps were used to brace the assembly. This temporary tie-down also provided Flexibility for alignment and adjustment. The internal equipment, (attritors, granulator, press feed shoe and die set, furnace, robot and powder transport system) were subsequently installed. The glovebox was then welded to the steel plates for permanent seismic anchoring. The control racks were attached to the floor and are ready for wiring and the press hydraulic power unit has been installed in the loft.

Computational Benchmark for Estimation of Reactivity Margin from Fission Products and Minor Actinides in PWR Burnup Credit

This report proposes and documents a computational benchmark problem for the estimation of the additional reactivity margin available in spent nuclear fuel (SNF) from fission products and minor actinides in a burnup-credit storage/transport environment, relative to SNF compositions containing only the major actinides. The benchmark problem/configuration is a generic burnup credit cask designed to hold 32 pressurized water reactor (PWR) assemblies. The purpose of this computational benchmark is to provide a reference configuration for the estimation of the additional reactivity margin, which is encouraged in the U.S. Nuclear Regulatory Commission (NRC) guidance for partial burnup credit (ISG8), and document reference estimations of the additional reactivity margin as a function of initial enrichment, burnup, and cooling time. Consequently, the geometry and material specifications are provided in sufficient detail to enable independent evaluations. Estimates of additional reactivity margin for this reference configuration may be compared to those of similar burnup-credit casks to provide an indication of the validity of design-specific estimates of fission-product margin. The reference solutions were generated with the SAS2H-depletion and CSAS25-criticality sequences of the SCALE 4.4a package. Although the SAS2H and CSAS25 sequences have been extensively validated elsewhere, the reference solutions are not directly or indirectly based on experimental …

The preparation of this technical report has two objectives. The first objective is to discuss the base case concepts of waste transport, emplacement, and retrieval operations and evaluate these operations relative to a lower-temperature repository design. Aspects of the operations involved in waste transport, emplacement and retrieval may be affected by the lower-temperature operating schemes. This report evaluates the effects the lower-temperature alternatives may have on the operational concepts involved in emplacing and retrieving waste. The second objective is to provide backup material for the design description, in a traceable and defensible format, for Section 2 of the Waste Emplacement/Retrieval System Description Document.

In 1993, the Oak Ridge National Laboratory (ORNL) entered into a Cooperative Research and Development Agreement (CRADA) with the Automotive Composites Consortium (ACC) to conduct research and development that would overcome technological hurdles to the adhesive bonding of current and future automotive materials. This effort is part of a larger Department of Energy (DOE) program to promote the use of lighter weight materials in automotive structures for the purpose of increasing fuel efficiency and reducing environmental pollutant emissions. In accomplishing this mission, the bonding of similar and dissimilar materials was identified as being of primary importance to the automotive industry since this enabling technology would give designers the freedom to choose from an expanded menu of low mass materials for component weight reduction. The research undertaken under this CRADA addresses the following areas of importance: bulk material characterization, structural fracture mechanics, modeling/characterization, process control and nondestructive evaluation (PC/NDE), manufacturing demonstration, and advanced processing. For the bulk material characterization task, the individual material properties of the adherends and adhesives were characterized. This included generating a database of mechanical and physical properties, after identifying and developing standard test methods to obtain properties. This Corrective Action Investigation Plan contains the U.S. Department of Energy, Nevada Operations Office's (DOE/NV's) approach to collect the data necessary to evaluate corrective action alternatives (CAAs) appropriate for the closure of Corrective Action Unit (CAU) 487, Thunderwell Site, Tonopah Test Range (TTR), Nevada, under the Federal Facility Agreement and Consent Order. Corrective Action Unit 487 consists of a single Corrective Action Site (CAS), RG 26-001-RGRV, Thunderwell Site. The site is located in the northwest portion of the TTR, Nevada, approximately five miles northwest of the Area 3 Control Point and closest to the Cactus Flats broad basin. Historically, Sandia National Laboratories in New Mexico used CAU 487 in the early to mid-1960s for a series of high explosive tests detonated at the bottom of large cylindrical steel tubes. Historical photographs indicate that debris from these tests and subsequent operations may have been scattered and buried throughout the site. A March 2000 walk-over survey and a July 2000 geophysical survey indicated evidence of buried and surface debris in dirt mounds and areas throughout the site; however, a radiological drive-over survey also performed in July 2000 indicated that no radiological hazards were identified at this site.
