EARLY ENTRANCE COPRODUCTION PLANT

The overall objective of this project is the three-phase development of an Early Entrance Coproduction Plant (EECP) that produces at least one product from at least two of the following three categories: Electric power (or heat); Fuels; and Chemicals. The objective is to have these products produced by technologies capable of using synthesis gas derived from coal and/or some other carbonaceous feedstock, such as petroleum coke. The objective of Phase I was to determine the feasibility and define the concept for the EECP located at a specific site and to develop a Research, Development, and Testing (RD and T) Plan for implementation in Phase II. This objective has now been accomplished. A specific site, Motiva Refinery in Port Arthur, Texas, has been selected as the location best suited for the EECP. The accomplishments of Phase I are discussed in detail in this Phase I Concept Report. A RD and T Plan and a preliminary project financing plan have been developed and are submitted separately from this report.

Unsaturated Zone Flow Patterns and Analysis

This Analysis/Model Report (AMR) documents the development of an expected-case model for unsaturated zone (UZ) flow and transport that will be described in terms of the representativeness of models of the natural system. The expected-case model will provide an evaluation of the effectiveness of the natural barriers, assess the impact of conservatism in the Total System Performance Assessment (TSPA), and support the development of further models and analyses for public confidence building. The present models used in ''Total System Performance Assessment for the Site Recommendation'' (Civilian Radioactive Waste Management System Management and Operating Contractor (CRWMS M&O) 2000 [1532461]) underestimate the natural-barrier performance because of conservative assumptions and parameters and do not adequately address uncertainty and alternative models. The development of an expected case model for the UZ natural barrier addresses issues regarding flow-pattern analysis and modeling that had previously been treated conservatively. This is in line with the Repository Safety Strategy (RSS) philosophy of treating conservatively those aspects of the UZ flow and transport system that are not important for achieving regulatory dose (CRWMS M&O 2000 [153246], Section 1.1.1). The task was to compute the maximum aluminum-oxide and oxide-coolant temperatures of assemblies cladded in 99 plus percent aluminum. The assemblies considered were the Mark VB, VE, V5, 15 and 25. These assemblies consist of nested slug columns with individual uranium slugs cladded in aluminum cans. The CREDIT code was modified to calculate the oxide film thickness and the aluminum-oxide temperature at each axial increment. The information in this report will be used to evaluate the potential for cladding corrosion of the Mark 25 assembly.

LED-induced fluorescence diagnostics for turbine and combustion engine thermometry

Fluorescence from phosphor coatings is the basis of an established technique for measuring temperature in a wide variety of turbine and combustion engine applications. Example surfaces include blades, vanes, combustors, intake valves, pistons, and rotors. Many situations that are remote and noncontact require the high intensity of a laser to illuminate the phosphor, especially if the surface is moving. Thermometric resolutions of 0.1 C are obtainable, and some laboratory versions of these systems have been calibrated against NIST standards to even higher precision. To improve the measurement signal-to-noise ratio, synchronous detection timing has been used to repeatedly interrogate the same blade in a high speed rotating turbine. High spatial resolution can be obtained by tightly focusing the interrogation beam in measurements of static surfaces, and by precise differential timing of the laser pulses on rotating surfaces. We report here the use of blue light emitting diodes (LEDs) as a n illumination source for producing useable fluorescence from phosphors for temperature measurements. An LED can excite most of the same phosphors used to cover the temperature range from 8 to 1400 C. The National Museum of the Pacific War presents an oral interview with Walter Autry. Autry left the Merchant Marine and joined the Navy just after the attack on Pearl Harbor. Given his experience, he qualified for steam engineering and was sent to the University of Houston for training in diesel engineering. He briefly entertained the idea of being a Navy diver and received training at Pier 88 in New York City. Ultimately he was assigned to the crew of an LCI that laid smoke screens and made almost 100 landings in the Philippines. As part of his duty, Autry fought fires on ships and rescued the wounded. He bartered with natives on Mindanao and returned home with an intricately carved knife made of volcanic ash. He also met the natives of Luzon and describes their poisonous arrows. He recalls a treacherous typhoon at Okinawa. From there he went to China and recounts the tremendous poverty. He saw atrocious conditions for Filipino women and children at Santo Tomas. The Department of Defense operates six environmental programs: cleanup of past contamination at military facilities, acceleration of cleanup at military bases designated for closure, compliance with environmental laws and regulations that apply to ongoing military operations, pollution prevention, natural resource conservation, and environmental technology. In addition to these activities, the Department of Energy is responsible for managing defense nuclear waste and remediating contaminated sites. This report discusses the federal laws that established these programs, describes their scope and purpose, provides a history of appropriations, indicates the President’s budget request for FY2001, examines authorization and appropriations legislation for FY2001, and discusses other relevant legislation considered in the 106th Congress.

A Transportation Risk Assessment Tool for Analyzing the Transport of Spent Nuclear Fuel and High-Level Radioactive Waste to the Proposed Yucca Mountain Repository

The Yucca Mountain Transportation Database was developed as a data management tool for assembling and integrating data from multiple sources to compile the potential transportation impacts presented in the Draft Environmental Impact Statement for a Geologic Repository for the Disposal of Spent Nuclear Fuel and High-Level Radioactive Waste at Yucca Mountain, Nye County, Nevada (DEIS). The database uses the results from existing models and codes such as RADTRAN, RISKIND, INTERLINE, and HIGHWAY to estimate transportation-related impacts of transporting spent nuclear fuel and high-level radioactive waste from commercial reactors and U. S. Department of Energy (DOE) facilities to Yucca Mountain. The source tables in the database are compendiums of information from many diverse sources including: radionuclide quantities for each waste type; route and route characteristics for rail, legal-weight truck, heavy haul. truck, and barge transport options; state-specific accident and fatality rates for routes selected for analysis; packaging and shipment data by waste type; unit risk factors; the complex behavior of the packaged waste forms in severe transport accidents; and the effects of exposure to radiation or the isotopic specific effects of radionclides should they be released in severe transportation accidents. Interactive stereo electron microscopy enhanced with virtual reality

An analytical system is presented that is used to take measurements of objects perceived in stereo image pairs obtained from a scanning electron microscope (SEM). Our system operates by presenting a single stereo view that contains stereo image data obtained from the SEM, along with geometric representations of two types of virtual measurement instruments, a ''protractor'' and a ''caliper''. The measurements obtained from this system are an integral part of a medical study evaluating surfactant, a liquid coating the inner surface of the lung which makes possible the process of breathing. Measurements of the curvature and contact angle of submicron diameter droplets of a fluorocarbon deposited on the surface of airways are performed in order to determine surface tension of the air/liquid interface. This approach has been extended to a microscopic level from the techniques of traditional surface science by measuring submicrometer rather than millimeter diameter droplets, as well as the lengths and curvature of cilia responsible for movement of the surfactant, the airway's protective liquid blanket. An earlier implementation of this approach for taking angle measurements from objects perceived in stereo image pairs using a virtual protractor is extended in this paper to include distance measurements and to use …

Physics goals for the planned next linear collider engineering test facility.

The Next Linear Collider (NLC) Collaboration is planning to construct an Engineering Test Facility (ETF) at Fermilab. As presently envisioned, the ETF would comprise a fundamental unit of the NLC main linac to include X-band klystrons and modulators, a delay-line power-distribution system (DLDS), and NLC accelerating structures that serve as loads. The principal purpose of the ETF is to validate stable operation of the power-distribution system, first without beam, then with a beam having the NLC pulse structure. This paper concerns the possibility of configuring and using the ETF to accelerate beam with an NLC pulse structure, as well as of doing experiments to measure beam-induced wakefields in the rf structures and their influence back on the beam.

Oral History Interview with Donald Boots, May 17, 2001

The National Museum of the Pacific War presents an oral interview with Donald Boots. In December, 1942, Boots joined the Marine Corps. After basic training, Boots attended a small camouflaging school at Camp Lejeune before going to Camp Pendleton. At Pendleton, the 4th Marine Division formed and Boots was assigned to the 4th Pioneer Battalion. His unit's job was to organize a beachhead once Marines had landed. During the Marshall Islands invasion, Boots' unit landed on a small island near Roi-Namur to set up artillery for the larger invasion. After that, the unit went back to Maui. Next, Boots' unit invaded Saipan. He went in on the second or third wave on D-Day. Boots also went to Iwo Jima and landed with the third wave. Once on the beach, he had a hard time finding his outfit because so many of them had been killed already. He helped a friend onto an LCVP that was leaving the beach with wounded and was taken off the beach. He returned for his second landing on Iwo Jima a short time later. He stayed for 31 days. When the war ended, Boots was discharged in November, 1945.
