Persistent low farm prices and 3 years of multi-billion dollar ad hoc additions to federal spending for farmers are expected to put pressure on the 107th Congress for an early review of federal farm policy. Farm policy is governed by a variety of laws, many of which are incorporated into an omnibus, multi-year farm bill. Most of the provisions of the current farm bill, the Federal Agricultural Improvement and Reform (FAIR) Act of 1996, expire after the 2002 crop year. Key issues are the responsiveness of current policy to low commodity prices and farm income, factors influencing low prices, and options for improving prices and/or providing automatic relief to farmers when prices fall. Increased concentration in the agriculture industry, trade, and environmental regulations affecting agriculture are likely to be part of the debate.

Multiple-well aquifer tests were recently conducted at the Southwest Plume Test Pad near the Burial Ground Complex (BGC) in accordance with the BGC Field Investigation Plan (WSRC, 1999). The pumping tests were performed in the Upper Three Runs and Gordon aquifers in February and March of 1999. The tests provide reliable estimates of horizontal conductivity averaged over aquifer thickness, and a relatively large horizontal zone of influence.

The passive soil vapor extraction (PSVE) system at the MetLab of the Savannah River Site has been operating since May 1998. The results to date on the treatability study indicate the technology is performing well. Well concentrations are decreasing and contour maps of the vadose zone soil gas plume show a decrease in the extent of the plume. In the 2 years of operation approximately 270 pounds of chlorinated organic contaminants have been removed by natural barometric pumping of wells fitted with BaroBall valves (low pressure check valves). The PSVE system is performing well in a cost-effective manner. It is recommended that this system be allowed to continue operating to complete the remediation and to continue monitoring activities to verify and monitor the anticipated contaminant removal rates. The treatability study should be considered successfully completed and the remediation should be considered in full operation.

There is overwhelming evidence that addiction is a disease of the brain (Leshner, 1997). Yet public perception that addiction is a reflection of moral weakness or a lack of willpower persists. The insidious consequence of this perception is that we lose sight of the fact that there are enormous medical consequences of addiction including the fact that a large fraction of the total deaths from cancer and heart disease are caused by smoking addiction. Ironically the medical school that educates physicians in addiction medicine and the cancer hospital that has a smoking cessation clinic are vanishingly rare and efforts at harm reduction are frequently met with a public indignation. Meanwhile the number of people addicted to substances is enormous and increasing particularly the addictions to cigarettes and alcohol. It is particularly tragic that addiction usually begins in adolescence and becomes a chronic relapsing problem and there are basically no completely effective treatments. Clearly we need to understand how drugs of abuse affect the brain and we need to be creative in using this information to develop effective treatments. This report the use of dual pore networks (pores and solid sites) for modeling the effect of the microstructure on combustion processes in porous media is considered. The model accounts for flow and transport of the gas phase in the porespace, where convection predominates, and for heat transfer by conduction in the solid phase. Gas phase flow in the pore and throats is governed by Darcy's law.
