Food Stamp Program: States Seek to Reduce Payment Errors and Program Complexity

A letter report issued by the General Accounting Office with an abstract that begins "In fiscal year 2000, the Department of Agriculture's Food Stamp Program, administered jointly by the Food and Nutrition Service (FNS) and the states, provided $15 billion in benefits to an average of 17.2 million low-income persons each month. FNS, which pays the full cost of food stamp benefits and half of the states' administrative costs, promulgates program regulations and oversees program implementation. The states run the program, determining whether households meet eligibility requirements, calculating monthly benefits the households should receive, and issuing benefits to participants. FNS assesses the accuracy of states' efforts to determine eligibility and benefits levels. Because of concerns about the integrity of Food Stamp Program payments, GAO examined the states' efforts to minimize food stamp payment errors and what FNS has done and could do to encourage and assist the states reduce such errors. GAO found that all 28 states it examined had taken steps to reduce payment errors. These steps included verifying the accuracy of benefit payments calculated through supervisory and other types of casefile reviews, providing specialized training for food stamp workers, analyzing quality control data to determine causes of errors …

Managing for Results: Human Capital Management Discussions in Fiscal Year 2001 Performance Plans

The act requires that annual performance plans describe how agencies will use their human capital to accomplish their goals and objectives. Designing, implementing, and maintaining a strategic human capital management focus are critical to maximizing performance and ensuring that government is accountable to the American people. GAO found that the human capital challenges described in fiscal year 2001 performance plans reflected the different levels of attention agencies are to pay this critical issue. GAO contends that the breadth, depth, and specificity of many related human capital goals and strategies needs to be increased. The plans' discussions of human capital increasingly need to focus on describing human capital challenges. The plans need to specify the what, why, how, and when of the strategies to address those challenges. The discussions should also better link human capital management and the agencies' strategic and program planning to maximize performance and ensure optimal resource allocation. USDA Graduate School: Revenue Reporting Needs to Be Improved

As a nonappropriated fund instrumentality, the Graduate School relies solely on income from the training it offers. During fiscal year 1999, the federal agencies GAO reviewed had 20 interagency agreements with the Graduate School totaling about $5.7 million. The agencies also had 531 contracts, totaling $29 million, with private companies for training and related services. The Graduate School's financial statements for fiscal year 1999 incorrectly identified the portion of revenue that was earned through interagency agreements. This misclassification occurred primarily because of the Graduate School's reporting policies."

A letter report issued by the General Accounting Office with an abstract that begins "GAO reviewed the National Aeronautics and Space Administration's (NASA) fiscal year 2000 performance report to assess the agency's progress in achieving selected key outcomes important to NASA's mission. The selected key outcomes are to (1) expand scientific knowledge of the Earth system, (2) expand the commercial development of space, and (3) deploy and operate the International Space Station safely and cost effectively. NASA reported mixed progress in achieving these key outcomes. In general, NASA's strategies for achieving unmet performance targets for theses outcomes are clear and reasonable. NASA achieved most targets related to expanding knowledge of the Earth system. However, its progress in other areas was more limited. NASA has made improvements in its fiscal year 2000 performance report in comparison to its fiscal year 1999 performance report. Specifically, NASA describes its verification and validation efforts and discloses its data sources for each performance target. NASA's report partially addressed the governmentwide high-risk area of strategic human capital management but not the area of information security. A letter report issued by the General Accounting Office with an abstract that begins "TThe United States and Russia began an ambitious nonproliferation program, the Nuclear Cities Initiative (NCI), to create sustainable job opportunities for weapons scientists in Russia's closed nuclear cities and to help Russia accelerate the downsizing of its nuclear weapons complex in in 1998. The program, however, poses a daunting challenge. The nuclear cities are geographically and economically isolated, access is restricted for security reasons, and weapons scientists are not accustomed to working for commercial businesses. Thus, Western businesses are reluctant to invest in the nuclear cities. This report reviews (1) the costs to implement NCI, including the amount of program funds spent in the United States and Russia, as well as planned expenditures; (2) the impact of NCI projects; and (3) the status of the European Nuclear Cities Initiative. The Chief Financial Officers (CFO) Act of 1990 calls for the modernization of federal financial management systems, including the systematic measurement of performance; the development of cost information; and the integration of program, budget, and financial information. The Federal Financial Management Improvement Act of 1996 (FFMIA) encourages agencies to have systems that generate timely, accurate, and useful information with which to make informed decisions and to ensure accountability on an ongoing basis. Auditors for 19 of the 24 CFO Act agencies reported that their agencies' financial management systems did not comply substantially with FFMIA requirements, compared to 21 agencies reported as not being substantially compliant for 1999. The auditors for five CFO Act agencies reported no instances in which the agencies' systems did not substantially comply with FFMIA. These auditors, however, did not definitively state whether the agencies' financial management systems substantially complied with FFMIA. Welfare Reform: More Research Needed on TANF Family Caps and Other Policies for Reducing Out-Of-Wedlock Births

A letter report issued by the General Accounting Office with an abstract that begins "To reduce out-of-wedlock pregnancies among welfare recipients, some states have imposed family caps on welfare benefits. One factor that determines the amount of cash benefits a family receives is the family's size--larger families receive more benefits. In states with a family cap policy, however, no additional cash benefits are provided with the birth of another. Twenty-three states have implemented some variation of a family cap, breaking the traditional link between a family's size and the amount of its monthly welfare check. Generally, these states implemented family cap policies as part of their welfare reforms to reduce out-of-wedlock births and to encourage self-sufficiency. During an average month in 2000, 20 of the 23 family cap states reported that about 108,000 families received less in cash benefits than they would have in the absence of state-imposed family cap policies. In an average month, about nine percent of welfare families in these states had their benefits affected by the family cap. A family's welfare benefits are affected by several factors, including earnings and receipt of child support. Therefore, states were unable to report the precise effect of the family …

A briefing report issued by the General Accounting Office with an abstract that begins "The North American Free Trade Agreement (NAFTA), which went into effect in 1994, was intended to spur trade and investment throughout North America. Separately, the three NAFTA countries--the United States, Canada, and Mexico--negotiated and entered into two side agreements, the North American Agreement on Environmental Cooperation and the North American Agreement on Labor Cooperation. The side agreements allow citizens and governments to raise questions about failures to effectively enforce environmental or labor laws in any of the three countries. This can be accomplished through both a submission process and a government-to-government dispute settlement process. NAFTA also provides protections for investors, such as nondiscriminatory treatment and the right to freely transfer funds related to an investment, as well as a mechanism to settle investor-state disputes through the agreement's chapter 11. A letter report issued by the General Accounting Office with an abstract that begins "In November 1997, the President called for the Department of Veterans Affairs (VA) and the Department of Defense (DOD) to create an interface that would allow the two agencies to share patient health information. By allowing health care providers to electronically share comprehensive patient information, computer-based patient record's (GCPR) should help VA, DOD, and the Indian Health Service (IHS) to improve the quality of care for their beneficiaries. But without a lead entity, a clear mission, and detailed planning to achieve that mission, it is difficult to monitor progress, identify project risks, and develop appropriate contingency plans to keep the project moving forward and on track. Critical project decisions were not made, and the agencies were not bound by those that were made. The VA and DOD Chief Information Officers' (CIO) action to focus on short-term deliverables and to capitalize on existing technologies is warranted and a step in the right direction. However, for fines to be effective, regulators must collect them. This report reviews fine collection by the Securities and Exchange Commission (SEC), the Commodity Futures Trading Commission (CFTC), and nine exchanges and industry associations that act as self-regulatory organizations (SRO) in the securities and futures industries. GAO (1) compares how the securities and futures regulators' current collection rates have changed since GAO's November 1998 report 1998 and assesses the changes they made in their fine imposition practices; (2) discusses the steps taken by SEC and CFTC to oversee the SROs' fine imposition activities, including the actions they have recently taken to improve this oversight; and (3) assesses the effectiveness of actions taken by SEC and CFTC to refer unpaid fines to the Financial Management Services (FMS). GAO studied the propriety of practices for bidding, awarding, and monitoring contracts and the adequacy of controls to monitor fuel and other payments to vendors. The network was moved to the Federal Reserve Bank of Atlanta (FRB Atlanta) in September 1998 and renamed Check Relay. Check Relay's internal controls are designed to ensure that each step of the contract evaluation and approval process conforms to FRB Atlanta and Federal Reserve System policies and that appropriate senior officials review and approve contract terms. Check Relay also ensures that all payments to vendors conform to contract terms. Another set of controls verifies that the amount of fuel used by Check Relay's vendors is consistent with expected levels and that fuel is provided only to the appropriate recipients. Check Relay is managed as a unit of the Retail Payments Office, which is managed out of FRB Atlanta. A letter report issued by the General Accounting Office with an abstract that begins "Following the 2000 presidential election, concerns were raised about the election process, including the ability of some voting equipment to render a complete and accurate vote count. Furthermore, minorities and disadvantaged voters were seen as more likely to have their votes not counted because they may have used less reliable voting equipment than affluent white voters. GAO found that although the state in which counties are located had more of an effect on the number of uncounted presidential votes than did counties' demographic characteristics or voting equipment, there were statistically significant effects on uncounted presidential votes. State differences accounted for 26 percent of the total variation in uncounted presidential votes across counties. State differences may have included such factors as statewide voter education efforts, state standards for determining what is a valid vote, the use of straight party ballots, the number of candidates on the ballot, the use of provisional ballots, and the extent to which absentee or early voting occurred."

Private Health Insurance: Small Employers Continue to Face Challenges in Providing Coverage

A letter report issued by the General Accounting Office with an abstract that begins "Many small employers--those with 50 or fewer workers--do not offer health benefits to their employees. This is particularly true for employers with fewer than 10 workers. The families of workers employed by small employers are about twice as likely to be uninsured as households with a worker at a large employer. Despite efforts by Congress and the states to help small employers buy coverage, many small employers continue to cite cost as a major obstacle to providing coverage. Small and large employers purchasing health insurance generally had comparable premiums in 1998, but this comparison does not fully reflect the challenges facing small employers in providing health insurance for their employees. Although the premiums were similar, the health plans offered by small employers were slightly less generous on average--they had slightly higher average cost-sharing requirements for their employees and were somewhat less likely to offer some benefits, excluding, for example, mental health services and chiropractic care. GAO found that new regulations and guidelines that may restrict U.S. exports of crops with a large biotech component are being enacted or considered by some U.S. trading partners and are also under discussion in various international organizations. These actions address approval, labeling, and traceability of agricultural biotech products. U.S. corn and soybean exports are most threatened by new foreign regulatory measures because of their biotech content. Although U.S. soybean exports have not yet experienced disruptions, U.S. corn exports have been largely shut out of the European Union (EU) market because U.S. farmers are producing some biotech varieties that have not been approved for marketing in the EU. U.S. agricultural biotech exports face several significant challenges in international markets. A letter report issued by the General Accounting Office with an abstract that begins "This report discusses the facts surrounding the ability of the Clinton White House to preserve certain electronic mail (e-mail) deemed official government records. GAO found that two malfunctions occurred in the White House e-mail system that prevented official records from being properly recorded in the Automated Records Management System (ARMS). The first problem involved an anomaly with incoming Internet e-mail users of the "Mail2" e-mail server. The second problem surfaced while the contractor was trying the resolve the first problem. During its efforts to determine the cause of the Mail2 e-mail errors, the letter D was deleted from a key piece of software, causing the ARMS scanner to skip e-mail accounts of users with first names beginning with the letter D. The White House began a costly and time-consuming project to recover e-mail records that had not been effectively managed. Several factors contributed to the cost and scope of the tape restoration project, including the contractor's performance of tape management and systems maintenance and legal scrutiny of e-mail malfunctions by external authorities."

However, these chemicals can have adverse effects on human health and the environment, and pests continue to develop resistance to them. Sustainable and effective agricultural pest management will require continued development and increased use of alternative pest management strategies, such as integrated pest management (IPM). Some IPM practices yield significant environmental and economic benefits in certain crops, and IPM can lead to better long-term pest management than chemical control alone. However, the federal commitment to IPM has waned over the years. The IPM initiative is missing several key management elements identified in the Government Performance and Results Act. Specifically, no one is effectively in charge of federal IPM efforts; coordination of IPM efforts is lacking among federal agencies and with the private sector; the intended results of these efforts have not been clearly articulated or prioritized; and methods for measuring IPM's environmental and economic results have not been developed. A letter report issued by the General Accounting Office with an abstract that begins "The U.S. military assistance programs provided $74 billion in military equipment, services, and training to countries in the Middle East from fiscal years 1991 through 2000. The Foreign Military Sales and Foreign Military Financing programs account for about 96 percent of the value of military items in the U.S. delivered to the region. The U.S. weapon systems delivered include F-16 and F/A-18 fighter aircraft; Apache and Cobra helicopters; M1A1 Tanks; and AMRAAM, ATACMS, and Stinger missiles. Conditions on the use of U.S. military equipment, services, and training delivered to countries in the Middle East, with few exceptions, are limited to standard conditions that the U.S. government places on all transfers of U.S. military items. By law, the U.S. may provide military items to foreign governments only for internal security, legitimate self-defense, participation in collective agreements that are consistent with the United Nations' charter, or civic action."

A letter report issued by the General Accounting Office with an abstract that begins "The West Valley nuclear facility in western New York State was built in the 1960s to convert spent nuclear fuel from commercial reactors into reusable nuclear fuel. New York State, the owner of the site, and the Atomic Energy Commission--the predecessor of the Nuclear Regulatory Commission (NRC) and the Department of Energy (DOE)--jointly promoted the venture. However, the timing of the venture was poor because the market for reprocessed nuclear fuel was limited and because new, more restrictive health and safety standards raised concerns about the facility. West Valley was shut down in the 1970s, and Congress enacted the West Valley Demonstration Project Act in 1980, which brought DOE to West Valley to carry out cleanup activities. This report examines the: (1) status of the cleanup; (2) factors that may be hindering the cleanup; (3) degree of certainty in the Department's estimates of total cleanup costs and schedule; and (4) degree to which the West Valley cleanup may reflect, or have implications for, larger cleanup challenges facing DOE and the nation. Agricultural Trade: Impacts of the Andean Trade Preference Act on Asparagus Producers and Consumers

A letter report issued by the General Accounting Office with an abstract that begins "U.S. asparagus imports increased in the 1990s and now comprise nearly one-half of the asparagus consumed in the United States. Peru is the second largest source of imported asparagus and benefits from duty-free treatment under the Andean Trade Preference Act (ATPA). ATPA is estimated to have displaced between two and eight percent of the value of domestic production from what it would have been without the act. Although the supply of fresh asparagus from imports has increased since ATPA's enactment, consumer demand has been strong, and prices have risen. In addition, an apparent increase in consumer preference for fresh asparagus has contributed to a downward shift in the domestic demand for processed asparagus. Most of the decline in the domestic production of processed asparagus occurred in Michigan and Washington, the two states that produce most canned and frozen asparagus. Federal Emergency Management Agency: Status of Achieving Key Outcomes and Addressing Major Management Challenges

A letter report issued by the General Accounting Office with an abstract that begins "This report discusses the Federal Emergency Management Agency's (FEMA) fiscal year 2000 performance report and fiscal year 2002 performance plan required by the Government Performance and Results Act of 1993. Although FEMA did not attain all of its goals for selected key outcomes in its fiscal year 2000 annual performance report, FEMA did make progress toward achieving the outcomes. FEMA's progress varied for each outcome, and the information presented in the performance report did not always provide enough information to allow an independent assessment of FEMA's progress in achieving the outcome. In general, FEMA's strategies for achieving these key outcomes appeared to be clear and reasonable. Although FEMA has more work to do on the outcomes GAO reviewed, its fiscal year 2000 performance report and fiscal year 2002 performance plan reflect continued improvement compared with the prior year's report and plan. FEMA has refined its performance goals and made them more outcome oriented. FEMA's fiscal year 2000 performance report and fiscal year 2002 performance plan generally addressed the management challenges GAO cited in earlier reports. Welfare Reform: Moving Hard-to-Employ Recipients Into the Workforce

A letter report issued by the General Accounting Office with an abstract that begins "Although some welfare recipients who might seem hard to employ are able to successfully enter the workforce, others have needed considerable time and support to become work-ready. As a result, some states have begun to implement or are considering strategies to help hard-to-employ recipients join the workforce. To be successful in moving hard-to-employ Temporary Assistance for Needy Families (TANF) recipients into the workforce within their 60-month time limit for federal benefits, states must develop programs and provide work and work-preparation activities tailored to the needs of their hard-to-employ recipients and they must ensure that recipients with characteristics that impede employment have access to programs and activities that meet their needs. Some states believe that they would be better able to accomplish this if they (1) had caseload data on the number and characteristics of hard-to-employ TANF recipients, particularly those who will reach their 60-month limit before they are able to work and (2) used a range of work and work-preparation activities that meet the needs of hard-to-employ recipients, including activities that extend beyond those that meet federal work participation requirements."
