Canceled DOD Appropriations: $615 Million of Illegal or Otherwise Improper Adjustments
Testimony issued by the General Accounting Office with an abstract that begins "This testimony reviews the Department of Defense's (DOD) handling of appropriated funds from expired appropriation accounts. In 1990, Congress changed the law governing the use of appropriation accounts because it concluded that controls over them were not working. Without adequate controls, Congress was concerned that agencies could disburse money in amounts and for purposes that it had not approved. GAO found that DOD improperly charged appropriation accounts after they were closed. GAO also found that DOD did not establish the requisite systems, controls, and managerial attention required to properly account for its disbursements consistent with the 1990 account closing law, and as a result, DOD made at least $615 million of illegal or otherwise improper adjustments during fiscal year 2000 alone. DOD was aware of the limitations the account closing law placed on the availability of canceled appropriations and that the law was enacted because of previous abuses by DOD's use of old appropriations. DOD also knew that a major system used to control its use of appropriations allowed for disbursements to be charged in a way that was inconsistent with the law. However, DOD did nothing to …

Correspondence issued by the General Accounting Office with an abstract that begins "The United States Capitol Preservation Commission receives commemorative coin surcharge funds authorized by the United States Capitol Visitor Center Commemorative Coin Act of 1999. Under the Omnibus Consolidated Appropriations Act of 1997 and the U.S. Mint's Compliance Procedures for Surcharge Eligibility, the commission must meet certain requirements before receiving available coin surcharge funds. The commission must provide the U.S. Mint with eligibility-related assertions associated with the commission's receipt and use of private matching funds, and an independent auditor must examine the assertions. GAO found that the assertion about the commission's receipt and use of private matching funds pursuant to the law and the U.S. Mint's Compliance Procedures for Surcharge Eligibility are fairly stated in all respects."

Central Intelligence Agency: Observations on GAO Access to Information on CIA Programs and Activities
Testimony issued by the General Accounting Office with an abstract that begins "Oversight of the Central Intelligence Agency (CIA) generally comes from two select committees of Congress and the CIA's Inspector General. GAO has broad authority to evaluate CIA programs. In reality, however, GAO faces both legal and practical limitations on its ability to review these programs. For example, it has no access to some CIA "unvouchered" accounts and cannot compel its access to foreign intelligence and counterintelligence information. In addition, as a practical matter, GAO is limited by the CIA's level of cooperation, which has varied through the years. GAO has not actively audited the CIA since the early 1960s, when it discontinued such work because CIA was not providing it with enough access to information to allow GAO to do its job. The issue has arisen since then from time to time as GAO's work has required some level of access to CIA programs and information. However, given a lack of requests from Congress for GAO to do specific work at the CIA and its limited resources, GAO made a decision not to pursue the issue further. Chemical and Biological Defense: DOD Should Clarify Expectations for Medical Readiness
Testimony issued by the General Accounting Office with an abstract that begins "A 1995 Presidential Decision Directive gave the highest priority to developing the capabilities to detect, prevent, defeat, and manage the consequences of a nuclear, biological, or chemical attack. In addition, the former Secretary of Defense emphasized at his 1997 confirmation hearing the threat that U.S. forces abroad face from chemical and biological weapons. The Office of the Secretary of Defense, the joint staff, and the armed services play distinct but interrelated roles in ensuring medical readiness. Defense planning is led by the Office of the Secretary of Defense, which sets policy and develops defense planning guidance. On the basis of this guidance, the Joint Chiefs issue a biannual Joint Strategic Capabilities Plan for the nation's unified combat commands. These commands are responsible for fighting and winning wars within a particular area, usually defined by geographical boundaries. The commanders-in-chief develop war plans and requirements that specify the combat troops and support that will be needed to meet the threat and mission assigned by the Capabilities Plan. Children's Health Insurance: SCHIP Enrollment and Expenditure Information
Correspondence issued by the General Accounting Office with an abstract that begins "Congress created the State Children's Health Insurance Program (SCHIP) in 1997 to reduce the number of uninsured poor children whose families incomes are too high to qualify for Medicaid. Congress appropriated $40 billion over 10 years (fiscal years 1998 through 2007) for SCHIP. Each state's SCHIP allotment is available as a federal match based on state expenditures. Although the SCHIP statute generally targets children in families with incomes up to 200 percent of the federal poverty level, 13 states' programs cover children in families above 200 percent of the federal poverty level. This report provides information on (1) enrollment and federal expenditures for SCHIP and estimates of the number of and costs to enroll eligible unenrolled children and income-eligible pregnant women and (2) factors that may influence states' future expenditures for SCHIP and the availability of funding for any program expansion."

Clouds in the Balance
This feature article provides a summary of study about the role of clouds in the balance. Until recently, scientists were uncertain whether clouds had an overall net cooling or heating effect on the Earth's climate. But recent studies show that, in the tropics, a "near cancellation" between shortwave cooling and longwave warming exists, which indicates that the amount of incoming radiant energy is roughly equal to the amount of outgoing radiation. However, small changes in tropical cloudiness can disrupt this precarious balance.

Coast Guard: Actions Needed to Mitigate Deepwater Project Risks
Testimony issued by the General Accounting Office with an abstract that begins "The Coast Guard is in the final stages of planning the largest procurement project in its history--the Deepwater Capability Replacement Project. This project will likely cost over $10 billion or more and take 20 years or more to complete. The Coast Guard has already spent about $116 million on the project's design and is asking for $338 million this year to begin the acquisition phase. This testimony discusses the major risks associated with the project. GAO found four major areas in which the project is vulnerable. They are (1) planning the project around annual funding levels far above what the administration has told the Coast Guard it can expect to receive, (2) keeping costs under control in the contract's later years, (3) ensuring that procedures and personnel are in place for managing and overseeing the contractor once the contract is awarded, and (4) minimizing potential problems with developing unproven technology. Combating Terrorism: Accountability Over Medical Supplies Needs Further Improvement
Testimony issued by the General Accounting Office with an abstract that begins "This testimony discusses the status of agencies' efforts to establish effective internal control over federal medical stockpiles that can be used to treat civilian and military victims in the event of a chemical or biological attack. In earlier reports, GAO recommended that federal agencies strengthen their management of these medical stockpiles. Management at each of the responsible agencies has given priority to and placed emphasis on strengthening internal control over stockpiles. Combating Terrorism: Comments on Counterterrorism Leadership and National Strategy
A statement of record issued by the General Accounting Office with an abstract that begins "The federal government will spend approximately $11 billion to combat terrorism In fiscal year 2001. In the event of a domestic terrorist incident, state and local governments have the primary responsibility for managing the consequences of a terrorist attack. However, the federal government can assist state and local authorities if they lack the capability to respond adequately. On the basis of past and ongoing GAO work, two key issues emerge that the new President and Congress will face concerning programs to combat terrorism. First, the overall leadership and management of such programs are fragmented within the federal government. No single entity acts as the federal government's top official accountable to both the President and Congress. Fragmentation exists in both coordination of domestic preparedness programs and in efforts to develop a national strategy. The Department of Justice worked with other agencies to develop the Attorney General's Five-Year Interagency Counterterrorism and Technology Crime Plan. Combating Terrorism: Comments on H.R. 525 to Create a President's Council on Domestic Terrorism Preparedness
Testimony issued by the General Accounting Office with an abstract that begins "This testimony discusses the Preparedness Against Domestic Terrorism Act of 2001 (H.R. 525). To improve federal efforts to help state and local personnel prepare for domestic terrorist attacks, H.R. 525 would create a single focal point for policy and coordination--the President's Council on Domestic Terrorism Preparedness--within the White House. The new council would include the President, several cabinet secretaries, and other selected high-level officials. H.R. 525 would (1) create an executive director position with a staff that would collaborate with other executive agencies to assess threats, (2) require the new council to develop a national strategy, (3) require the new council to analyze and review budgets, and (4) require the new council to oversee implementation among the different federal agencies. Other proposals before Congress would also create a single focal point for terrorism. Some of these proposals place the focal point in the Executive Office of the President and others place it in a lead executive agency. Both locations have advantages and disadvantages."

Combating Terrorism: Considerations for Investing Resources in Chemical and Biological Preparedness
Testimony issued by the General Accounting Office with an abstract that begins "Since the attacks against the World Trade Center and the Pentagon, the terrorist threat has risen to the top of the national agenda. Preparing for all possible contingencies is impractical, so a risk management approach should be used. This would include a threat assessment to determine which chemical or biological agents are of greatest concern. The federal government has various programs to prepare for and respond to chemical and biological terrorism, including response teams, support laboratories, training and equipment programs, and research efforts. Evaluations of chemical and biological preparedness have identified several problems and their solutions. Congress faces competing demands for spending as it seeks to invest resources to better prepare our nation for chemical and biological terrorism. Given the uncertainty of the chemical and biological threat, Congress may want to initially invest resources in efforts with broad applicability rather than in those that are applicable to a specific type of chemical or biological attack."
