Ab-Initio No-Core Shell Model
We discuss the no-core shell model approach, an ab initio method with effective Hamiltonians derived from realistic nucleon-nucleon (NN) potentials as a function of the finite harmonic-oscillator (HO) basis space. We present results for three and four nucleon systems in model spaces that include up to 50{Dirac_h}{Omega} and 18{bar h}{Omega} HO excitations, respectively. For these light systems we are in agreement with results obtained by other exact methods. Also, we calculate the properties of {sup 6}Li and {sup 6}He in model spaces up to 10{Dirac_h}{Omega}, and of {sup 12}C for model spaces up to 6{Dirac_h}{Omega}.

Abortion Law Development: A Brief Overview
This report summarizes the history of legislation on abortion. Moreover, the report discusses the conflict that surrounds the history of the court cases and how it has effected legislation passed since Roe v. Wade. The report also covers how Roe v. Wade and Doe v. Bolton did not cover a variety of issues that have since been raised by states seeking to restrict abortion.

Abortion Law Development: A Brief Overview
This report offers an overview of the development of abortion law from 1973 to the present. Beginning with a brief discussion of the historical background, the report analyzes the leading Supreme Court decisions over the past twenty-eight years, emphasizing particularly the landmark decisions in Roe and Doe, the Court’s shift in direction in Webster v. Reproductive Health Services and Planned Parenthood of Southeastern Pennsylvania v. Casey, and the Court’s most recent decision on abortion, Stenberg v. Carhart. The Court’s decisions on the constitutionality of restricting public funding for abortion are also discussed.

Addressing the Axial Burnup Distribution in PWR Burnup Credit Criticality Safety
This paper summarizes efforts related to developing a technically justifiable approach for addressing the axial burnup distribution in PWR burnup-credit criticality safety analyses. The paper reviews available data on the axial variation in burnup and the effect of axial burnup profiles on reactivity in a SNF cask. A publicly available database of profiles is examined to identify profiles that maximize the neutron multiplication factor, k{sub eff}, assess its adequacy for general PWR burnup credit analyses, and investigate the existence of trends with fuel type and/or reactor operations. For this assessment, a statistical evaluation of the k{sub eff} values associated with the profiles in the axial burnup profile database was performed that identifies the most reactive profiles as statistical outliers that are not representative of typical discharged SNF assemblies. The impact of these bounding profiles on the neutron multiplication factor for a high-density burnup credit cask is quantified. Finally, analyses are presented to quantify the potential reactivity consequence of assemblies with axial profiles that are not bounded by the existing database. The paper concludes with findings for addressing the axial burnup distribution in burnup credit analyses.

Africa: U.S. Foreign Assistance Issues
This report discusses the issue of U.S. economic assistance to sub-Saharan Africa, highlighting the importance of continued assistance in light of U.S. national security and also various U.S.-led efforts to promote reform amongst African citizens themselves. U.S. assistance finds its way to Africa through a variety of channels, including the USAID-administered DA program, food aid programs, and indirect aid provided through international financial institutions and the United Nations.
