2000 Census: Coverage Evaluation Interviewing Overcame Challenges, but Further Research Needed

A letter report issued by the General Accounting Office with an abstract that begins "As part of its Accuracy and Coverage Evaluation (ACE), the U.S. Census Bureau interviewed people across the country to develop an estimate of the number of persons missed, counted more than once, or otherwise improperly counted in the 2000 census. In conducting the interviews, which took place in person or over the phone, Census faced several challenges, including (1) completing the operation on schedule, (2) ensuring data quality, (3) overcoming unexpected computer problems, (4) obtaining a quality address list, and (5) keeping the interviews independent of census follow-up operations to ensure unbiased estimates of census errors. The Bureau completed the interviews largely ahead of schedule. On the basis of the results of its quality assurance program, the Bureau assumes that about one-tenth of one percent of all cases nationally would have failed the program because they were believed to have been falsified. Early on, the Bureau dealt with an unexpected problem with its automated work management system, which allows supervisors to selectively reassign work among interviewers. Acoustical Imaging and Mechanical Properties of Soft Rock and Marine Sediments Progress Report: October-December 2001

During this phase of the project the research team concentrated on acquisition of acoustic emission data from the high porosity rock samples. The initial experiments indicated that the acoustic emission activity from high porosity Danian chalk were of a very low amplitude. Even though the sample underwent yielding and significant plastic deformation the sample did not generate significant AE activity. This was somewhat surprising. These initial results call into question the validity of attempting to locate AE activity in this weak rock type. As a result the testing program was slightly altered to include measuring the acoustic emission activity from many of the rock types listed in the research program. The preliminary experimental results indicate that AE activity in the sandstones is much higher than in the carbonate rocks (i.e., the chalks and limestones). This observation may be particularly important for planning microseismic imaging of reservoir rocks in the field environment. The preliminary results suggest that microseismic imaging of reservoir rock from acoustic emission activity generated from matrix deformation (during compaction and subsidence) would be extremely difficult to accomplish.

Advanced Emissions Control Development Program

The primary objective of the Advanced Emissions Control Development Program (AECDP) is to develop practical, cost-effective strategies for reducing the emissions of hazardous air pollutants (HAPs, or air toxics) from coal-fired boilers. This objective is being met by identifying ways to effectively control air toxic emissions through the use of conventional flue gas cleanup equipment such as electrostatic precipitators (ESPs), fabric filters (fabric filters), and wet flue gas desulfurization (wet FGD) systems. Development work initially concentrated on the capture of trace metals, hydrogen chloride, and hydrogen fluoride. Recent work has focused almost exclusively on the control of mercury emissions.

Advanced Flue Gas Desulfurization (AFGD) Demonstration Project, A DOE Assessment

The AFGD process as demonstrated by Pure Air at the Bailly Station offers a reliable and cost-effective means of achieving a high degree of SO{sub 2} emissions reduction when burning high-sulfur coals. Many innovative features have been successfully incorporated in this process, and it is ready for widespread commercial use. The system uses a single-loop cocurrent scrubbing process with in-situ oxidation to produce wallboard-grade gypsum instead of wet sludge. A novel wastewater evaporation system minimizes effluents. The advanced scrubbing process uses a common absorber to serve multiple boilers, thereby saving on capital through economies of scale. Major results of the project are: (1) SO{sub 2} removal of over 94 percent was achieved over the three-year demonstration period, with a system availability exceeding 99.5 percent; (2) a large, single absorber handled the combined flue gas of boilers generating 528 MWe of power, and no spares were required; (3) direct injection of pulverized limestone into the absorber was successful; (4) Wastewater evaporation eliminated the need for liquid waste disposal; and (5) the gypsum by-product was used directly for wallboard manufacture, eliminating the need to dispose of waste sludge.

Advanced Oil Recovery Technologies for Improved Recovery From Slope Basin Clastic Reservoirs, Nash Draw Brushy Canyon Pool, Eddy County, Nm

The Nash Draw Brushy Canyon Pool (NDP) in southeast New Mexico is one of the nine projects selected in 1995 by the U.S. Department of Energy (DOE) for participation in the Class III Reservoir Field Demonstration Program. The goals of the DOE cost-shared Class Program are to: (1) extend economic production, (2) increase ultimate recovery, and (3) broaden information exchange and technology application. Reservoirs in the Class III Program are focused on slope basin and deep-basin clastic depositional types. Production at the NDP is from the Brushy Canyon formation, a low-permeability turbidite reservoir in the Delaware Mountain Group of Permian, Guadalupian age. A major challenge in this marginal-quality reservoir is to distinguish oil-productive pay intervals from water-saturated non-pay intervals. Because initial reservoir pressure is only slightly above bubble-point pressure, rapid oil decline rates and high gas/oil ratios are typically observed in the first year of primary production. Limited surface access, caused by the proximity of underground potash mining and surface playa lakes, prohibits development with conventional drilling. Reservoir characterization results obtained to date at the NDP show that a proposed pilot injection area appears to be compartmentalized. ADVANCED POWER SYSTEMS ANALYSIS TOOLS

The use of Energy and Environmental Research Center (EERC) modeling tools and improved analytical methods has provided key information in optimizing advanced power system design and operating conditions for efficiency, producing minimal air pollutant emissions and utilizing a wide range of fossil fuel properties. This project was divided into four tasks: the demonstration of the ash transformation model, upgrading spreadsheet tools, enhancements to analytical capabilities using the scanning electron microscopy (SEM), and improvements to the slag viscosity model. The ash transformation model, Atran, was used to predict the size and composition of ash particles, which has a major impact on the fate of the combustion system. To optimize Atran key factors such as mineral fragmentation and coalescence, the heterogeneous and homogeneous interaction of the organically associated elements must be considered as they are applied to the operating conditions. The resulting model's ash composition compares favorably to measured results. Enhancements to existing EERC spreadsheet application included upgrading interactive spreadsheets to calculate the thermodynamic properties for fuels, reactants, products, and steam with Newton Raphson algorithms to perform calculations on mass, energy, and elemental balances, isentropic expansion of steam, and gasifier equilibrium conditions. Advanced Technology Vehicle Program of the Maryland Department of Transportation and Metropolitan Washington Council of Governments

A multi-year Clean Alternative program is designed to integrate low-emission advanced technology vehicles into high mileage/high-fuel-use public and private fleets, which are major contributors to high pollution levels. The primary goal of the program is reduced emissions of nitrogen oxides (NO{sub x}) from on-road vehicles in the Maryland counties surrounding Washington, DC. The program is targeted at fleets operating in Calvert, Charles, Frederick, Montgomery and Prince George's counties. Eligible types of vehicle applications include taxicabs, shuttles, buses, and delivery vans and trucks. Other types may qualify if they meet certain annual fuel-use or mileage criteria. Minimum requirements have been established for participating companies, including size of fleet and age of firm. The first vehicles under this program were placed in service in 1999. The Clean Alternative provides financial incentives to selected qualified firms that purchase original equipment manufacturer (OEM) vehicles or heavy-duty engines that have been certified to Low Emission Vehicle (LEV) emission levels or lower. This program is intended to be flexible and to evolve over time. For instance, in coming years the standards for acceptable emission levels may be tightened. AIR SEPARATION BY PRESSURE SWING ADSORPTION USING SUPERIOR ADSORBENTS

Li-X zeolite (Si/Al = 1.0) is currently the best sorbent for use in the separation of air by adsorption processes. In particular, pressure swing adsorption (PSA) using zeolite sorbents is being increasingly used for air separation. Silver is also known to strongly affect the adsorptive properties of zeolites; and it is known that thermal vacuum dehydration of silver zeolites leads to the formation of silver clusters within the zeolite. In this work we have synthesized type X zeolites containing Ag and also varying mixtures of Li and Ag. In this project, we developed the Ag-containing zeolite as the best sorbent for air separation. We have also studied Co-ligand compounds as oxygen-selective sorbents. Syntheses, structural characterization and adsorption properties have been performed on all sorbents. The results are described in detail in 5 chapters.

Air Traffic Control: FAA Enhanced the Controller-in-Charge Program, but More Comprehensive Evaluation is Needed

A letter report issued by the General Accounting Office with an abstract that begins "Each day, nearly two million passengers on 25,000 flights depend on the Federal Aviation Administration's (FAA) Air Traffic Control (ATC) system to safely reach their destinations. Because the ATC system requires thousands of controllers, each of whom typically manages just a section of airspace or one aspect of an aircraft's takeoff or landing, FAA depends on supervisors to monitor air traffic operations and controllers' workload and performance to ensure that the system is operating safely. In negotiating its 1998 collective bargaining agreement with its controllers' union, FAA agreed to a national plan that would reduce by attrition the number of supervisors who oversee air traffic controllers. To avoid compromising safety, FAA will increasingly have its controllers performing supervisory duties as Controllers-in-Charge (CIC) when supervisors are not present. Nationwide, FAA has selected 8,268 controllers to serve as CICs, which is about 55 percent of its air traffic controller workforce. GAO found that the materials for FAA's CIC training program were through and comprehensive, but FAA has little assurance that the training was effectively presented and achieved its objectives. AIS/DOE Technology Roadmap Program: Strip Casting: Anticipating New Routes To Steel Sheet

To determine the potential for strip casting in the steel industry and to develop the fundamental knowledge necessary to allow the role of strip casting in the modern steel industry to be understood. Based upon a study of carbon steel strip castings that were either produced for the program at British Steel or were received from a pre-commercial production machine, the following conclusions were made. Strip casting of carbon steels is technically feasible for sheet material from slightly less than 1 mm thick to 3 mm thick, and, assuming that it is economically viable, it will be first applied in carbon steel markets that do not require stringent surface quality or extensive forming. The potential of strip casting as a casting process to be developed for steel castings is very high as the cast strip has some very novel characteristics. Direct cast carbon strip has better surface quality, shape and profile than any other casting process currently available. The more rapidly solidified structure of direct cast strip tends to be strong with low ductility; however, with adequate thermal treatment, it is possible to develop a variety of properties from the same grade. AISI/DOE Advanced Process Control Program Vol. 4 of 6: ON-LINE, NON-DESTRUCTIVE MECHANICAL PROPERTY MEASUREMENT USING LASER-ULTRASOUND

The goal of this project was to demonstrate the feasibility to measure the mechanical properties, such as yield strength, tensile strength, elongation, strain hardening exponent and plastic strain ratio parameters, of low carbon steel sheets on the production line using laser ultrasound. The ultrasound generated by the developed apparatus travels mostly back and forth in the thickness of the steel sheet. By measuring the time delay between two echoes, and the relative amplitude of these two echoes, one can measure ultrasound velocity and attenuation. These are governed by the microstructure: grain size, crystallographic texture, dislocations, etc. Thus, by recording the time behavior of the ultrasonic signal, one can extract microstructural information. These microstructural information together with the modified Hall-Petch equation allow measurement of the mechanical properties. Through laboratory investigations with a laboratory laser ultrasound system, followed by the installation of a prototype system at LTV Steel Company's No.1 Inspection Line in Cleveland, all target mechanical properties of ultra low carbon (ULC), low carbon (LC) and high strength low alloy (HSLA) steel sample lots were measured meeting or nearly meeting all the target accuracies. AISI/DOE Technology Roadmap Program: Removal of Residual Elements in The Steel Ladle by a Combination of Top Slag and Deep Injection Practice

The objective of this work was to determine if tin could be removed from liquid steel by a combination of deep injection of calcium and a reducing top-slag practice. The work was carried out in three stages: injection of Ca wire into 35 Kg heats in an induction furnace under laboratory condition; a fundamental study of the solubility of Sn in the slag as a function of oxygen potential, temperature and slag composition; and, two full-scale plant trials. During the first stage, it was found that 7 to 50% of the Sn was removed from initial Sn contents of 0.1%, using 8 to 16 Kg of calcium per tonne of steel. The Sn solubility study suggested that low oxygen potential, high basicity of the slag and lower temperature would aid Sn removal by deep injection of Ca in the bath. However, two full-scale trials at the LMF station in Dofasco's plant showed virtually no Sn removal, mainly because of very low Ca consumption rates used (0.5 to 1.1 Kg/tonne vs. 8 to 16 Kg/tonne used during the induction furnace study in the laboratory). AMBIENT PM2.5 SAMPLING AND ANALYSIS

This interim report summarizes detailed findings and conclusions drawn from evaluations of data obtained from the operation of ambient PM{sub 2.5} speciation sites in a geographical area encompassing southeastern Ohio, western Pennsylvania and northwestern West Virginia. The overall goal of this program, called the Upper Ohio River Valley Project (UORVP), is to better understand the relationship between coal-based power system emissions and ambient air quality in the Upper Ohio River Valley region through the collection of chemically resolved or speciated data. A summary of the sampling activities, sample analyses and the correlation and interpretation of data acquired from February 1999 through March of 2001 are reported. Mass and speciated data from urban and rural sources are compared and seasonal variations in PM{sub 2.5} distribution are also examined. Correlations between meteorological parameters and total PM{sub 2.5} mass are also presented.

ANAEROBIC BIOLOGICAL TREATMENT OF PRODUCED WATER

During the production of oil and gas, large amounts of water are brought to the surface and must be disposed of in an environmentally sensitive manner. This is an especially difficult problem in offshore production facilities where space is a major constraint. The chief regulatory criterion for produced water is oil and grease. Most facilities have little trouble meeting this criterion using conventional oil-water separation technologies. However, some operations have significant amounts of naphthenic acids in the water that behave as oil and grease but are not well removed by conventional technologies. Aerobic biological treatment of naphthenic acids in simulated-produced water has been demonstrated by others; however, the system was easily overloaded by the large amounts of low-molecular-weight organic acids often found in produced waters. The objective of this research was to determine the ability of an anaerobic biological system to treat these organic acids in a simulated produced water and to examine the potential for biodegradation of the naphthenic acids in the anaerobic environment. A small fixed-film anaerobic biological reactor was constructed and adapted to treat a simulated produced water. The bioreactor was tubular, with a low-density porous glass packing material. Analysis of the Thermal Performance of Tierra I--A Low-Energy High-Mass Residence

A low-energy concrete house was designed using passive solar strategies to consume 70% less heating and cooling energy than a base case that conformed to the 1996 Home Energy Rating System (HERS) and the 1995 Model Energy Code (MEC). The performance of this house was then evaluated using computer simulations and measured data. The house, Tierra I, was monitored from July 22, 1996, through October 14, 1997. A Short Term Energy Monitoring (STEM) test was done November 19 to December 10, 1996. Computer simulations of the house were done using SUNREL, an updated version of the hourly data simulation package SERI-RES. The SUNREL model of the house was calibrated using both short- and long-term data. The house achieved energy savings of 56%, below the goal of 70%. The lower than expected savings resulted from problems with the window modeling. As a result, during the design phase the solar gains were overestimated causing an underestimate in the level of insulation necessary to achieve the savings goal. For very low-energy passive solar buildings, it is apparent that very accurate window modeling is required. Anderson Localization of Ballooning Modes, Quantum Chaos and the Stability of Compact Quasiaxially Symmetric Stellarators

The radially local magnetohydrodynamic (MHD) ballooning stability of a compact, quasiaxially symmetric stellarator (QAS), is examined just above the ballooning beta limit with a method that can lead to estimates of global stability. Here MHD stability is analyzed through the calculation and examination of the ballooning mode eigenvalue isosurfaces in the 3-space [s, alpha, theta(subscript ''k'')]; s is the edge normalized toroidal flux, alpha is the field line variable, and q(subscript ''k'') is the perpendicular wave vector or ballooning parameter. Broken symmetry, i.e., deviations from axisymmetry, in the stellarator magnetic field geometry causes localization of the ballooning mode eigenfunction, and gives rise to new types of nonsymmetric eigenvalue isosurfaces in both the stable and unstable spectrum. For eigenvalues far above the marginal point, isosurfaces are topologically spherical, indicative of strong ''quantum chaos.'' The complexity of QAS marginal isosurfaces suggests that finite Larmor radius stabilization estimates will be difficult and that fully three-dimensional, high-n MHD computations are required to predict the beta limit.

Authentication Procedures - The Procedures and Integration Working Group

Authentication is how we establish trust in monitoring systems and measurements to verify compliance with, for example, the storage of nuclear weapons material. Authentication helps assure the monitoring party that accurate and reliable information is provided by any measurement system and that any irregularities are detected. The U.S. is developing its point of view on the procedures for authentication of monitoring systems now planned or contemplated for arms reduction and control applications. The authentication of a system utilizes a set of approaches, including: functional testing using trusted calibration sources, evaluation of documentation, evaluation of software, evaluation of hardware, random selection of hardware and software, tamper-indicating devices, and operational procedures. Authentication of measurement systems should occur throughout their lifecycles, starting with the elements of design, and moving to off-site authentication, on-siste authentication, and continuing with authentication following repair. The most important of these is the initial design of systems. Hardware and software design criteria and procurement decisions can make future authentication relatively straightforward or conversely very difficult. Facility decisions can likewise ease the procedures for authentication since reliable and effective monitoring systems and tampering indicating devices can help provide the assurance needed in the integrity of such items as measurement systems, …

A letter report issued by the General Accounting Office with an abstract that begins "Passengers on the same commercial airline flight may pay very different fares. This situation has led to dissatisfaction among some passengers who believe that airline ticketing practices are unfair. To reduce their cost of flying, some passengers have tried to use "hidden-city" and "back-to-back" ticketing. Hidden-city ticketing occurs when a passenger books a flight to one city but purposely deplanes at an intermediate city. Back-to-back ticketing occurs when a passenger buys two round-trip tickets that include a Saturday night stay but either uses only half the ticket coupons or uses all the coupons out of sequence. This practice results in a lower price than would be possible by purchasing round-trip tickets that did not include a Saturday night stay. Banking's Proposed "Know Your Customer" Rules

On December 7, 1998, federal banking regulators proposed regulations that would have required banks and thrifts to develop formal policies and procedures to identify unusual transactions in customers’ accounts to report as suspicious activity in conjunction with the federal laws outlawing money laundering. Although there were varied proposals before the 106th Congress on the issue, no legislation was enacted. The issue likeliest to command attention in the 107th Congress is international money laundering. There have been recent instances in which banking regulators imposed corrective action, comparable to the Know Your Customer requirements, on several international banking institutions after unearthing potential money laundering activity.

Basic Engineering Research for D&D of R Reactor Storage Pond Sludge: Electrokinetics, Carbon Dioxide Extraction, and Supercritical Water Oxidation

Large quantities of mixed low level waste (MLLW) that fall under the Toxic Substances Control Act (TSCA) exist and will continue to be generated during D&D operations at DOE sites across the country. Currently, the volume of these wastes is approximately 23,500 m3, and the majority of these wastes (i.e., almost 19,000 m3) consist of PCBs and PCB-contaminated materials. Further, additional PCB-contaminated waste will be generated during D&D operations in the future. The standard process for destruction of this waste is incineration, which generates secondary waste that must be disposed, and the TSCA incinerator at Oak Ridge has an uncertain future. Beyond incineration, no proposed process for the recovery and/or destruction of these persistent pollutants has emerged as the preferred choice for DOE cleanup. The main objective of the project was to investigate and develop a deeper understanding of the thermodynamic and kinetic reactions involved in the extraction and destruction of polychlorinated biphenyls (PCBs) from low-level mixed waste solid matrices in order to provide data that would permit the design of a combined-cycle extraction/destruction process.
