Geotechnical Seismic Assessment Report for Defense Waste Processing Facility

High level waste facilities at the Savannah River Site include several major structures that must meet seismic requirements, including the Defense Waste Processing Facility. Numerous geotechnical and geological investigations have been performed to characterize the in-situ static and dynamic properties of the soil sediments. These investigations have led to conclusions concerning the stability of foundation soils in terms of liquefaction potential and structure settlement. This report reviews past work that addresses seismic soil stability and presents the results of more recent analyses incorporating updated seismic criteria.

NMR based investigations of the effects of aging on the motional properties of cellular silicone foams

The aging of polymeric composite materials, such as filled polydimethylsiloxane foams, through factors such as thermal and mechanical stresses, environment, radiation, and chemical attack can affect the length of time for which a given material can maintain its engineering performance. Iterative interactions and cumulative reactions may result in the material or device reaching a critical age where its properties fail unexpectedly and catastrophically. The mechanical property changes associated with multi-mechanism aging may be subtle, and may not necessarily change linearly as a function of time in service. Since such linear relationships are often used in lifetime predictions, there is a fundamental need to develop and employ spectroscopic methods to investigate the structural and motional changes that occur in these organic-inorganic materials as a result of aging in chemically, thermally, or radioactively harsh environments. We have used multinuclear nuclear magnetic resonance (NMR) spectroscopy to characterize aging signatures in a series of PDMS based composite materials. Unfortunately, {sup 13}C, {sup 29}Si, and {sup 1}H magic angle spinning NMR spectra remain unchanged with gamma radiation exposure up to 50Mrad. The many motivations for employing agent-based computation in the social sciences are reviewed. It is argued that there exist three distinct uses of agent modeling techniques. One such use--the simplest--is conceptually quite close to traditional simulation in operations research. This use arises when equations can be formulated that completely describe a social process, and these equations are explicitly soluble, either analytically or numerically. In the former case, the agent model is merely a tool for presenting results, while in the latter it is a novel kind of Monte Carlo analysis. A second, more commonplace usage of computational agent models arises when mathematical models can be written down but not completely solved. In this case the agent-based model can shed significant light on the solution structure, illustrate dynamical properties of the model, serve to test the dependence of results on parameters and assumptions, and be a source of counter-examples. Finally, there are important classes of problems for which writing down equations is not a useful activity. In such circumstances, resort to agent-based computational models may be the only way available to explore such processes systematically, and constitute a third distinct usage of such models.

Role of the Rubisco small subunit. Final report for period May 1, 1997--April 30,2000

CO{sub 2} and O{sub 2} are mutually competitive at the active site of ribulose-1,5-biphosphate (RuBP) carboxylase/oxygenase (Rubisco). Rubisco contains two subunits, each present in eight copies. The 15-kD small subunit is coded by a family of nuclear RbcS genes. Until now, the role of the small subunit in Rubisco structure or catalytic efficiency is not known. Because of other work in eliminating the two RbcS genes in the green algo Chlamydomonas reinhardtii, it is now possible to address questions about the structure-function relationships of the eukaryotic small subunit. There are three specific aims in this project: (1) Alanine scanning mutagenesis is being used to dissect the importance of the {beta}A/{beta}B loop, a feature unique to the eukaryotic small subunit. (2) Random mutagenesis is being used to identify additional residues or regions of the small subunit that are important for holoenzyme assembly and function. (3) Attempts are being made to express foreign small subunits in Chlamydomonas to examine the contribution of small subunits to holoenzyme assembly, catalytic efficiency, and CO{sub 2}/O{sub 2} specificity.

Solar Optics

Solar opacities are presented from the center of the Sun to the photosphere. The temperatures, densities and hydrogen mass fractions are taken from the standard solar model. For the heavy element abundances the Grevesse mixture is used. In the solar interior photoabsorption is dominated by free-free absorption and they compare two sets of opacities based on two different models for the inverse bremsstrahlung. The radiative luminosities calculated from the two sets of opacities are compared with those predicted by previous models of the standard solar model and also with the known luminosity of the Sun. pressures, specific heats and the speed of sound in the solar plasma are also presented.

Status of the U.S. Dark Matter Axion Search

We describe the status of a sensitive search for halo axions with masses in the {mu}eV range. A tunable large-volume and low-loss microwave cavity is operated at low temperature in a strong magnetic field. Resonant Primakoff conversion of axions into photons takes place when the cavity frequency is matched to the axion mass. No positive signal has been found so far, and we are able to exclude hadronic axions as the dominant halo component over a significant axion mass range. Future plans for a detector upgrade are outlined.

Stress Corrosion Crack Growth Rate Testing and Analytical Electron Microscopy of Alloy 600 as a Function of Pourbaix Space and Microstructure

Stress corrosion crack (SCC) growth rate tests and analytical electron microscopy (AEM) studies were performed over a broad range of environments and heat treatments of Alloy 600. This effort was conducted to correlate bulk environmental conditions such as pH and electrochemical potential (EcP) with the morphology of the SCC crack. Development of a library of AEM morphologies formed by SCC in different environments is an important step in identifying the conditions that lead to SCC in components. Additionally, AEM examination of stress corrosion cracks formed in different environments and microstructures lends insight into the mechanism(s) of stress corrosion cracking. Testing was conducted on compact tension specimens in three environments: a mildly acidic oxidizing environment containing sulfate ions, a caustic environment containing 10% NaOH, and hydrogenated near-neutral buffered water. Additionally, stress corrosion cracking testing of a smooth specimen was conducted in hydrogenated steam. The following heat treatments of Alloy 600 were examined: mill annealed at 980 C (near-neutral water), mill annealed at 1010 C (steam), sensitized (acid and caustic), and mill annealed + healed to homogenize the grain boundary Cr concentration (caustic). STUDY OF SOLVENT AND CATALYST INTERACTIONS IN DIRECT COAL LIQUEFACTION

To provide a better understanding of the roles of a solid catalyst and the solvent in Direct Coal Liquefaction, a small reactor was equipped with a porous-walled basket which was permeable to the solvent but was not permeable to the coal or solid catalyst. With this equipment and a high volatile bituminous coal it was found that direct contact between the catalyst in the basket and the coal outside the basket is not required for catalyzed coal liquefaction. The character of the solvent in this system makes a significant difference in the conversion of the coal, the better solvents being strong donor solvents. Because of the extensive use of thermogravimetric analysis in this laboratory, it was noted that the peak temperature for volatiles evolution from coal was a reliable measure of coal rank. Because of this observation, a variety of coals of a range of ranks was investigated. It was shown in this work that measuring the peak temperature for volatiles evolution was a quite precise indicator of rank and correlated closely with the rank value obtained by measuring vitrinite reflectance, a more difficult measurement to make. Thermal and Chemical Stability of Crystalline Silicotitanate Sorbent

The Savannah River Site (SRS) is evaluating technologies for removing radioactive cesium ({sup 137}Cs) from the supernate solutions stored in the high-level waste tanks at the site. Crystalline silicotitanate sorbent (IONSIV IE-911,{reg_sign} UOP LLC, Des Plaines, IL), which is very effective at removing cesium from high-salt solution, is one of three technologies currently being tested. Because of the extremely high inventory of {sup 137}Cs expected for the large columns of crystalline silicotitanate (CST) that would be used for treating the SRS supernate, any loss of flow or cooling to the columns could result in high temperatures from radiolytic heating. Also, even for normal operation, the CST would be exposed to the supernates for up to a year before being removed. Small-scale tests using simulant solutions were used to determine the long-term stability of the CST to the solutions at various temperatures. In the tests performed in this study, the cesium capacity of the CST decreased significantly (76%) as the temperature of the simulant and CST during loading was increased from 23 to 80 C. The Safety Class Instrumentation and Control (SCIC) system provides active detection and response to process anomalies that, if unmitigated, would result in a safety event. Specifically, actuation of the SCIC system includes two portions. The portion which isolates the MCO and initiates the safety-class helium (SCHe) purge, and the portion which detects and stops excessive heat input to the MCO annulus on high Tempered Water (TW) inlet temperature. For the MCO isolation and purge, the SCIC receives MCO pressure (both positive pressure and vacuum), helium flow rate, bay high temperature switch status, seismic trip status, and time-under-vacuum trips signals. The SCIC system will isolate the MCO and start an SCHe system purge if any of the following occur. (1) Isolation and purge from one of the SCHe ''isolation'' and ''purge'' buttons is manually initiated (administratively controlled). (2) The first vacuum cycle exceeds 8 hours at vacuum, or any subsequent vacuum cycle exceeds 4 hours at vacuum without re-pressurizing the MCO for a minimum of 4 hours. (This is referred to as the 8/4/4 requirement and provides thermal equilibrium within the MCO.) The primary objective of this study was to estimate the current life-cycle cost-effective (i.e., economic) energy savings potential in Federal buildings and the corresponding capital investment required to achieve these savings, with Federal financing. Estimates were developed for major categories of energy efficiency measures such as building envelope, heating system, cooling system, and lighting. The analysis was based on conditions (building stock and characteristics, retrofit technologies, interest rates, energy prices, etc.) existing in the late 1990s. The potential impact of changes to any of these factors in the future was not considered.

Development of an Alternative Treatment Scheme for Sr/TRU Removal: Permanganate Treatment of AN-107 Waste

A number of Hanford tanks received waste containing organic complexants, which increase the volubility of Sr-90 and transuranic (TRU) elements. Wastes from these tanks require additional pretreatment to remove Sr-90 and TRU for immobilization as low activity waste (Waste Envelope C). The baseline pretreatment process for Sr/TRU removal was isotopic exchange and precipitation with added strontium and iron. However, studies at both Battelle and Savannah River Technology Center (SRTC) have shown that the Sr/Fe precipitates were very difficult to filter. This was a result of the formation of poor filtering iron solids. An alternate treatment technology was needed for Sr/TRU removal. Battelle had demonstrated that permanganate treatment was effective for decontaminating waste samples from Hanford Tank SY-101 and proposed that permanganate be examined as an alternative Sr/TRU removal scheme for complexant-containing tank wastes such as AW107. Battelle conducted preliminary small-scale experiments to determine the effectiveness of permanganate treatment with AN-107 waste samples that had been archived at Battelle from earlier studies. Three series of experiments were performed to evaluate conditions that provided adequate Sr/TRU decontamination using permanganate treatment. As a result of the most recent recalculation one of the indicator parameters, specific conductance, exceeded its background value in downgradient well 299-W19-41, triggering a change from detection monitoring to groundwater quality assessment program. The major contributors to the higher specific conductance are nonhazardous constituents (i.e., sodium, calcium, magnesium, chloride, sulfate, and bicarbonate). Nitrate, chromium, and technetium-99 are present and are increasing; however, they are significantly below their drinking waster standards. Interpretation of groundwater monitoring data indicates that both the nonhazardous constituents causing elevated specific conductance in groundwater and the tank waste constituents present in groundwater at the waste management area are a result of surface water infiltration in the southern portion of the facility. There is evidence for both upgradient and waste management area sources for observed nitrate concentrations. There is no indication of an upgradient source for the observed chromium and technetium-99.

Waste Management Area U (TWA U) is located in the 200 West Area of the Hanford Site. The area includes the U Tank Farm, which contains 16 single-shell tanks and their ancillary equipment and waste systems. WMA U is regulated under the Resource Conservation and Recovery Act of 1976 (RCRA) as stipulated in 40 CFR Part 265, Subpart F, which is incorporated into the Washington State dangerous waste regulations (WAC 173-303400) by reference. Groundwater monitoring at WMA U has been guided by an interim status indicator evaluation program. As a result of changes in the direction of groundwater flow, background values for the WMA have been recalculated several times during its monitoring history. The most recent recalculation revealed that one of the indicator parameters, specific conductance, exceeded its background value in downgradient well 299-W19-41. This triggered a change from detection monitoring to a groundwater quality assessment program. Improving DOE-2's RESYS routine: User defined functions to provide more accurate part load energy use and humidity predictions

In hourly energy simulations, it is important to properly predict the performance of air conditioning systems over a range of full and part load operating conditions. An important component of these calculations is to properly consider the performance of the cycling air conditioner and how it interacts with the building. This paper presents improved approaches to properly account for the part load performance of residential and light commercial air conditioning systems in DOE-2. First, more accurate correlations are given to predict the degradation of system efficiency at part load conditions. In addition, a user-defined function for RESYS is developed that provides improved predictions of air conditioner sensible and latent capacity at part load conditions. The user function also provides more accurate predictions of space humidity by adding ''lumped'' moisture capacitance into the calculations. The improved cooling coil model and the addition of moisture capacitance predicts humidity swings that are more representative of the performance observed in real buildings.

A joint U.S.-China demonstration energy efficient office building

In July 1998, USDOE and China's Ministry of Science and Technology (MOST) signed a Statement of Work to develop a demonstration energy-efficient office building and demonstration center in Beijing that will eventually house the Administrative Center for China's Agenda 21 (ACCA21). The statement calls for the Chinese side to be responsible for the basic construction of the 13,000 m{sup 2} 9-story building, the US side for technical assistance and the incremental costs of the energy efficiency improvements, and the joint establishment of a Demonstration Center to provide outreach and exhibit energy-efficient building technologies. The US technical team made several trips to China to meet with ACCA21 and the design team, and used the DOE-2.1E simulation program to analyze the energy performance of a preliminary building design and study alternative designs and energy-efficient strategies. A feasibility study completed in September found the largest and most cost-effective savings potentials in reducing cooling and lighting energy use, and identified eight generic measures in lighting, windows, daylighting, and HVAC systems and controls. Following these and other recommendations from the US team, the design team produced a schematic cross-shaped building design that, based on the DOE-2 analysis, lowered total energy use by 40% compared to …

Since 1997, the PV sales have exceeded 100 MW/yr with > 85% of the production coming from silicon photovoltaics (Si-PV). As the PV demands increase in the new millennium, there will be a host of challenges to Si-PV. The challenges will arise in developing strategies for cost reduction, increased production, higher throughput per manufacturing line, new sources of low-cost Si, and introduction of new manufacturing processes for cell fabrication. At the same time, newer thin-film technologies, based on CdTe and CIS, will come on board posing new competition. With these challenges come new opportunities for the Si-PV-to detach itself from the microelectronics industry, to embark on an aggressive program in thin-film Si solar cells, and to try new approaches to process monitoring. The 9th Workshop on Crystalline Silicon Solar Cell Materials and Processes addressed these issues in a number of sessions. In addition to covering the usual topics of impurity gettering, defects, passivation, and solar cell processing, there were sessions on poly feedstock, mechanical properties of Si, metallization, and process monitoring.
