This is a select chronology of, and a finding guide for information on, congressional and presidential actions and documents related to major budget events in calendar year 2000, covering the FY2001 budget. Brief information is provided for the President’s budget, congressional budget resolutions, appropriations measures (regular, continuing, supplementals, and rescissions), budget reconciliation, House and Senate votes, line-item vetoes, publications, testimony, charts, and tables.

The Clean Air Act and its 1990 amendments appear to have contributed to a marked improvement in air quality nationwide. Of nearly 100 metropolitan areas not meeting air quality standards for ozone in 1990, more than two-thirds now do so. Even greater progress has been achieved with carbon monoxide: 36 of 42 areas not in attainment in 1990 now meet the standard. Nevertheless, EPA remains concerned about air pollution. In 1997, the Agency promulgated major revisions to its air quality standards for ozone and particulates, an action that would require most states and urban areas to establish additional controls on a wide range of pollution sources. The revised standards were challenged by numerous parties and the courts have remanded the standards to EPA. Implementation is currently in limbo, pending resolution of appeals by the Supreme Court.

The United States is the largest national contributor to international humanitarian assistance programs for refugees. Traditionally, we contribute to refugee appeals both because of our wish to alleviate the suffering of innocent victims and out of concern that refugee flows can lead to instability in countries or regions important to U.S. foreign policy interests.

Appropriations are one part of a complex federal budget process that includes budget resolutions, appropriations (regular, supplemental, and continuing) bills, rescissions, and budget reconciliation bills. This report is a guide to one of the 13 regular appropriations bills that Congress passes each year. The Federal Property and Administrative Services Act of 1949 created new procurement procedures for federal civilian agencies and established the General Services Administration as a central procurement agent.1 Since that time, this enabling law has evolved through amendments to provide GSA with an integrated system of administrative procedures to carry out its federal procurement and supply activities.

This report examines various aspects of the national debt and explains what would happen if the debt were eliminated. The national debt currently held by the public stands at $3.4 trillion, or about 35% of gross domestic product (GDP).

Asthe budget has moved from a position of large deficitsto large surpluses, then back to deficit again, a debate has emerged about the desirability of retiring the national debt. Although the national debt would not be retired under current baseline forecasts, it remains an important element of the budget surplus debate. By the end of the baseline window, the national debt is forecast to reach its lowest level in the post-war period as a percentage of GDP despite the dramatic deterioration in the surplus forecastsince 2001. Congress is considering legislation that would reauthorize the Coastal Zone Management Act of 1972. This overview summarizes the programs created by this act and its amendments, and outlines issues associated with reauthorization. These issues include reauthorizing funding, altering grant programs, changing the National Estuarine Research Reserve system, funding to implement nonpoint water pollution requirements, protecting private property rights, expanding program evaluation efforts, and examining effects of personal water craft on the coastal requirement. A reauthorization bill has been reported by the House Resources Committee (H.R. 2669, H. Rept. 106-485), and floor action is anticipated soon. In the Senate, no action has been taken.

On January 12, 2000, the Supreme Court held in Friends of the Earth v. Laidlaw that plaintiffs had standing to pursue a Clean Water Act citizen suit, despite the fact that (1) the company-defendant had achieved compliance prior to the district court's decision, (2) plaintiffs sought only civil penalties payable to the U.S. Treasury, and (3) plaintiffs had demonstrated only reasonable concern, not physical injury to the environment. In so holding, the Court appeared to retrench substantially from its environmental standing decisions of the 1990s, which had all gone against plaintiffs. In the wake of Laidlaw, environmental citizen suits will be easier to bring. This report will not be updated.
