Cost estimate report for the long-term management of depleted uranium hexafluoride : storage of depleted uranium metal.

This report contains a cost analysis of the long-term storage of depleted uranium in the form of uranium metal. Three options are considered for storage of the depleted uranium. These options are aboveground buildings, partly underground vaults, and mined cavities. Three cases are presented. In the first case, all the depleted uranium metal that would be produced from the conversion of depleted uranium hexafluoride (UF{sub 6}) generated by the US Department of Energy (DOE) prior to July 1993 would be stored at the storage facility (100% Case). In the second case, half the depleted uranium metal would be stored at this storage facility (50% Case). In the third case, one-quarter of the depleted uranium metal would be stored at the storage facility (25% Case). The technical basis for the cost analysis presented in this report is principally found in the companion report, ANL/EAD/TM-100, ''Engineering Analysis Report for the Long-Term Management of Depleted Uranium Hexafluoride: Storage of Depleted Uranium Metal'', prepared by Argonne National Laboratory.

Crime Control: The Federal Response

Under the federal system in the United States, the states and localities traditionally have held the major responsibility for prevention and control of crime and maintenance of order. For most of the Republic’s history, “police powers” in the broad sense were reserved to the states under the Tenth Amendment to the Constitution. Many still hold that view, but others see a string of court decisions in recent decades as providing the basis for a far more active federal role. Several bills are discussed in this report that address issues related to crime, juvenile justice, and school violence.

DEVELOPMENT OF A VALIDATED MODEL FOR USE IN MINIMIZING NOx EMISSIONS AND MAXIMIZING CARBON UTILIZATION WHEN COFIRING BIOMASS WITH COAL

This is the first Quarterly Technical Report for DOE Cooperative Agreement No. DE-FC26-00NT40895. A statement of the project objectives is included in the Introduction of this report. The project goals and detailed plans were presented in two project kickoff meetings; one at NETL in Pittsburgh and one in Birmingham, AL at Southern Research Institute. Progress has been made in developing a modeling approach to synthesize the reaction time and temperature distributions that will be produced by computational fluid dynamic models of the pilot-scale combustion furnace and the char burnout and chemical reaction kinetics that will predict NOx emissions and unburned carbon levels in the furnace exhaust. Preparations are under way for the initial pilot-scale combustion experiments.

Engineering analysis report for the long-term management of depleted uranium hexafluoride : storage of depleted uranium metal.

This report contains an engineering analysis of long-term storage of uranium metal in boxes as an option for long-term management of depleted uranium hexafluoride (UF{sub 6}). Three storage facilities are considered: buildings, vaults, and mined cavities. Three cases are considered: either all, half, or a quarter of the depleted uranium metal that would be produced from the conversion of depleted UF{sub 6} is stored at the facility. The analysis of these alternatives is based on a box design used in the Final Programmatic Environmental Impact Statement for Alternative Strategies for the Long-Term Management and Use of Depleted Uranium Hexafluoride, report DOE/EIS-0269, published in 1999 by the US Department of Energy. This box design does not appear to effectively use space within the box. Hence, an alternative box design that allows for a reduced storage area is addressed in the appendices for long-term storage in buildings.

Floor Procedure in the House of Representatives: A Brief Overview

The House considers bills and resolutions on the floor under several different sets of procedures governing the time for debate and the opportunities for amendment. Some procedures allow 40 or 60 minutes for debate; others permit debate to continue until a majority of Members vote to end it. Some procedures prohibit most or all floor amendments; others allow Members to offer any amendments that meet the requirements of the House’s rules and precedents. Notwithstanding these differences, the rules, precedents, and practices of the House generally are designed to permit the majority to work its will in a timely manner. This report provides a brief overview of this procedure.
