D0 Silicon Strip Detector Upgrade Project SVX Sequencer Controller Board

The Sequencer Controller boards are 9U by 340mm circuit boards that will reside in slot 1 of each of eight Sequencer crates in the D0 detector platform. The primary purpose is to control the Sequencers during data acquisition based on trigger information from the D0 Trigger Framework. Functions and features are as follows: (1) Receives the Serial Command Link (SCL) from the D0 Trigger System and controls the operation of the Sequencers by forming a custom serial control link (NRZ/Clock) which is distributed individually to each Sequencer via the 11 Backplane; (2) Controllable delays adjust NRZ control link phasing to compensate for the various cable-length delays between the Sequencers and SVX chips, delay control is common for slots 2-11, and for slots 12-21 of the crate; (3) Each NRZ control link is phase controlled so that commands reach each Sequencer in a given half-crate simultaneously, i.e., the link is compensated for backplane propagation delays; (4) External communication via MIL-STD-1553; (5) Stand-alone operation via 1553 trigger commands in absence of an SCL link; (6) 1553-writeable register for triggering a laser, etc. followed by an acquisition cycle; (7) TTL front panel input to trigger an acquisition cycle, e.g. from a scintillator; (8) …

Debt Collection: Defense Finance and Accounting Service Needs to Improve Collection Efforts

A letter report issued by the General Accounting Office with an abstract that begins "Improper payments are a long-standing problem throughout the government. The Department of Defense (DOD) has been overpaying contractors by hundreds of millions of dollars each year. For fiscal years 1994 through 1999, DOD contractors returned nearly $1.2 billion that the Defense Finance and Accounting Service (DFAS) had mistakenly paid them as a result of errors, such as paying the same invoice twice or misreading invoice amounts. Sometimes, however, the contractors do not promptly respond to government demands that the overpayments be returned. The Debt Management Office was created at the DFAS Columbus Center to deal with contractors that are unresponsive to the government's demands that overpayments be returned. GAO found that the Debt Management Office at DFAS Columbus is not effectively and proactively pursuing collections of debts assigned to it. Specifically, the Office is not (1) taking appropriate action to establish the validity of the debts that it receives for collection, (2) promptly issuing letters demanding payment, (3) actively communicating with contractors or resolving issues related to the debts, and (4) effectively using the Department of the Treasury's centralized debt collection programs to maximize collections and …

Department of Education: Status of Achieving Key Outcomes and Addressing Major Management Challenges

A letter report issued by the General Accounting Office with an abstract that begins "This report reviews the Department of Education's performance report for fiscal year 2000. Specifically, GAO examines Education's progress in achieving selected key outcomes that are important to its mission. Given the lack of performance data, explanations, and strategies to meet unmet goals in the future, it was difficult for GAO to assess progress. The lack of a performance plan also hindered GAO's efforts. Specifically, GAO found that it was difficult to assess Education's progress in achieving the six selected outcomes because of the lack of fiscal year 2000 data for many of its indicators. Consistent with its findings in reviewing Education's performance report from last year, GAO found that Education had no goals or measures for preventing fraud, waste, mismanagement, and error in the student financial assistance programs. Although the Office of Student Financial Assistance has established a target of being removed from GAO's high-risk list, there were no corresponding goals or measures in the department's interim report. Department of Energy: Status of Achieving Key Outcomes and Addressing Major Management Challenges

A letter report issued by the General Accounting Office with an abstract that begins "This report reviews the Department of Energy's (DOE) fiscal year 2002 performance report and fiscal 2002 performance plan as required by the Government Performance and Results Act of 1993 to assess DOE's progress in achieving five key outcomes identified as important mission areas for the agency. GAO found that DOE's performance report did not always effectively demonstrate the agency's progress in achieving its outcomes because it included (1) unclear, jargon-laden measures that did not always support superceeding objectives, (2) performance assessments that were inconsistent with actual performance, (3) objectives with insufficient performance measures, and (4) a lack of explanation for shortfalls in performance. In its fiscal year 2002 performance plan, DOE generally outlined broad, clear strategies for achieving the objectives under the selected outcomes. However, DOE did not consistently provide detailed, specific actions required to achieve some of the outcomes. DOE's fiscal year 2000 performance and accountability report and fiscal year 2002 performance plan present an overall improvement over previous reports and plans. Design and Characterization of High Power Targets for RIB Generation

In this article, thermal modeling techniques are used to simulate ISOL targets irradiated with high power proton beams. Beam scattering effects, nuclear reactions and beam power deposition distributions in the target were computed with the Monte Carlo simulation code, GEANT4. The power density information was subsequently used as input to the finite element thermal analysis code, ANSYS, for extracting temperature distribution information for a variety of target materials. The principal objective of the studies was to evaluate techniques for more uniformly distributing beam deposited heat over the volumes of targets to levels compatible with their irradiation with the highest practical primary-beam power, and to use the preferred technique to design high power ISOL targets. The results suggest that radiation cooling, in combination, with primary beam manipulation, can be used to control temperatures in practically sized targets, to levels commensurate with irradiation with 1 GeV, 100 kW proton beams.

Design of a Pu-238 Waste Incineration Process

Combustible Pu-238 waste is generated as a result of normal operation and decommissioning activity at the Savannah River Plant and is being retrievably stored there. As part of the long-term plan to process the stored waste and current waste in preparation for future disposition, a Pu-238 incineration process is being cold-tested at Savannah River Laboratory (SRL). The incineration process consists of a continuous-feed preparation system, a two-stage, electrically fired incinerator, and a filtration off-gas system. Process equipment has been designed, fabricated, and installed for nonradioactive testing and cold run-in. Design features to maximize the ability to remotely maintain the equipment were incorporated into the process. Interlock, alarm, and control functions are provided by a programmable controller. Cold testing is scheduled to be completed in 1986.

Determination of 243Am in 244Cm by Gamma Spectroscopy

Gamma spectroscopy with a high resolution Ge(Li) detector is used to determine 243Am by its 74.7-keV gamma transition in solutions containing much higher specific activities of other actinides and fission products. The method is well suited for analytical control of curium process steps because of its simplicity, speed and reliability. This paper discusses the study results.

Determination of Free Acid by Standard Addition with Potassium Thiocyanate as Complexant

A method is described for determination of free acid in solutions containing the hydrolyzable ions Al (III), Cr(III), Fe(III), Hg(II), Ni(II), Th(IV), and U(VI). The concentration of the sample is calculated either by solving three simultaneous Nernst equations, by the Gran plot procedure, or by means of a microprocessor pH meter. Molar concentrations of metal ion up to 2.5 times that of the acid can be tolerated. The method has been applied to analysis of nuclear processing solutions that contain Pu(III), in addition to the ions listed above.

Developing high brightness beams for heavy ion driven inertial fusion

Heavy ion fusion (HIF) drivers require large currents and bright beams. In this paper we review the two different approaches for building HIF injectors and the corresponding ion source requirements. The traditional approach uses large aperture, low current density ion sources, resulting in a very large injector system. A more recent conceptual approach merges high current density mini-beamlets into a large current beam in order to significantly reduce the size of the injector. Experiments are being prepared to demonstrate the feasibility of this new approach.

DEVELOPMENT OF ACTIVATED CARBONS FROM COAL COMBUSTION BY-PRODUCTS

The implementation of increasingly stringent Clean Air Act Regulations by the coal utility industry has resulted in an increase in the concentration of unburned carbon in coal combustion fly ash. In 1999, around 6 million tons of unburned carbon were disposed in the US, due to the present lack of efficient routes for its utilization. However, unburned carbon is a potential precursor for the production of adsorbent carbons, since it has gone through a devolatilization process while in the combustor, and therefore, only requires to be activated. Accordingly, this report evaluates and compares several routes for the production of activated carbons from unburned carbon, including physical activation with steam or CO{sub 2}, and chemical activation using KOH pretreatment. During the present reporting period (June 30, 2000--June 29, 2001), Task 1 ''Procurement and characterization of CCBPs'' was concluded, including samples from pulverized utility boilers, a utility cyclone unit equipped with a beneficiation technology, a suspension-fired research boiler, and a class C fly ash. The characterization studies showed that the samples collected have significantly different carbon contents, as determined by the ASTM C114 procedure, with the sample from the cyclone unit containing the highest carbon content (LOI of {approx} 80%), since this …
